DISTINGUISHING CHARACTERISTICS The Supervisor level recognizes positions that perform full, first-line supervisory responsibilities including planning, assigning and evaluating the work of subordinates and are responsible for a program area within a work unit or department. SUPERVISION RECEIVED AND EXERCISED Receives general direction from the Fleet Manager. Exercises direct supervision over assigned staff. ESSENTIAL FUNCTIONS – Functions may include, but are not limited to, the following: Organize, schedule, assign, supervise and evaluate the work of staff responsible for the skilled mechanical diagnostic and repair work on a wide variety of automobiles, trucks, heavy equipment, and portable equipment. Supervise, assign, and review the work of assigned staff; review and evaluate employees work performance (to include annual performance evaluations); work with employees to correct deficiencies; implement discipline procedures as directed. In conjunction with the Fleet Manager, plan, organize, coordinate and supervise a preventive maintenance program that meets Federal, State, and local safety and environmental laws and regulations, while maximizing daily reliability and availability of the City’s fleet; maintain a variety of records and logs of maintenance and service history of vehicles. Inspect, diagnose, and locate mechanical difficulties on City automobiles, trucks, fire apparatus/equipment and a variety of diesel gasoline, electric, and natural gas powered maintenance and construction equipment. Read and interpret shop manuals, schematics blueprints, and specifications in performing work on all City equipment including specialized public safety vehicles and equipment (Fire Department and Police Department) Overhaul, repair and maintain vehicles, equipment engines, gearboxes, pumps, and their components fuel, electrical, hydraulic and power transmission systems. 2022/11/07 CSC Agenda Page 5 of 21 CITY OF CHULA VISTA Fleet Supervisor 2 Monitor/manage contractors working with, on and around City equipment to ensure the work is appropriately performed to City standards. Troubleshoot and diagnose operating problems; remove, overhaul, repair, replace and test assigned equipment. Overhaul, repair, and adjust engines, transmissions, clutches, differentials, carburetors, generators and pumps; fits and adjusts bearings; installs axles. In conjunction with the Fleet Manager, participate in the selection of staff; coordinate and/or provide staff training; prepare deployment schedules and set priorities; review and evaluate employee work performance; conduct performance evaluations; work with employees to correct deficiencies; recommend discipline as directed. Assist in the preparation of division budget regarding anticipated program expenditures and revenues, equipment, materials and supply requirements; requisition or direct the requisitioning of materials, supplies and equipment as required. Review and prioritize work requests; recommend and establish assignment priorities and completion dates based on workload and staffing resources; oversee work of assigned staff and monitor completion of work. Administer work of outside contractors; ensure compliance with Department of Industrial Relations (DIR) and prevailing wage requirements, file related reports and maintain accurate records. Write request for proposals and bid documents, manage public works purchasing agreements, purchase orders and public work contracts. Write specifications for fleet and/or fuel management functional area to meet best practice and industry standards. Assistant in the administration of the City’s fleet and fuel contracts, including preparation of bid documents, correspondence and agenda statements. Investigate complaints regarding fleet and fuel related issues. Resolve difficult situations requiring diplomacy and tact. Manage the operation of the City’s fuel island, bus wash, truck wash, Compressed Natural Gas (CNG) compressors, and hydrogen electrolyzer; oversee the City-wide fueling operation. Order replacement vehicles for City’s fleet; establish the schedule for replacement of vehicles and equipment; schedule vendor maintenance. Confer with other City departments on equipment needs. 2022/11/07 CSC Agenda Page 6 of 21 CITY OF CHULA VISTA Fleet Supervisor 3 Prepare annual alternative and quarterly diesel fuel tax reports for the State Board of Equalization; participate in and promote the City’s alternative energy program; maintain hydrogen electrolyzer and fuel cell car. Inspect work and evaluate for conformance to established work standards; ensure that proper work methods are followed; ensure compliance with all safety policies and procedures. Inspect damage to City property, assess risk, provide cost estimates and contract out repairs. Oversee employee job safety and maintain related records. Operate motor equipment in connection with repair and servicing. Use and maintain a complete set of hand, power and shop tools and test equipment related to the work. Fabricate replacement parts as necessary; operates a variety of vehicles and equipment in performing and testing assigned work. Estimate parts and materials required for the work; requisitions or orders replacement parts as necessary. Recommend contract work as required. Maintain work related records and prepare various reports using a computer; update section related records in the department’s work management system; prepare administrative reports and written correspondence. Attend inspections of City facilities by the County of San Diego Department of Environmental Health and Air Pollution Control District; coordinate vendor participation in such inspections. Prepare various forms and reports related to assignments; review reports prepared by subordinate staff. Operate City vehicles skillfully and safely. Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service. Perform related duties as assigned. Principles and practices of conflict resolution. Basic mathematics. English usage, spelling, grammar, and punctuation. Computer equipment and software applications related to assignment. Ability to: Plan, and prepare a work program including estimated personnel, equipment, and materials requirements. Plan, assign, directs, and supervise the work of subordinates. Train, motivate, and evaluate assigned personnel. Make sound judgments and decisions within established guidelines. Follow oral and written instructions. Interpret and explain pertinent City and department policies and procedures. Diagnose defects in and repair a wide variety of light and heavy-duty equipment. Estimate labor and material costs. Experience and Training Any combination of education and/or experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Three years of increasingly responsible experience in a fleet and/or fuel management program, including one year of lead experience. Training: Equivalent to the completion of twelfth grade supplemented by college coursework in automotive technology, business or public administration, or a closely related field. License or Certificate Possession of a valid Class B California driver’s license. Mandatory Requirement In accordance with DOT FMCSA regulations, in order to be considered for employment in a position that requires a Class A/B license, applicants will be required to sign a written authorization for the release of information, from their employers of the past three years, relating to their participation in a controlled substance and alcohol-testing program. WORKING ENVIRONMENT Work is performed indoors and occasionally outdoors; in shop environment with fluorescent lighting and exposure to noises, vibrations, fumes, odors, and dust; when outdoors, is with exposure to a variety of weather conditions and around heavy equipment. Some exposure to hazardous materials and substances may occur in the course of work. 2022/11/07 CSC Agenda Page 10 of 21 CITY OF CHULA VISTA HOMELESS SOLUTIONS MANAGER DEFINITION To plan, organize and direct the activities of the Housing and Homeless Services Department’s Homeless Solutions Division; serve as the primary liaison between other City departments and community partners for the City’s Homeless Outreach Team (HOT); plan, design, organize and direct the City's federally funded Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG) and HOME Investment Partnership (HOME) programs in relation to homeless services, as well as other local, County and State funded grant programs in coordination with department staff; provide complex staff assistance to City management; and to perform other duties as assigned. Manage the City's efforts to end homelessness and mitigate its impacts in the community; work to develop innovative programs in coordination with local, county and state resources to reduce homelessness in the City including regional approaches. Monitor and analyze new and revised statutes, legislation, articles, trends and developments related to homeless issues and services; gather input from diverse community groups, analyze and identify the current needs and emerging trends affecting homeless individuals; develop policy recommendations as appropriate. Plan, organize and conduct public meetings; develop specifications and prepare requests for proposals and grant applications. Prepare technical and analytical reports and recommendations for implementation for department, team, City Manager, and/or City Council review. Support and team with other City staff working on related issues and performs related duties as required. Build and maintain positive working relationships with co-workers, other employees, and the public using principles of good customer service. Perform other related duties as assigned. MINIMUM QUALIFICATIONS Knowledge of: Federal housing and community development laws and regulations, including the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG) and HOME Investment Partnership (HOME) Programs regulations and federal construction contract requirements. A typical way to obtain the knowledge and abilities would be: Experience: Five years of increasingly responsible experience in program development, policy analysis and program management including two years of supervisory experience. Experience in a local government setting is highly desirable. Training: Equivalent to an Bachelor’s Degree from an accredited college or university with major course work in management, urban planning, business, information systems, public administration, real estate financing or related field. License or Certificate: Possession of a valid California driver’s license. PHYSICAL DEMANDS On a continuous basis, sit at desk or stand for varying periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, and write or use a keyboard to communicate through written means; and lift or carry weight of 10 pounds of less. WORKING ENVIRONMENT Primary work is performed indoors in an air-conditioned office environment with fluorescent lighting and moderate noise level. Some exposure to the external environment is required when performing duties in the course of work. Work is frequently disrupted by the need to respond to in-person and telephone inquiries. 2022/11/07 CSC Agenda Page 15 of 21 CITY OF CHULA VISTA HOUSING MANAGER DEFINITION To plan, organize and direct the activities of the Housing and Homeless Services Department’s Housing Division, which includes developing affordable housing opportunities for the residents of the City; to coordinate assigned activities with other divisions, departments and outside agencies; to provide professional staff support to the Housing Advisory Commission; to recommend policy and serve as project manager for affordable housing developments funded by the City; to oversee affordable housing preservation and production development; to work in coordination with department staff to create and implement affordable housing programs; and to perform other duties as assigned. Develop and implement plans to assist in the development of affordable housing projects through such activities as below market rate housing finance, loan and grant programs and emergency and transitional housing developments. Manage ongoing compliance activities, including monitoring of regulatory agreements and administration of the City's affordable housing loan portfolio. Establish and maintain communication with organizations, private business firms, public agencies and the general public to promote and facilitate affordable housing projects. Supervise special studies and participate in presenting comprehensive reports on all aspects of assigned programs and activities. Receive parameters and direction from the City Council regarding potential affordable housing projects. Develop specification and prepares requests for proposals and grant applications in coordination with the Homeless Solutions Manager. Provide input into policies, funding initiatives and regulations. Develop and implement affordable housing programs and expenditures of affordable Housing funds. Review and evaluate affordable housing proposals and makes recommendations regarding project selection to the City Council. Coordinate efforts of City departments involved in the planning and implementation of affordable housing projects. Supervise staff responsible for the review of site development architectural plans in conjunction with City planning staff as required, both in office and on site. Monitor the development, construction and implementation phases of affordable housing projects to ensure contract compliance. Participate in project and loan agreement negotiations. Serve as the staff liaison to and ensure that the Housing Advisory Commission is adequately supported in the conduct of their duties. Represent the City at various meetings and conferences. Prepare staff reports and make presentations and recommendations to the City Council, Housing Advisory Commission and Planning Commission; make presentations to stakeholder groups as necessary. Respond to and resolve difficult and sensitive resident inquiries and complaints. Administer and coordinate property acquisitions, relocations and dispositions. Experience and Training Any combination of education and/or experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Five years of responsible experience in program development, policy analysis and program management including two years of supervisory experience. Training: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in management, urban planning, public administration, business administration, real estate financing or a closely related field. WORKING ENVIRONMENT Primary work is performed indoors in an air-conditioned office environment with fluorescent lighting and moderate noise level.
