The Council met in regular session in Council Chamber of the City Hall, on the above date, with Mayor Peters presiding. Meeting called to order at 7:00 p.m. Present: ~iayor Peters, Councilmen Scott, Lyons, Wentworth, Barnes. READING OF MINUTES: The minutes of the last regular meeting of Sept. 6th, and adjottrned regular meeting of Sept. lSth and 27, 1927, were read, and approved as read. COL~TRY CLUB VILLAS: Attorney C. C. Crouch, attorney for the improvement of this subdivision improvement, presented Resolution No. 204, which is a resolution changing the compensation of the engineer in charge of the work, and arahulling Resolution 198. It was offered by Cl. Lyons, ~nd it was read. Upon motion of Cl. Scott, seconded by Cl. Lyons, it was ap~ssed, adooted and approved, as read, by the following vote, to-wil: AYES: Cl. Scott, Lyons, ~entworth, Barnes, Peters. NOES: None. ABSEA~: None. A letter from Thorp & Jaques, attorneys for Chula Vista Land and improvement Co., was read, in which it is stated that the above mentioned company, will pay to the city, the stE of $3000.00 for its share of paving K Street from 3rd Avenue to §th Avenue, p~ovided that no assessment is made against the land owned by the land ~nd Improvement Company. Filed. In the question of the work now being tu~dertaken being abandoned, it was learned that in such an event, the city would be responsible for any expenses incurred up to the time of abandoning the work. ~. Claude Conklin, in charge of the propcsition, agreed to guarantee the engineer for his services, and the engineer would then give the city a wmiver for any services he may perform. Prices, in the form of letters and proposals, of various types of lighting stand- ards, were submitted, and ordered filed. Attorney Crouch then submitted Resolutions Nos. 20~. 206. 207 ~nd 208, which are resolutions accepting certain deeds and easments for public utilities, in this matter. The resolutions were accompanied by the deeds or easements, in each case, and were offered by Cl. Scott. After being read, they were passed,adopted and approved, as read, by the following vote- tO-wit: AYES: ~1. Lyons, Wentworth, Barnes, Peters, Scott. NOES: ~one. ABSENT: None. ~pectfication for Portland Cement were submitted for file. Plans ~nd specifications covering the entire work were then presented by Ruglneer Loebenatein and discussed in the various sections. The first objection was to the zones covering the sewer to laid in K Street, part of the land included in the zone not being accessible to the sewer. Also, some of the Councilmen were of the opinion that in the preliminary talk, it was ~greed that a sewer would be laid in K Street as an outlet to Country Club Villas, but the entire cost would be charged agains the subdivision proper. The present plans show that a charge will be made agains the property owners along K Street for sewer, te the depth of 660 feet. Ordered: That the engineer in charge of work, and the city engineer will rezone this section. It w~s agreed to change the plan to show Ys ms 8x6 instead of 8x4, ~s shown. Also, the grading on X Street to be 40 feet in width, instead of 30 feet as shown. In the matter of the pavement, whether cement or black asphaltic, will be used, resulted in a discussion, ~nd a ~$aa~ vote was taken to d~cide the .matter. Cl. Barnes moved that black asphaltic pavemsnt be used, instead of cement as called for in the specii'ications. He was seconded by Cl. Scott, and resulted in the following vote, to-wit: AYES: Cl. Barnes, Scott. NOES: Cl. Peters, Lyons, Wentworth. ABSEnt: None. Motion lost, ond cament pavement will be used.a It was also ordered that the sewer pipe to be used be vitrified instead of cement, as called for in the specifications, and that ys should be put in the lines at least every §0 feet. PERIODICAL ~qEPORTS: The monthly reports of the City Judge smd Fire Chief, for the month of September, were read; also, the quarterly report of the Chief of Police for the quarter ending Sept. 30, 1927, was read. All ordered received and filed. I~IGENT PERSONS~ CF3~RITY CASES: The city attorney haveing been, at the last meet- ing directed to take up the matter of a charade for ambulance service, transporting an indigent person to the isolation h~spital, with the County Health Officer, a letter from the said health officer was read to the council. City attorney was instructed to ascer- tain what provisions the county authorities have for placing contagious cases in the isoletlon hospital in San Diego, as the case in question is a county case. Meeting of October 4, 1927, Continued. PLAITING COI~ISSION: The clerk was instructed to order one copy of "The Cal- ifornia Planning Act of 1927" for use of the Planning ConEission.
