Funding for Firefighters to deploy a 24-hour Squad Agenda Date:

firefighters to deploy a 24-hour Squad at Fire Station 1.
Discussion
BACKGROUND
In February 2019, the Chula Vista Fire Department deployed the first Squad staffed with two firefighters in a
light response vehicle. A second Squad was then deployed in June of 2020. The intent of the Squads was to
improve response times in areas of the City with high call volumes and areas with long response times as
described in the 2017 Public Safety Staffing Plan. As staffing strategies were developed and then matched to
the greatest needs, the initial Squads were assigned to Eastern Chula Vista due to response times.
DISCUSSION
Since 2017 the City has continued to grow with a corresponding increase in call volume. Specifically, there
has been a 49% increase in call volume from 2017 through 2022. Increases have been spread throughout
the City; however, the West side has developed a trend that needs to be addressed. Fire Station 1 call
volume has increased by over 1,500 calls for service per year from 2017 to 2022, and increase of 26%,
which adds just over four incidents per day.
Two distinct outcomes have occurred as a result of this increased call volume. The first is that Fire Station
1's engine, E51 responds to more calls per day. This added volume has brought their annual volume to
6,258 or an average of 17 calls per day. Fire Station 1's annual call volume for 2022 was 7,890 or an average
of 21 calls per day.
The second outcome is a result of E51 not being able to keep up with the increased call volume described
above. To recap, Fire Station 1's call volume has increased to 7,890 calls for 2022; however, E51 was able to
respond to 6,258 of those calls. The delta of call volume, 1,500 calls for service has been absorbed by

surrounding fire stations which include Chula Vista Fire Station 2 (80
East J Street), Chula Vista Fire Station 5 (341 Orange Avenue), and
National City Fire Station 34. This is a common situation in the fire
service and is referred to as automatic aid to have neighboring
stations cover for one another during concurrent calls for service or
incidents that require multiple companies. This is what makes up a
response network to handle high call volumes and complex incidents.
The issue that has developed that requires attention is the fact that the
National City Fire Station 34 engine, E34 has absorbed 890 calls for
service of the 1,500 increase. This causes E34 to respond to the City of
Chula Vista nearly 2.5 per day.

To mitigate this, the Fire Department is recommending the
deployment of a 24-hour Squad at Fire Station 1. This would provide
another Chula Vista Fire Department response unit in this call -dense
area of the City to handle concurrent calls for service. This will
alleviate the reliance on the National City Fire Department to provide coverage to our community when our
current units are unavailable. A Squad placed into service at Fire Station 1 would also reduce the number of
responses from Fire Stations 2 and 5 to cover for E51, thus providing better coverage to their respective
areas.
Measure A has a history of funding Squad units and has a total of four planned for and budgeted. Currently,
there are two Squads funded and operating in Eastern Chula Vista, and according to the Expenditure Plan,
two additional Squads are planned for FY25 & FY26. This recommendation contemplated by this staff
report, would add a fifth Squad to the overall plan. In order to deploy a 24-hour Squad, six additional
Firefighter Paramedics would need to be recruited, hired, and trained. The Fire Department Measure A
budget has ongoing funds to support the additional staffing and the current fleet has the capacity to provide
the Squad vehicle.
Current -Year Fiscal Impact
The current fiscal year impact would be for recruitment, hiring, and training costs for six Firefighter
Paramedics. Funds to support this in FY24 will be $400,000.
Ongoing Fiscal Impact
Training for the new personnel will overlap into FY25 and require $100,000 in one-time costs. Ongoing
costs for six Firefighter Paramedics will be $1,170,000 and subject to increased pay and benefits in
alignment with the IAFF (Local 2180 International Association of Fire Fighters) Memorandum of
Understanding (MOU).
City staff believe that the projected sales tax revenues are conservative and the overall reserves in
the Measure A fund would be sufficient to fund all positions. It is important to note that Measure A
projected sales tax revenues fluctuate with the economy. The City will actively monitor the trends to
determine if Measure A positions need to be held vacant in order to avoid long-term structural deficits and
avoid layoffs or service level impacts. If at any point in time there exists budgetary
challenges due to unforeseen cost increases or sales tax revenue losses, City staff will reassess the
PSEP to determine if positions need to be frozen or removed from the plan, to avoid any fiscal impact to
General Fund services.
