REGULAR MEETING OF THE SUSTAINABILITY COMMISSION
Meeting Minutes
November 13, 2023, 5:00 p.m.

1. CALL TO ORDER
A regular meeting of the Sustainability Commission of the City of Chula Vista was
called to order at 5:10 p.m. in Conference Room B-111 located in City Hall,
Building C, 276 Fourth Avenue, Chula Vista California.
2. ROLL CALL
Secretary Rodriguez called the roll.
3. PUBLIC COMMENTS
Two public comments received by resident Scofield and Johnson.
4. PRESENTATIONS

4.1 BEAUTIFY CHULA VISTA 2023 EVENT
Senior Recycling Specialist Sanchez shared the results of the 20th Annual
Beautify Chula Vista event that took place on October 21. The event had
two staging areas, the Animal Care Facility managed by South Bay
Sustainable Communities and the other at Memorial Park. 4,240 pounds
of trash was collected by 289 volunteers. The presentation was concluded
with a video of the event and questions from the commission.

5.2 SELECTION OF -WILDLIFE ADVISORY GROUP (WAG) COMMISSION

representative to the Wildlife Advisory Group

5.3 JOINT WASTE TIRE ABATEMENT GRANT APPLICATION 2023 - 2024
Environmental Services Manager Medrano requested the commission
recommend approval by council for a resolution of a joint waste tire
abatement grant application. The joint grant is with the City of San Diego
for 2023 - 2024 period and if approved would be extended up to five

years. Medrano provided some background on tire disposal, how the issue
is being addressed and the local solution. He concluded the presentation
by sharing that the grant is to fund education, outreach and proper
disposal of tires.
One public comment was submitted by resident Johnson.

Motion to approve the submission of the joint waste tire abatement grant
application contingent on the review of the City Attorney's office.

OTHER BUSINESS
6. STAFF COMMENTS
Chief Sustainability Officer Gakunga shared that he participated in the Clean
Mobility Forum that was hosted in Los Angeles and that an additional half -a -
million dollars were awarded to the program.
Environmental Sustainability Manager Wisniewski provided information on the
upcoming Climate Action & A Movie event taking place at the Civic Center
Library on November 18. She also mentioned the partnership with San Diego
Green Building Council and the electric home cooktop program to get residents
interested in induction cooking. Wisniewski then spoke on an event to support
the building energy saving `ordinance that took place on October 25 at the Civic
Center Library. She concluded by briefly speaking on the memo that was shared
regarding recent activities of the Decarbonization Working Group.
Environmental Services Manager Medrano shared an update on City Council's
response and progress of the single -use plastic ban. He will be at Otay Ranch
High School tomorrow to speak with students and provide them an update on the
ban. Medrano shared that a mailer will be going out to residents in both English
and Spanish regarding food waste and gave mention to a new program for
gleaning services. A fix -it clinic event will take place on December 18 at Norman
Park Center. He concluded by giving an update on containers and signage.
7. CHAIR'S COMMENTS

Chair Korgan shared that during his participation in a Pacific Southwestern
Association of Realtors meeting he was asked if upon the sale or transaction of a
home if there's greater sophistication or improvement in something that will
increase energy efficiency or water usage efficiency, should that be then forced
in to the transaction? His response was no.
8. COMMISSIONERS' COMMENTS
Commissioner Salazar expressed her gratitude to Environmental Services
Manager Medrano for his visit to Otay Ranch High School. She then mentioned
she follows the Office of Sustainability on Facebook and loves the posts.
9. ADJOURNMENT
The meeting was adjourned at 6:12 p.m.
