The council met, pursuant to adjournment, in the Council Ch~nber of the City Hall, on the above date, with ~ayor Peters presiding. Meeting called to order at 7:30 p.m. Present: Mayor Peters, Councilmen Barnes, Lyons, Scott. Gl. Hawkins, absent. ARMY A~IR DEPOT: i~r. T. 0. Macaulay presented a telegram from Congressman Phil D. Swing, asking that the Coronado Belt ~ine railroad be moved to the East side of the land now proposed for this project, from its present location on the West side, aud asking if the city would be willing to deed additional water front land to the Government, if the project is carried t~ough. DB. Macaulay stated that the S.D. & A. Ry. Company is will- ing to make the change in the railroad, and Cl. Scott offered Resolution No. 273,which is a resolution stating that the city will use its authority to make a grant of additional water front land. It was read, and was passed, adopted and approved, as read, by the fol- lowing vote, to-wit: AYES: Cl. Barnes, Peters, Scott, Lyons. NOES: None. A~BSENT: Cl. Hawkins. ~ Cl. Scott then offered Resolution No. 274, which is a resolution directing the City Engineer to prepare plans and specifications for dredging and filling in certain tide lands, mentioned in the resolution. It was read, e~d was passed, adopted and ap- proved, as read, by the following vote, to-wit: AYES: Cl. Barnes, Peters, Scott, Lyohs. 'NOES: None. ABSENT: Cl. Hawkins. LOADING ZONE: L. E. Watson, of the Watson Cleaners, by letter, asked that a Load- ing Zone be established in front of his place of business on Center Street, with permis- sion to park his own car in said zone at all times. Ordered filed. ~J-XATION: The city clerk was authorized to purchase from the Tax Factors, Inc., a complete set of block sheets, with a binder, showing the values of all real estate and improvements thereon, as established as a value by the Tax Factors, at a cost of not to Exceed $200.00, upon motion by Cl. Barnes, seconded~by Cl. Lyons, which carried. A~P~PLANE ~&~PS FOR CITY PLANNING C0~ISSION: The city clark was authorized to purchase from the Tax Factors, Inc., a set of Mosiac maps, scale 1000 feet to the inch, showing all the territory within the city limits of Ohula Vista, and that territory within three miles east and south of the city, and that territory lying between the city and National City, at a cost of not to exceed $2§0.00, upon motion by Cl. Scott, sec- ondedby Cl. Barnes, which carried. INDUSTRIAL PLANT: ~r. Bomb, of the S. D. Chmnber of Commerce, asked if the city would have any objection to the establishment of a rendering plant, to be located Just north of the 0ottonseed Plant, said plant grinds up meat scraps and bones, into a fer- tilizer. He stated that the plant would have hardly any odor, and that the prospective owners of the plant owns one in Los Angeles. No action taken, but with the statement that someone representing the city would visit the Los Angeles plant and ascertain the conditions of such an institution. CHANGE OF GRADE: Cl. Barnes offered Resolution No. 276, which is a resolution changing the grade of 4th Avenue between I and Y. Streets. It was read, and was passed, adopted and approved, as read, by the following vote, to-wit: AMEs: Cl. Scott, Lyons, Barnes, Peters. NOES: None. ABSENT: Nem~.~(~' . ~NAMENTALSTREET LIGHTS ON F STREET: M~. Wm. Nasters appeare~ before the Council and reported progress on the petition he is circulating for ornamental street lights on F. Street, between Landis and Del ~ar. He had not obtained sufficient signatures to the petition, but it was agreed to delay the matter until the next meeting of this body. CONTRACTOR'S BONDS: The folltwing contractor's Bonds, upon the recc~nendation of the city attorney, were approved, ~ upon motion by Cl. Lyons, seconded by Cl. Barnes, which carried: Plastering, W. D. and N. J. Evans; Roofing: National Roofing Company, Walker Roofing Company; Cement Contractors: Whittingham and FloyA. The bond of E. J. ~Dalley, Roofing Contractor, was not approved, because it was not signed by Mr. Dailey. CEMENT CONTRACTOR: The a~plication of Whittinghnmand Floyd, cement contractors, ~or a license as such, was granted, upon motion by Cl. Scott, seconded by Cl. Barnes, which carried. ORDINANCE No. 197: Upon motion by Cl. Lyons, seconded by 01. Scott, which car- ried, Ordinance No. 197 was placed on its first reading. This is an ordinance governing the storage of volatile and inflamable liquids within the city. Meeting of ~zrch 19, 1929, Continued. LIBRARY ADDITION: Gl. Lyons, offered Resolution No. 275, which is a resolu- tion directing the city engineer to prepare plane and specification for an addition to the present library building. It was read, and was passed, adopted and approved, as read, by the following vote, to-wit: AYES: Cl. Scott, Lyons, Barnes, Peters. NOES: None. ABSENT: Cl. Hawkins. BTT.T~ PAID: Upon motion by Cl.
