The Council mt in regular session, in the Council Chamber of the City Hall, on the above date, with Mayor Peters in the chair. Meeting called to order at 7:30 p.m. Present: Ms, or Peters, 01. Scott, Lyons, Hawkins, Barnes. BEANING OF ~INUTES: The minutes of the last regular meeting of December 3, 1929, of an adjourned regular meeting of December 10, 1929, and of a special meeting of Decem- ber 14, 1929, were read, and approved, after correcting the minutes of the meeting of December 14th, by striking therefr~n the word "provisional" wherever that word appeared in those minutes. North Sixth Avenue: Messrs. Leo Christy and M. L. Nelson, residents on this thoroughfare north ~f Bonita Road, appeared and asked the council to widenand reduce the grade.; that it is now narrow and in wet weatar, dangerous. The Street Superintendent stated that there would be approxtm-tely $000 cubic yards of earth to remove in order to widen the street as required. Mr. Nelson stated that he w~uld donate the services of his power shovel for one day on the work, but that it would require a shovel for four or five days to complete the work, and that it would require three trucks to service the shovel, Matter referred to Cl. Scott and city engineer to work out a scheme for the cce~pletion of the street, with Mr. Nelson, upon motion by 01. Barnes, seconded by C1. Lyons, which carried. BUS ~VlGE: A representative of the San Diego Street Railway advised this Ooun- ell that his company had taken over the Southerland stages to this city, and would com- mence operation Yen. 10, 1930. Re requested permission to erect Bus Stop Slgms, at places in the city where the buses will make regular stops. Request granted om motion by 01. Hawkins, seconded by 01. Lyons, whiah usrried. The council was given a ride in one of the new buses, =- REI.r~.w uaw OF SANDIEGO COUNTY: Mr. P. Willis, of SanDiego, exhibited a relief map of San Diego 0oumty, and offered to sell it to the City of $250.00. No action taken. BIDEWA~ No. §: A petition signed by a majority of-the property owners effected, was presented, asking for &idswalks and c~bs on the Nc~th side ~f I Street, fram 2nd Ave., to 3rd Ave. Mr. H. 0. Masters, who owns 40~ feet of frontage effected, filed a letter protesting. Held over to the next meeting, but the city engineer, in the meantime, to consult with Mr. Maetars. PRINTING: Bids for the city printing, for the calandar year 19S0, were received, opened and declared, as follows: The bid of the Denrich Press, the lowest bidder, was accepted for printing 1000 Warrants and Demands, at $19.?$.$ 1400 Tax Statements, at $2?.20. The bid of the Ghula Vista Star, the lowest bidder, was accepted for publishing the Delinquent Tax Zist, three consecutive insersious, at ?§ cents per parcel of land~; printing legal notices, at 90 cents per col~n inch for first insertion, ~r,t 72 cents for each subsequent insertion.~ printing 2000 Letterheads, at $12.§0; 1000 Recordar's Complaints, at $~0.00; 1000 Recorder's Warrants, at $~0.00. Ail work be in accordance with the specifiaations on file in the office of the city clerk. ~he fc~egoing acceptance on motion by 01. Barnes, seconded by 01. Lyons, which carried. O0t~T CLERK'S BOND: The bond of the court clerk, in the sum of $1000,00, upon reo~,~endation of tke city attorney, was approved, upon motion by 01. Scott, seconded by Lyons, which carried. TAX REiWJNDS: J. C. Davidson calimed that an orchard on lot iS, 4A-Section 146, owned by him, had been taxed as a bearing orchard, the ,m~unt of the taxes being and that the c~chard is not bearing, and has not been watered in two years. Upon motion by Cl. Barnes, seconded by ¢1. Scott, refund in the amount shown was ordered. ~yA. Crockett claimed that one of her buildings ha~ been taxed at a value of $84~, by both the city and county assessors, but that the county had revalued the building at $4?0. This reduction gave her Veterans Exemption, which had not been granted, by either the city c~ county. This reduces the value of her property $~75, and adding the veteran's exemption, makes a refund of $16.36, which was ordered made, upon motion by Bi. Barnes, seconded by Gl. Scott, which carried. STREET TR~W-~: A letter from R. T. ~remer, asking the city to remove Oyprese trees fronting his property at National and K, was denied. Clerk instructed to inform Mr. Cremer that the findings of this council at its meeting of Dec. 10, 1929, will stand. PLANNING O0:,~ISSION: The term of office of Dr. W. S. McOausland as a member of the Planning Cm~,ission, having expired, he was nominated by the ~&ayor to succeed himself for a term of Six years. Nomination confirmed upon motion by 01. Barnes, sec. by Lyons, which carried. Meeting of Jan. ?, 1950, Continued. I~U~ EY~Ii~ BOA~D: Messrs. ~ K. Hayes, R. Y. Wharton, ~k T. Skinner, Dr. F. E. Ashoroft, a~d Councilman W. T. Lyons, were all ~e~atad by the ~ayor to succeed the-~selves for another term of one year, as the Plumbers' Examining Board. Numination confirmed upon motion by 01. Barnes, seconded by Cl. Hawkins, which carried. ~.EOTRICIANS' ~A~NING BOARD: Messere A. M. Proctor, H. L. Sones and Gl. Y. R. Scott were all nominated by the Mayor to anceeed the.selves for another term of one year as the Electrician's Examining Board. Nceuination confirmed upon motion by Cl. Barnes, seconded by Cl. Lyons, which ca,tied. C~AMENT~L STRUT LIGHTS: A letter was read, from ~alker & Martin, contractors for the recent work of i~talling these lights, asking for an extension of their contract for a period of seventy-five days frum October 2, 1929. Cl. Scott offered Resolution No. 304, which is a resolution extending the contract as requested. It was read, and was passed, adopted and approved, as read, by the following vote, to-wit: AI~: Cl. PARE~NG SPACE FOR TOURISTS: A letter from the local Chamber of Commerce was read in which that organization asked for the curb be reserved for one automobile parking space, Ced painted and marked "For Tourists 0nly". Request g~anted, curb to be painted yellow, and lettered as requested, upon motion by 01. Lyons, eeconded by Cl. Scott, which carried. This space to be reserved Just south of the Ch. of Com. Building. P~RIODICAL REPORTS: The monthly reports of city Judge and fire chief for December, 1929, together with the quarterly report of the Chief of Police fce~ Quarter ending Dec. Si, 1929, were ordered received and filed. The annual report of the fire chief, which recommended enlargement of the fire department, including the erection of a new building, c~ enlargement of the present build- lng, was ordered filed, bu the fire chief was instructed to file another report giving de- tails of work desired, with costs. This upon motion by Cl. Hawkins, seconded by Cl. Barnes, which carried. S~P~EETS, CHANCRE OF ~ OF: In the matter of changing t~he grade of First Avenue, between I and Y Streets, Cl. Barnes offered Resolution No. S05~ which as a resolution rat- lfying and confirming said change of grade. It was read, and was passed, adopted and ap- proved, aa read, by the following motion, to-wit: A~: Cl. Lyons, Hawkin~s, Barnes, Peters, Scott. NOE~: None. ABSENT: None. RED LIGHT FOR POLICE DEPARTMENT: Chief of Police Clyne presented a bid for the in- stallation of a red light at the police call boxlooated at National and Y, for the reason the the owner of a service station, located at that point, complains about an officer re- maining at that location, in order to answer a call; the said service station owner claim- ing that the officer drives away his trade. Inasmuch as this ia not provided for in the budget, it was referred to Cl. Hawkins for investigation, and if installed, to keep within the budget allotment. ~he oost of the work is $18.00. This action taken upon motion by 01. Barnes, seconded by 01. Lyons, which carried. WIDENING SI~EW.~ IN BUSINESS DISTRICT: The clerk was inStructed to notify owners of property on Third Avenue, in the business district, frc~ F to Madrona Street, that it is the intention to order the completion of all aiAewalks from the building line to the curb. The notice to be sent to owners where the sidewalk is not complete, and to suggest the ocon- omy that will result if owners put in this work, without the city having it done by contract.
