JANUARY 3, 1928.
The Council met in regular session, in the Council Chamber of the City Hall,
on the above date, with ~yor Peters presiding. Meeting called to or,er at Y:00 p.m.
Present: Mayor Peters, Councilmen Scott, Lyons, Hawkins, Barnes.
READING OF MINUTES: The minutes of the last regular meeting of Dec. 5, 1927,
were read, and approved as read.
PRINTING: As heretofore advertised, this being the time for opening bids for
printing for this calendar year, the following bids were opened and declared as fol-
lows:
The Denrich Press submitted the lo, est bid for printing 1000 Warrants and Demands,
a~d.~1300 Tax Statements, vis: $19.?§ for the former and $2§.2§ for the latter, and the
award was made to this f~rm for these items.
The Chula Vista Star submitted the lo, est bid for the following Items: 2000
Letterheads, at $12.50 per 10005 1000 Recorder's Complaints, at $20.00S 1000 Recorder's
Warrants, at $20.00, and the award was made to the Star for these items.
The only bid received for publishing legal notices was submitted by the Chula Vista
Star, and was as follows: For publishing Delinquent ~ List, ~5¢ per parcels all
other legal notices, to be in 8-point type, set solid, 90 cents per column inch for
the first insertion; 72 cents for each subsequent insertion. The award for this work
was awarded to the Ohula Vista Star.
Ail the foregoing awards were made upon motion by Cl. Lyons, seconded by Cl. Haw-
kins, which carried n~-nimously.
VACATING PART OF FIFTH AVENUE: In the matter of vacating part of 5th Avenue,
and making a new street through Rceebank Addition, Mr. Ike Baruch appeared before the
Council and stated that he is willing to deed a part of his lot 61, for the new street
provided all the land abutting on his Lot 61, lying in that part of D Street, that will
be vacated, will become a part of the said Lot 61. This proposition was agreed to by
the Council.
PERIODICAL REPORTS: The monthly report of the City Judge and Firs Chief, for
the month Of December, 1927, were submitted, and were ordered received and filed.
PROTEST AGAINST V/~,n CLEANING: A letter from ~-s. Amy M. ?,heeler, protesting
against a charge for weed cleaning, on the property owned by Ephrium Wells, which
said charge was placed on the tax roll for 1927. Ers. Uheeler complains that she had
received no notice of such weed cleaning, and asks that she be reimbursed for the
the amount charged. After being informed that the department in charge of weed cleaning
had no means of ~mowing that the property was owned by Nfs. Wheeler, she h~ting not so
informed the tax assessor, and no notice could have been m~lled to her, the Council
decided that inasmuch as the blame for 5~rs. Wheeler not having received a notice
rested with herself, and not with any department of the city, the request for re-
imbursement was denied wut~n ~he advice of the city attorney. Such denial was upon
motion by Cl. Scott~, seconded by Cl. Barnes, which carried unanimously.
GARBAGE COT.T,~.CTION: A letter from the local Chamber of 0orm~erce, was read,
in which the matter of establishing a compulsory method of disposing of garbage
throughout the city. Decided that the city is not large enough, at this time, for
much action.
ST!L~I~ LIGHTN A petition, signed by property owners along 4th Avenue,
was read, in which said property owners ask for the installation of an additional
street light at Davidson am 4th Ave. Held over until another meeting, until
the street committee can investigate and report.
POLICE DEPARTI~T: A letter was presented, writtenby W. G. Wilson, 0armel,
California, commending Traffic Officer Patterson for gentlemanly conduct in arresting
said Wilson, for a ~otor Vehicle Law violation. Ordered referred to the Police De-
partment, thanking Officer Patterson.
BOARDS APPOINTED: Mayor Peters nominated the following to constitute the
Plumber's E~emining Board for the current calendar year: Councilman Lyons, ~essrs.
W. E. Hayes, R.J.Wharton, ~ark T. Skinner, and Dr. F. E..~shoraft. The nomination
was confirmed upon motion by Cl. Barnes, seconded by Cl. Scott, which carried.
· ~ne Mayor nominated Cl. J.R. Scott, Messera A. ~.. Proctor and H.L.Jones, to cOn-
stitute the Electricians' E~emining Board. Nominations confirmed upon motion by Cl.
Barnes, seconded by Cl. Hawkins, which carried.

STRE~ SIGNS: The city clerk was instructed to obtain prices on having the
street sighns no~ at E and National and J and National, c)m~ged to read: "0hula Vista
City Hall one mile," upon motion by 01. Scott, seconded by Cl. Hawkins which carried.
ORDINANCE No. 177: Upon motion by Cl. Lyons, seconded by Cl. Barnes, which
carriel, Ordi~a~ce No. 177 was placed on its second and final reading. It was read,
and upon motion by Cl. Barnes, seconded by Cl, Lyons, it was passed, adopted and
approved as read, by the following vote, to-wit: AYES: Cl. Barnes, Peters, Scott,
Lyons, Hawkins. NOES: None. ABSENT: None.
PLANNIG C0~TSSION: The terms of office of the present Pl-~ing Commission,
having eXpired, the MayOr nominated the following to constitute the now Commission,
;~d_er the provisions of Ord. NO. 177:
Dr. W. S. McCausland, for a term of two years.
A member to be proposed by the Planaing 0ommission, for a term of three years.
W. N, Drew, for a term of four years.
Edgar D. Boal, for a term of five years.

8UBD~VISION: Mr. Tom Allen, Engineer, presented a map of a subdivision to
be ]~own as Helen C. Pla~thabers Subdivision, lying within three miles of the city
limits, and asked for the approval of this Co~mcil. No action taken, until the
approval Of the Pl~u~ing Commission is obtained.
EXT~S~0N OF G STREET: In the matter of extending G Street to the Bay, the
city attorney reported that Mr. Crouse, ~w~er of part of the land required to extend
this street, will deed twenty feet along his fron~ago, provided the $ity will give
to him an equal amount of land lying along the west border of his land. City attorney
instructed to inquire of ~, Crouse if he will sell the city the required twenty feet,
and the cost therefor.
VACATIONS: This Council instructed the city clerk to write the heads of
all departments of the city, that an~ time off by aH employee during any year,
whether or not such time is tarn off for sickness, will count as time authorized
for vacations. In other words, if an employee is entitled to two weeks vacation,
with pay, a~d his is off duty, during the year. from aH cause, for a period of
two weeks, no vacation will be granted.
INDIGEET SIOE: It appearing that the city is indebted to some Ambulance
Company in Sma Diego, for transporting an indigent sick child to the isolation hos-
pibal, it was decided that such bill will be paid, upon presentation, upon motion
Cl. Scott, seconded by 01. Lyons, which carried.
