HELD MAY 22, 1928.
The Council met pursuant to adjournment, in the Oo~ncil Chamber of the City Hall,
on the above date, with Ms, or Peters presiding. Present: Mayor Peters, Councilmen Scott,
Lyons, H~kins, Barnes. Meeting called to order at 7:30 p.m.
CITY DUMP GROUND: The city attorney reported that he had not, as yet been able to
complete the purchase of the dump ground, heretofore brought up, but that he hoped to
get the proper officials of the Chamber of Commerce of San Diego to conclude the
arrangement soon.
SUBDIVISION: Smailes Park: The official map of Smailes Park was presented for
approval of the Council, but as the streets therein are not completed, a bond for
$2000.00, with Joseph G. Smailes, as principal, and H. E. Munson and E. Melville, as
sureties, guaranteeing the completion of the streets mentioned, within 90 days, was
presented. The city attorney pronounced the bond in proper legal form, and upon motion
by Cl. Scott, seconded by Cl. Lyons, the bond was accepted, and the map of the subdiv-
ison approved, with directions for the proper officials required to sign the map, to
so sign it for and on behalf of the city. Motion carried by the following vote, to-
wit: AYES: Cl. Scott, Lyons, Barnes, Peters. NOES: None. ABSEnt: Ha~kins, temproarily.
FIRE AND STREET SPRINELING HYDRANTS: A letter from the msmager of the SWeetwater
Water Company, was read, in which the result of a conference between the fire chief, the
city clerk, and the manager of the Vfater Company, is set forth, as follows:
"Any and all clatma for accrued hydrant rentals on the part of the Sweetwater Vfater
Corporation and against the City of Chula are cancelled, as are a~f and all claims on the
part of the City of Chula Vista against the Sweetwater Water 0orporation for advances in
aid of constructions that from and after June 1, 1928, the City of Chula Vista will be
billed for 42 fire hydrants and 22 sprinkling hydrants, at the rate of $2.00 per month
each, as fixed by the Railroad Commission, subject, however, to any modiftcs~ ion of such
rate as ma~ hereafter be made by the Commission; that as an offset against the charge
for sprinkling hydrants will be allowed sums paid by the Ci~ of Chula Vista, for water
used for street or road sprinkling, during eh month Lmmediately preceding."
Confirmation of the above was asked by the V/stet Corporation, and the clerk was
instructed to make such confirmation, in writing, upon motion by Cl. Scott, seconded by
C. Lyons, which carried.
COMPENSATION INS-~RANCE: The clerk info~med the Council that he haS t~ken up
thc matter of the rate charged for compensation insurance for sewer employes, and that
he had been informed by the representative of the Compensation Insurance Fund, that
a rate of about $2.00 on each $100, will hereafter be allowed for sewer employes, in-
stead of the former rate charged, $7.19. A cheek for reimbursement for amount already
paid under the latter mentioned rate, wLll be forthcoming.
PAVING THIRD Av~IUE: Cl. Barnes moved, seconded by Cl. Scott, as follows: That
the plans and specifications approved by the City Council of the City of Chula Vista,
California, on file in the office of the City Clerk, of said City, for pa~ing in said
City of ~hula Vista, of Third Avers, commencing ten feet s~uth of the center line of E
street, in said City of Chula Vista, and extending southerly to the south line cf ~.
street , in said city of Chula Vista, said proving to be approximately laS0 feet in
length, with a five inch V~arrenite Bitulithic p~emant, ~0 feet in width, are approved,
amd the Cit~ Clerk of said City, is hereby ~thorized and directed to cause to be published
a notice inviting sealed bids for the paving of said portion of Third Avanue, in accord-
anco with said plans and specification on file in the off,ce of the City Clerk of maid
City, said bids to be received at the office of said City Clerk, in the City Hall, in
the City of Chula Vista, County of San Diego, State of California, up to 11:00 o'clock A.
M., on Mond~, June 11, 1928. The sumeecsful bidder will be required to furnish good and
sufficient labor, material ~ad completion bonds as required by lmm. A charge will be
made for each set of plans taken out of the office, sufficient in amount to cover the a
actual cost of s~me. The motion carried by the following vote, to-wit: AYES: CloBarnes,
Peters, Scott, Lyons, N~vkins. NOES: None. ABSENT: None.
SIDEWA?,~B ON F~0WER STREET: The city emgineer was authorized to e~ploy assistance
in making the assessment, bonds ~nd l~nd records, covering the completion of this project,
upon motion by Cl. Lyons, seconded by Cl. Scott, which carried.
At this point the City Planning Commission, with a full membership, Joined the
City Council in a Joint meeting.

VACATING AN ~T~,'Ii~: A petttion, sig~edby all property owners effected, with the
exception of one, was presented, in which it was requested that the alley running north-
erly md southerly through Block 1, Brightwood, be vacated. Referred t o Cit~ Attorney
to start legal proceedings for the vacation of the alley requested.
PAVING PROG1L~M: Mr. Drew, of the Planning 0ommiasion, presented a map of pro-
posed paving throughout the city. The map provides for ~ paved streets, that will plane
every building in the city within one-quarter of a mile of a pavem~t. The matter was
discussed at length, but no final agreement was reached, ~d it was arranged that an-
other Joint meeting will be held June 7, 1928, at 7:30 p.m.
