Pursuant to call of the ~r~ .the City Co-~_il met ~n special session,
in the Conrail1 Chamber of the City Hall, on tho above date, with Ma~or Peters
presiding. Meeting called to e~-clsr at 8530 a.m. Presents M~or Peters, Council-
men Scott, Lyons, Barnes. C1. Hawkins absent.
PAV~T ON THRID AV~
After the assembly of the Council, together with Mr, Rice, MassEur of the
Sweetwater Water Corporation, they all proceeded to south Zrd Avenue, A~ inspeote~
the pavement thereon. This p~nt was found to be badly broken, in various
places, p~tioularly between J ~,~ K Streets. The street Sul~erintendent asserted
that these failures are due to seeping water main~ along the east side of the
pave,~ut. Mr. Rice did not agree with this assertion. He lx-esanted a letter
f~a Eagineer rrolaad, of National City, in which the statement ia made that the
pavenent is broken in the canter, along the railroad tra~k~, a~ well as along the
east edge, where the water mains lie. Aloe, Mr. Ireland was of the opinion that
the hight ~irt a~aoulders along the edge of the p~ement is responsible for break-
age because these ehouldero thro~ the water -~er the pae_~,~_nt instead of draining
it ~ay rrm the parement.
It was agreed that the water corporation would furnish the labor and dig
ent variou~ plscas, where instrusted by the etroet superintendent, and the council
will meet informally with Mr. Rice at ~00 p.m., todd, to i~spect as to wheter
