The Board met pursuant to adjournment, in the Council Chamber of
the City Hall, on the above date, with Mayor ~eters presiding. Meeting
called to order at V:~0 p.m. Present: Mayor Peters, Cl. Scott, Lyons,
Barnes. Cl. Hawkins absent at opening of meeting, but appeared later.
COUETRY CLUB VILLAS: Acquisition and Improvement District No. l:
2his being the time set for hearing protests, and the clerk having an-
nounced that no protests had been received by him, either written or
oral, Cl. Scott offered Resolution No. £16, which is a resolution find-
ing that no protests have been received, and other matters pertin~nt.
It was read, and upon motion by Cl. Lyons, seconded by Cl. Scott, it was
passed, adopted and approved, as read, by the following vote, ts-wit:
AYES: Cl. Lyons, Barnes, Peters, Scott. NOES: None. ABSENT: Cl. Haw-
kins.
C~ Scott then offered Resolution Ho. £1V, which is a resolution
ordering the work, ordering the clerk to invite bids, etc. It was read,
and upon motion by Cl. Lyons, seconded by Cl. Hawkins, it was passed,
adopted and approved, as read, by the following vote, to-wit: AYES:
Cl. Dyons, Hawkins, Barnes, Peters, Scott. NOES: None. ABSENT: None.
At this point, Mayor Peters called upon Attorney Charles C. Crouch,
attorney for this project, for the waivers promised from the attorneys
and engineers, relieving the city from any cost in case the work should
not be carried through to completion. Attorney crouch filed a waiver
from the attorneys, at that time, and promised to have one filed with
the clerk, from the engineer within the next two days.
SUBDIVISIOE, IL~ERIAL BEACH PARE, UNIT No. £: Engineer John F.
Covert presented a map of this subdivision, and asked the approval of
this Board, as it is to be located within three miles of this city. The
Plan~ing Commission hav~ng approved of the project, it was approved by
this Board, and the officers required to sign same, were authorized and
directed to so sign as representing the city, upon motion by Cl. Barnes,
seconded by Cl. Scott, which ~arried unanimously.
DRAINAGE, FLOOD CONTROL: In the matter of preventing flooding the
land of F. W. Stafford, on 1st Avenue, between I and J Streets, the city
engineer reported that he finds that the street is low at the point in
question, and recommends that the floow water should go west through the
middle of the block, as the best solution; or that a dike, or fill be
made along J Street, between 1st and End Avenues, raising the gutter
to capacity sufficient to carry the water, which it was decided to do.
SIDEWALES, No. 3, FLOWER STREET: In connection with ordering side-
walks and curbs on ~lower Street, between National and 1st Avenue, consid-
ered last ~ meeting, Cl. Lyons offered Resolution No. 218, which is
a resolution to the effect that this work will be ordered, but giving
property owners 60 days in which to have the work performed by private
contract. The resolution was read, and was passed, adopted and approved,
as read, by the following vote, to-wit: AYES: Cl. Scott, Lyons, Hawkins,
Barnes, Peters. NOES: None. ABSENT: None.
0RDINZECE Ho. 174: Upon motion by Cl. Lyons, seconded by Cl. Scott,
which carried, Ordinance Ho. 174 was placed on its second and final reed-
ing. It was read, and was passed, adopted and approved, as read, by the
following vote, to-wit: AYES: Cl. Hawkins, Barnes, Peters, Scott, Lyons.
NOES: None. ABSEnt: None. This is an ordinance providing for a permit
before clearing ground by burning off grass, weeds, etc.
0RDIEA!~CE Ho. 175: Upon motion by Cl. Scott, seconded by Cl.
Lyons, which carried, 0rdiance No. 175 was placed on its first reading.
~his is an ordinance changing the rates of sewer permit fees.
0RDIEAECE No. 176: Upon motion by Cl. Barnes, seconded by Cl.
Lyons, which carried, Ordinance No. 1~6 was placed on its f~rst reading.
This an ordinance making ~ational Avenue a boulevard throughout its en-
tire length within the city limits.
Meeting of l~ovember 8, 1927, continued.
b~BDIVISIOE:
The city engineer submitted a tentative drawing of a subdivision
of the Poggi Land, in the northeastern part of the city, for a prelim-
inary approval of this board. The Planning Commission having approved
the plat, this board approved it in its present form, with some exsep-
tions, viz: One of the streets to be 40 feet between curbs, and 4th
Avenue, where it abuts this subdivision, to be 80 feet in width.
PLAEEING COLELI~IOE MIRUTES: Minutes of meetings of the Planning
Commission held October l?th and November ?, 19£?, were presented and
read. Action was taken as follows:
November ?th: All recommendations contained therein approved,
with the exception of the budg$t laid out by the Commission. This budget
for 19Z8, contains an item of $$89Z.51 for expenditures of Planning
Commission and ~S05S.E5 for Parks and Bmulevards. This latter item
is to be used exclusively for improvement of the new athletic park,
after deducting therefrom the amount borrowed from the General ~und
to purchase the park, amounting to ~112~.£0. This leaves available
for the park improvement the sum of ~19~0.05, instead of $~055.E5 as
above stated.
October 1V. 19£?: In the matter of widening Third Avenue, this
Board took no action, it being the sense of the Board that it had ex-
hausted its efforts to have this street widened when sidewalks were
laid some two or three years ago, without effect. That if this street
is widened, any expense attached thereto will have to be met by the
property owners.
In grading and filling parkway on n Street, between 5th and 6th
Avenue, this Board is of the opinion that this work should be done at
the expense of the property owners.
