ADJOURNMENT The meeting was adjourned at 5:27 p.m. Minutes prepared by: Felipe Ladron de Guevara, Secretary _________________________ Felipe Ladron de Guevara, Secretary 2023/09/07 CSC Agenda Page 6 of 11 CITY OF CHULA VISTA DRAFT PARAMEDIC RECRUIT (NON-SAFETY) DEFINITION Under direct supervision, attends the Fire Department’s Emergency Medical Services (EMS) Academy and receives training on emergency medical services; performs station and ambulance maintenance; learns the policies and functions of the Fire Department and the San Diego County EMS Office; and performs related duties as required. DISTINGUISHING CHARACTERISTICS This is a trainee-level, non-sworn, 40-hour workweek classification in the Paramedic (Non-Safety) series, with no safety officer powers or safety benefits. Incumbency in this class is limited to a fixed term of six months during which the incumbent must: (1) obtain and maintain a valid license as an EMT-P with the State of California, (2) obtain and maintain a valid EMT-P accreditation with the County of San Diego EMS Office, (3) graduate from the Chula Vista Fire Department’s EMS Academy and (4) be eligible for promotion to the class of Paramedic (Non-Safety). Graduation from the EMS Academy requires an acceptable level of competency in all academy subjects. Competency shall be demonstrated by passing all examinations, including evaluations of manipulative skills. After successfully completing the Fire Department’s EMS Academy and obtaining a valid license as an EMT-P with the State of California and a valid EMT-P accreditation with the County of San Diego EMS Office, Paramedic Recruits are sworn in and promoted to the position of Paramedic (Non- Safety), where they will serve a probationary period of twelve (12) months performing a variety of duties related to emergency medical services and ambulance transport, and must pass each phased evaluation of training. Paramedic Recruits who are not promoted to position of Paramedic (Non- Safety) at the end of the EMS Academy will be subject to termination. SUPERVISION RECEIVED Receives direct supervision from Training Officers and other sworn and/or civilian personnel assigned to support the EMS Academy. ESSENTIAL FUNCTIONS – Functions may include, but are not limited to, the following: Participate in classroom lectures; evaluations; team and individual manipulative drills; knowledge, skills, and ability testing; and problem solving exercises. Receive training in EMS activities such as: orientation in emergency medical service (EMS) delivery as a Chula Vista Fire Department employee; performance of and evaluated in all EMS skills within paramedic scope of practice. Learn the proper use and maintenance of all EMS related apparatus, equipment, tools, and facilities. 2023/09/07 CSC Agenda Page 7 of 11 CITY OF CHULA VISTA Fire Recruit Learn to operate radios, telephones, and other communications equipment in order to communicate medical information to base hospital medical personnel or other fire personnel. Attend classes in emergency medical procedures and related subjects. Learn the policies, procedures, rules, and regulations of the City of Chula Vista and Chula Vista Fire Department. Prepare and maintain a variety of records and reports such as controlled drug inventory, equipment and station logs, and EMS reports. Participate in physical fitness training program. Clean, service, inspect and test motor driven equipment including ambulances; operate ambulances; may participate in ride-alongs with ambulance transport personnel. Operate computer related equipment and software applications related to assignment. May support and assist other fire and medical personnel as directed on medical calls. Build and maintain positive, collaborative working relationships with co-workers, other City employees, personnel from a wide range of outside agencies, other colleagues in the field, and the public. Perform other duties related to this position. MINIMUM QUALIFICATIONS Knowledge of: Emergency medical basic and advanced life support principles and procedures. General principles and practices of emergency medical response. San Diego County Emergency Medical Services (EMS) regulations, protocols and procedures. Federal, State and local laws, regulations and standards related to firefighting and para- medicine. Maintenance and repair of vehicles, apparatus, equipment and fire hydrants. Local geographical response factors. Computer related equipment and software applications related to assignment. Ability to: Learn new skills and methods quickly and accurately. Perform physical duties associated with emergency medical services and ambulance transport. Perform competently under extreme pressure and in stressful situations. Make accurate observations and rapid judgments. Work in a variety of weather conditions (hot, cold, rain, wind, dust, etc.) and in extremely hazardous situations. Learn and follow City policies and procedures. Read and understand printed information during academy. Follow written and verbal orders from supervisors. Work with teams. Communicate clearly and concisely, both orally and in writing. Wear approved uniform. Establish and maintain effective working relationships with those contacted in the course of work. Work with various cultural and ethnic groups in a tactful and effective manner. 2023/09/07 CSC Agenda Page 9 of 11 CITY OF CHULA VISTA Paramedic Recruit (Non-Safety) Experience and Training Any combination of education and/or experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Training: Equivalent to completion of the twelfth grade. An Associate’s degree in Fire Science or Paramedicine is highly desirable. Special Requirements Must be at least 18 years of age at time of application. Must be currently enrolled in or a graduate of an accredited Paramedic Program with proof of attendance. Attendance verification can be provided by either (1) School Transcript or (2) a signed letter from a program instructor on school letterhead verifying current participation in the program. Proof must be submitted at time of application. License or Certificate Possession of a valid license as an EMT-P with the State of California is required within six months of employment and must be maintained as a condition of continued employment. Possession of a valid EMT-P accreditation with the County of San Diego EMS Office is required within six months of employment and must be maintained as a condition of continued employment. Valid California Class C Driver’s License at time of appointment. PHYSICAL DEMANDS Must be able to perform a wide range of physical duties to include reading and comprehending English, taking written and practical tests; constant upward and downward flexion of neck, side- to-side turning of neck; simple grasping and repetitive use of hands to hold radios, equipment and property; fine finger dexterity to manipulate apparatus controls, computer keyboard and writing utensils; lifting and carrying of objects weighing up to 10 lbs. Frequent walking, standing, sitting, kneeling, climbing, balancing and squatting; bending and twisting at the waist; pushing, pulling and reaching above and below shoulder level; power grasping; walking on uneven ground; driving; lifting and carrying of objects weighing up to 25 pounds from below waist to above shoulder level; lifting and carrying objects weighing up to 100 lbs. with or without assistance.
