The council met pur·uant to ad~ou~ent, in the Council Chamber of the City
Hall, om the ·Boys date, with Hayer Feter· pre·lding. ~eeting called tO oilier at

~ SYST~! .~eer Inspector Wharton advised the council that there l· now
a ·l~n die. playe~ on the Tyce Land, adjoining the city's ·ewer treatment plant, forbid-
ding tree~pa·eing~ and · new way acceaet to the plant will have to be devised. Ina·-
much a~ the city ha~ · right of way to the plant through the Tracy Brick and Art Stone
Co's land, the city enginner was instructed to ··certain from the owner· thereof, if
there will be any objection to constructing · road over the said right of way.
OOU~Y CLUB ?L~LAS~ A petition, el~ne~ By ·bout 3500 feet of property owner·
oh E Street, between 3rd and 5th Avenues, asking that · ·ewer be laid on that ·freer,
was presented and read. ~l· work to be included in the work of improvement now under
progress.
The plane and specifications for the l~aprovement work were a~atn presented ~
the variou· conditions governing the matter were discus·ed. One lten in particular,
in connection with the payments to be made By the v·riou· zones, was explained By
Attorney Sanders to the effect that if any part of the land included in the project
failed to pay its ·sesame·ts, the other lend effected would not Be held responsible
for the payments of the other part that had failed to rake the payment·.
Another petition, signed by the owners of 3592 feet of frontage effected,
asked that the paving on E Street, Between 3rd and Sth Avenues, Be of asphaltic concrete,
inaten~ of cement, was presented and read. This question ~a· ali·cue·ed ·t length,
and Cl. Scott moved that thc pavement to be la~d on E ~treet, between Srd and 5th
Avenues, be of a·phaltic concrete, cometructed with · 3-inch base a,~ 2-1ncc we·r-
ing surface, the specifications to be the ··me au· thc paveeae~t laid in thi· city
in 1922. The motion was seoonde~ By Cl. Barnes, and carried By the following vote,
to-wit~ AI~S~ Cl. SCott, Barnes, Peters. NOES: Cl. Wentworth. AB.~ENT~ ~1. Lyons.
The motion, ·lac, carried the provision that the action taken at the meet~ of
October 4, 1927, authorizing the uae of cement for thi· payee·eat, be a-~ulled.
V~&TING FIFTH AYENU~ Cl. Scott offerre~ Resolution No. 209. which is · rea-
olution vacating a portion of 5th Avenue. It was read, and wa· passed, adopted and
approved, as r~ad, by the following vote, to-~It, AI~5~ Cl. Berne·, Peters, Scott,
~entworth. NOES~ None.

CITY DU~P~ The city attorney reported no progress in connection with this city
purchasing a parcel of land fx~m the San Diego Chamber of 0ommeree, for · city d~ping
gro~. He was instructed to continue the proceedings, ·n~ obtain the land at ae
early date as;possible.
INDI~T ~CE~ ~e city attorney reported that he had ascertained that the
County Supervi·ors pa~to the city of San Diego, the ·u~ of $10,000 for use of the
city's isolation hospital, for pattent· throughout the county. The city attorney and
he,th officer to meet Friday afternoon a,~ go further into the matter of · ease now
before the oonnoil.
