REGULAR MEETING OF THE CITY C~UNOIL OF GHULA VISTA, OALIFOBNIA, HELD OCTOBER 2, 1928.
The Council met in regular session in the Council Ch~maer of ~he City Hall, on
the above date, with M~yor Peters presiding. ~eeting called to order at 7:00 p.m.
Present: Mayor Peters, Cl. Barnes, Hawkins, Lyons, Scott.
MINglES: The mAnutss of the last regul-~ meeting of Septer~er 4, 192~, a~d an
adjourned regular meeting of September 1S, 19S8, were read, and approved, as read.
STREET LIGHTS: Petition for street lights, at 5th Avenue -~ I Street, and
Avenue and I Street, s~gned by the property owners in that locality, was read, and it
was decided, upon motion by Cl. Lyons, seconded by 01. Barnes, which carried, to
refer the matter to the Street Committee, with paower to act, to install one light
each, at 5th Avenue and I; 6th Avenue and I; 6th Avenue and H.
A petition, signed by the property owners in that locality, asking for a
street light at the intersection of Chula Vista Street and Madison Avenue, Was read.
upon motion by Cl. Lyons, seconded by Gl. Barnes, which carried, the matter was
ferrari to the Street Cc~mittee, with power to act.
GASOLINE TANK AND PUMP IN STREET: Mr. H. A. Sprague, by letter, asked for
permission to change a gasoline pump and tank from its present location in the street,
to another location, at the curb, at ~8 National Avenue, and for permission to install
two additional tanks -~ p~nps, at that address, at the curb. COUnCilman Scott moved
that no gasoline t,nke and pumps be permitted in the street, on National Avenue, or
Third Avenue, or any street carrying through traffic. This was seconded by Cl. Barnes,
and carried unanimously.
~u~0VE TRE~ FROM STREET: Permission was granted to F. V. Parker to remove an
eucalyptus trees free the street, in f~nt of hie property, at 588 D Street, Mr. Par-
ker having deposited the usual deposit require~, upon motion by Cl. Hawkins, seconded
by Cl. Lyons, which carried.
VECATION: Chas. Brasses, having been employed continuously by the city for a
perido of over one year, asked fo~ one week~ vacation, commencing about October 15,
19~8. Granted upon motion by Cl. Scott, seconded By Cl. Barnes, which carried.
TAXES, 1~-?: The clerk read a written protest from Mr. Frank Lynch, in which
Mr. Lynch protests against paying an amount of $9~.~5 for weed cleaning, in
on the N~m of Lots ~ and 4, ~-Seetion 1~. Ordered filed, with no action.
PERIODICAL REPORTS: The monthly reports of the Fire Chief and City Sndge, for
the month of September, and the quarterly reports of Chief of Police and City Treas-
urer, for quarter ending Sept. ~0, 19~, were read and ordered received and filed.
WAT~ P~E INC~.~E: Mr. Y. H. McOulloeh and the City Attorney, repc~ted on
a conference they had had with representatives of the Sweetwatar Corporation, in con-
nection with a hearing to be he~ld by the State R. R. Commission, Oct. 4, 19~-8, on
an application for an increase c~ water rates. They proposed to file an answer to
the application for an insrease in rates to the effect that this city is willing to
aenept a straight increase of S0~ over the present rates. This arrangement is aouept-
able to the Water Corporation, which was represented by Mr. P. D. Rice. Thereupon Cl.
Scott offered the following motion: That the Mayor and City Clerk are hereby auth-
orized and instructed to execute e~y Beso~utio, paper, or pleading on behalf of the
City of Chula Vista, drawn by the City Attorney, in the matter of the application of
the Sweetwatar Water Corporation, for a raise of water rates before the Railroad Com-
m~asion of the State of 0alifornia. The motion was seconded by Cl. Hawkins, and car-
ried by the following vote, to-wit: AYES: Cl. Scott, Lyons, Hawkins, Barnes, Peters.
NOES: None. ABSENT: None.
SUBDIVISION: Mr. Yohn Covert, presented a map of a subdivision, ~-med Bonita
Hills, which lies within three miles free the city limits of this aity, for approval.
The map having been approved by the Pl--ntng Com~iesion, upon motion by Cl. Lyons,
seconded by Cl. Barnes, which carried, the plat was approved, and the Mayc~ and City
Clerk wre authorized and instructed to sign the plat for and on behalf of the city.
PAVING TH]RD AVENUE: The Grl~fith Cc~y, contractor for paving Th[rd Avenue,
from K to L Streets, in a letter, asked for an extension of the time l~m~t on the
contract for a perind of 50 days fr~m October 1, 19~. ~teusion granted, with the
provis~ that all terms and conditions of ~he contract shall re~ain in full force and
effect during the time it is extended, upon motion by Cl. Scott, seconded by
Barnes, which carried.

ORDINANCE No. 190: Upon motion by Cl. Barnes, seconded by Cl. Lyons,/0~dlnanoe
No. 190 was placed on its second reading, It was read, and was passed, adopted
apl~oved, as read, by the following vote, to-wit: AYES: Cl. Hawkins, B~wwee, Peters
Scott, Lyons, NOES: None. ABSENT: None.
0RDINANOE No. 191: Upon motion by Cl. Scott, seconded by Cl. Lyons, which
carried, Ordinance No. 191 was placed on its first reading. This an ardinance to
be known as the Plaster ordinance.
TAX REFUND: Upon advice of th~ City Attorney, the clerk was instructed to re-
fund to the Bank of Italy, the amount retired fr~n that concern for $800.00 value
of personal property assessed to the Bank. The law provides that banks pay state
taxes on all their holdings, except real estate. This action ~ovared by motion by
Cl. Scott, seconded by Cl. Lyons, which carried.
EXTENDING 0Eh'I'~H STREET: The city attorney reported a conference he had had
with the officials of the S. D. & A. R. R. O~npany, relative to moving its tracks
in the proposed extension of Center Street. He stated that he had arranged for
another conference which, he hoped, would result in some action.
ORDINANCE No. 192-' Upon motion by Cl. Hawkins, seconded by Cl. Scott, which
carried, Ordinance Mo. 192 was;placed on its first reading. This an ordinance re-
lating to bill board advertising.
O0~INITY CHRISTMAM TREE: It was decided that the city will pay for a Christ-
mas tree, to be erected by the core,unity, at the proper time.
