HomeMy WebLinkAboutcc min 1928/06/05MINU~ES OF A REGULAR MEETING OF TP~E CI~f COUNCIL, CHULA VISTA, CALIFOI~IA, HELD JUNE 5, 1928 The Oo~ncil met in regular session, in the Council Chsmber of the City Nail, on the above date, with ]~or Peters in t~e chair. Meeting called to order at ~:00 p.m. Present: Mayor Peters, Councilmen, Scott, Barnes, Lyons, ~kins. BEADING OF MINUTES: The minutes of the last regular meetings of May 1, 1928, and adjourned meetings of May 2, 22 and 29, 1928, were read, and approved as read. REZONING ALONG NATIONAL AVE~1JE: Cl. Hawkins brought up the subject of rezoning the territory lying along National Avenue, and stated that the Planning 0ommission is in favor of such rezoning, but had proposed that the fire restrictions be removed, with the proviso that no board and batten buildings be permitted for business pur- poses. After discuSsion the matter was referred to the City Attorney to look into the law as to whether or not such a procedure would be legal. TIDE LANDS: Mr. Funk, of the Pacific Marine Chemical Company, asked the Council for a lease on three hundred feet of tide lands, fronting their property lying on the bay, Just south of F Street. No action taken, and Mr. ~,~ advised to submit an ap- plication for the lease, on a form to be supplied by the city attorney. VACATIONS: Police Officer M. E. Kelly, and Fire Chief Smith asked for an ab- sence from duty for their annual vacations, ss fellows: Kelly from June 9th to 23, 1928, inclusive, and Smith from June 17 to 30, 1928, inclusive. The applications were granted, with permission for Smith to procure a relief man during his absence, at the expense of the city, upon motion by Cl. Scott, seconded by Cl. Barnes, which carried unanimously. PAVING THIRD AVn~uE: The clerk presented an agreement by the Warranite Brothers Company, covering the mixture of the asphaltic pavement to be used in this work, showing a charge of $9.80 per ton, fOr top or wearing surface. Filed with no action. ~AILES PARK SUBDIVISION: A letter and s~etoh, submitted by Joseph Smailes, asked that an independent grade for sidewalk be permitted, along the east side of First Avenue f~o~,~E22o~Davidson Streets. Request granted, in order to preserwe the trees now growing along First Avenue, upon motion by Cl. Hawkins, seconded by Cl. Scott, which carried unanimously. PLUMBER'S BOND: Upon recommendation by the city attorney, the Council approved and accepted the bond of Daniel A. Deacon, as a master plumber, in this city, upon motion by Cl. Barnes, seconde~ by Cl. Lyons, which carried. PERIODICAL REPORTS: The monthly reports of the city Judge and fire chief, for the month of May, 1928, were presented, read, ~r~ ordered received and filed. AUDITING RECORDS: The report of ~. S. E~erts Company, Certified Public Account- ants, on the audit of the records of the city Judge, treasurer and clerk, wac read, showing the accounts correct, except that the clerk, in the tsx roll was 79 cents short, but that he had taken up as surplus, $87.95, which more than balanced the account. The report was accepted and ordered filed, upon motion by Cl. Scott, sec- onded by Cl. Lyons, which carried. The motion carried a request that the Judge com- ply with the recon~endations of the auAi~or. VACATING AN ALLEY: In the matter of vacating the alley running northerly and southerly through Block 1, of Brightwood Addition, as petitioned for at the last meeting, Cl. H~wkins offered Resolution No. 24§, which is a resolution ~f intention to close and vacate said alley. It was read, and was passed, adopted and approved as read, tly the following vote, to-wit: AYES: Cl. Scott, Lyons, Hawkins, Earnes, Peters. NOES: None. ABSENT: None. CITY DUMP GRODU~D: The city attorney presented a deed for 4.73 acres of land, to be used as a city dumping ground, described as-follows: Norhterly 330 ft of ~x~-Sec. 161, laying between the Westerly llne of Bey Boulevard and the Coronado Branch of the S. D. & A. Railroad. Cl. Scott offered Resolution No. 246, which is a resolution accepting said land, and after reading, it wss passed, adopted and approved, as read, by the following vote, to-wit: AYES: Cl. Lyons, Ha~kins, Barnes, Peters, Scott. NOES: None. ABSE~: None. MEETING OF JIE~E B, 1928, Continued. ATHLETIC PARK: In the matter of advertising on fences, or other means, or ~he con- ducting of stauds for the sale of various articles, was referred to the Planning Com- mission, with the desire of the Council that no such advertising, or vending starzls ~ permitted, or authorized. Bills for the develo~0ment of this park, vis: Skinner Co., $17.80; Hers~m I~mber Col, $13.§8; C. V. L~mber Co., $16.40, were referred to the clerk to have voucered and ready for payment at the next meeting. ~£ING WITH PLANNING C0~$~ISSION: Clerk instructed to notify all members of the Planning Co~mission, that the Joint meeting scheduled for the evening of June 7, 1928, has been indtfinitely postponed, or until such time as a call will be issued STREET LIGHTS: Clerk instructed to arrange with the Electric Light Coml~ny to move the street light at the intersection of 4th Ave., and F Street, to the center of 4th Ave., to clear the trees at that point. BILLS PAID: The following bills, after examination by the finance committee, were ordered paid, upon motion by Cl. Scott, seconded by 01.
