Hello,
Here are my comments regarding Project DR22‐0023 / APN 644‐311‐02.
1. Parking ‐ The 31 townhomes for rent should be built with ample garage space and a private parking lot for residents.
The 1,085‐square foot commercial building needs to also have its own private parking. The closest public street parking
along Santa Victoria Road, Santa Diana Road, and Santa Christina Avenue; however, the parking on these streets are
already extremely overflowed with parking from current residents who live nearby. Parking is only going to get worse
when the new apartment/townhome development nearby on Santa Carolina Road fully opens.
2. Santa Victoria Road is a heavily used road ‐ When traveling from east Otay Ranch to Heritage Road, Santa Victoria
Road is a road that is heavily used. Saburo Muraoka Elementary School is right along Santa Victoria Road and is
extremely busy during morning drop‐off and afternoon pick‐up. There are lots of complaints from neighbors regarding
bad drivers, not obeying stop signs, speeding, etc. There is a Sweetwater Union bus stop for children along this road that
causes traffic jams. It is an extremely walkable, but dangerous neighborhood for pedestrians. If this project goes
through, the construction and any equipment vehicles may worsen the current traffic conditions, making it even harder
for residents and drivers to navigate the roads.
3. Exiting Parc Place neighborhood right across the Project Location ‐ I live in the Parc Place neighborhood, which is
directly south of the Project Location, right across Santa Victoria Road. It is currently a nightmare exiting Parc Place,
from Hope Ranch Place onto Santa Victoria Road. This requires drivers on Hope Ranch Place to stop and yield to
oncoming traffic until there is an open opportunity to go. There are major blind spots when performing this exit. Right
across, to the north of this exit is the south end of the Project Location. A permanent three‐ or four‐way stop should be
implemented at this crossroad to make entering Santa Victoria Road easier and the entire road safer. An example of
what this could look like is the three‐way stop at the east end of the Project Location (Mason Road and Santa Diana
Road).
