RESOLUTIONOFTHECITYCOUNCILOFTHECITYOFCHULAVISTAAPPROVINGAN
AMENDMENTTOTHECONTRACTWITHTBWBSTRATEGIESTOPROVIDEADDITIONAL
POLLING AND PUBLIC OUTREACH CONSULTANT SERVICES
RECOMMENDED ACTION
Council adopt the resolution.
SUMMARY
Citystaffhasbeenworkingonanassetmanagementprogramthatwillprovidethefoundationfor
developingafiscallysustainableinfrastructuresystem/managementstrategy.Acriticalstepinthis
processiscommunityengagementonidentifyingneedsandbuildingbroadconsensusaround
priorities.AttheApril,2015InfrastructureWorkshop,theCityCouncildirectedstafftocontinuewith
residentoutreachandeducationeffortsoninfrastructureneedsandpotentialfundingopportunities.
City staff has provided a contract amendment with TBWB Strategies to extend services into FY16.
ENVIRONMENTAL REVIEW
TheDevelopmentServicesDirectorhasreviewedtheproposedactivityforcompliancewiththe
CaliforniaEnvironmentalQualityAct(CEQA)andhasdeterminedthattheactivityisnota“Project”as
definedunderSection15378oftheStateCEQAGuidelinesbecauseitinvolvesagovernmental
administrativeactivityconsistingoftheapprovalofanagreementforconsultingservicesthatwillnot
resultindirectorindirectphysicalchangestotheenvironment.Therefore,pursuanttoSection15060
(c)(3)oftheStateCEQAGuidelinestheactivityisnotsubjecttoCEQA.Thus,noenvironmental
review is required.

DISCUSSION
CitystaffhasbeenworkingforoverayearwithanAssetManagementProgramAdvisoryCommittee
comprisedofinterestedcitizensandbusinessrepresentativesthathaveprovidedinputandoversight
inthedevelopmentoftheAssetManagementProgram.TheCommitteefeelsstronglythat
communityoutreachandeducationisacriticalelementintheeffortofidentifyinginfrastructure
prioritiesandpotentialfundingopportunitiestoaddressourpublicinfrastructuredeficiencies.Atthe
April2015,InfrastructureWorkshop,theCityCouncildirectedstafftocontinuewithresidentand
business outreach and education efforts on infrastructure needs and potential funding opportunities.
Citystaffhasbeenworkingwithconsultants,TBWBStrategies,toperformpollingandpublic
outreachandcommunicationservicestoassistinthispublicengagementeffort.Theconsultantwas
selectedinresponsetoaRequestforProposal(RFP.)Citystaffhasprovidedacontractamendment
withTBWBStrategiestoextendservicesintoFY16.Thecontractextensionwillhaveamaximum

aggregate contract limit of $99,511.
DECISION-MAKER CONFLICT
Staffhasreviewedthedecisioncontemplatedbythisactionandhasdeterminedthatitisnotsite
specificandconsequently,the500-footrulefoundinCaliforniaCodeofRegulationssection18705.2
(a)(11),isnotapplicabletothisdecision.Staffisnotindependentlyaware,andhasnotbeen
informedbyanyCityCouncilmember,ofanyotherfactthatmayconstituteabasisforadecision
maker conflict of interest in this matter.
LINK TO STRATEGIC GOALS
TheCity’sStrategicPlanhasfivemajorgoals:OperationalExcellence,EconomicVitality,Healthy
Community,StrongandSecureNeighborhoodsandaConnectedCommunity.Theproposedaction
isanidentifiedtaskforthisFYintheStrategicPlanunderStrongandSecureNeighborhoods,Asset
Management Program Objective.
CURRENT YEAR FISCAL IMPACT
ThisAmendmentisnoteffectiveuntilJuly1,2015.Fundingfortheseactivitiesareincludedinthe
FY16 proposed budget for CIP GG222 Asset Management.
ONGOING FISCAL IMPACT
ThefundingforFY16coversthecompletetheScopeofServicesinthecontractamendment.Any
additional services would be brought back to City Council as a contract amendment.
