HELD FEBUARY 4, 1930.
The Council met in regular session in the Council Chamber of the City Hall,
on the above date, with Mayor Peters presiding. Meeting called to order at ?:30
p.m. Present: ~aycr Peters, Councilmen Lyons, Hawkins, Barnes. CouncilmRB Scott,
absent.
READING OF ~iINUTES: The minutes of the last regular meeting of January 7,
1930, were read, and approved, as read.
SIDEWALKS NO. 5: In connection with a petition for sidewalk and curb on the
North side of I Street, from Second to Third Avenues, presented at the last meeting,
the City Engineer reported that he had consulted with M~. H. C. ~asters in the matter,
and found that Mr. ~asters is willing to have sidewalk and curbs laid fronting hie
property, but that he desired to leave a space where Glover Avenue would eventually
come, without putting return of curbs. The city engineer was instructed to permit
the space for $tover Avenue, but that the return of curbs would be put in. Cl. Haw-
kins then offered Resolution No. 306, which is a resolution declaring the intention
of the Council to order in the work, as petitioned for, and giving property owners
60 days to have the work done by private contract. The resolution was read, and was
passed, adopted and approved, as read, by the following vote, to0wit: AYES: Cl.
Lyons, Hawkins, Barnes, Peters. NOES: None. ABSENT: ~6 ~ ~c~$~
SHRUBBERY AT INT~HSECTION: Tree Warden Elliott reported that he had taken up
the matter of trimming the ahrubber~ at the Northeast corner of 2nd Aveenue and E
Street, with the owner of the property, Mrs. ~illicent Leach, and found that M~s.
Leach is willing to have the hedge trimmed, but that the other shrubbery, being on
private property, would not be trimmed. No action taken.
APPROVAL OF BOND: The bond of T. W. Matron, plastering contractor, upon the
reconunendation of the city ~ttorney, was approved, on motion by Gl. Barnes, seconded
by Cl. Lyons, which carried.
~E)TOR VEHIC~LES: Ix~ obtaining registration of the motor vehicles purchased
by this city recently, it was found that the legal owners of the alnbulance and an
automobile, formerly owned by the chief of police, is the Pacific Finance Corporation,
and in order to complete the registration, it would be necessary for the city sign an
agreement with the'~finanee corporation to guarantee the com~ple~ion of payments lue
on these vehicles. Cl. Barnes offered Resolutions Nos. 307 and 3~, which are reso-
lutions authorizing and directing the Mayor and Clerk to sign such an agreement. The
resolutions were read, and were passed, adopted and approved as read, by the following
vote, to-wit: AYES: Cl. Lyons, Hawkins, Barnes, Peters. NOES: None. ABSENT: Gl.
Scott.
PERIODICALREPORTS: The reports of the city Judge~ and fire chief, for Jan-
usry, 1930, were presented and ordered received and filed.
SPECLALREPORT OF FIRE CHIEF: This ia a special report, submitted by the
fire chief, in compliance with instructions given him at the last meeting of thee
Council, and recommends the purchase of a new fire engine, hose and equipment, at a
cost of $16,642.§0; enlargement of the present housing facilities of the fire depart-
ment, to cost $4000.00; the installation of a fire alarm system, at a cost of $§000.00.
The total expenditure to require a bond issue of approximately $2§,000.00. Held
over to be presented to the new Council that will take office in April next.
AUDITING RECORD~: A bid from the L. S. Everts Company, of San Diego, offer-
lng to audit the records of this city, after March 31, 1930, for a sum of $1~0.00,
was presented. Held for consideration at the proper ttme.
COMPENSATION INSDRANCE: An indrosement to the present policy for compensation
insurauce, by the State Compensation Insurance Fund, showing an increase in the basic
rate to 120% w~s presented fc~ acceptance. Clerk instructed to write the insurance
company, asking how the rate is arrived at.
Gasoline Refund: Aletter from HarryM. Walters, of San Francisco, who
offered to obtain a refund of the three-cent gas tax, paid by the city on its gasoline,
for 50% of the amount obtained. Referred to city attorney to ascertain if the County
is getting any refund.
LIBttARy BOARD: The ~ayor nominated;~rs. Alice B. Smnner aa a member of the
City Library Board, vice ~iss ~rriet Cushman, deceased. Nemtnation confirmed upon
motion by Cl. Lyons, seconded by Cl. Hawkins, which carried.
Meeting of February 4, 1930, Continued.
S~0KE NUISANCE: A letter from I~r. W. C. Stevens, ~ao resides in the neighborhood
of F Street and ~th Avenue, complaining about the smoke from the F~ederieka Home,
written to the City Board of Health, which board, in turn, referred it to this Council,
was presented. Cl. Lyons to take up the matter with the manager of the Laundry of the
home.
STREET LIGHT: A petition signed by the property owners in the neighborhood,
was presented, in which a street light was requested, to be installed at the intersec-
tion of 3rd Avenue and Roosevelt Street. Nt WaS found that there ia a street light at
the intersection of Alvarado Street and 3rd Avenue, which is distant only 135 feet
from the location where a light is requested; and that the new ornamental street
lights are only ~0 feet from the location requested. Petition denied.
In this connection, Gl. Barnes stated that Mr. Geo. B. Gordy had frequently
asked him for a street light at the intersection of 4th Avenue and K Street. It de-
veloped that there are a number of residences located at and near this intersection,
and upon motion by Cl. Lyons, seconded by Cl. Hawkins, the clerk w~e instructed to
order the installation, provided it may be done without expense to the city.
SIGNS: The city attorney was instructed to prepare an ordinance regulating
the installation and maintenance of advertising signs, which hang over the streets
of the city.
PLANNING C02~U~.gSION MINUTES: The minutes of a meeting of the Pl-n~ing Cc~mis-
sion held Sanuary SO, 1950, were presented, read, and action taken am follows:
Erection of a Boy Scout Building in Athletic Park, approved, upon motion by
Cl. Lyoms, seconded by Cl. Barnes, which carried.
Request of N~s. Settle to remove a palm tree, fronting her property on ~d
Avenue, approved.
Request of D~. Glllem to remove hedge on let Avenue, approved.
Tree Warden Elliott to purchase end plant 50 Floribumda trees on Elder Avenue,
approved.
Request to remove Pepper t~ees, by Mr. Beach, on South side of ~ Street, at
National Avenue, referred back to P]-~-~ng Oemmission, at request of ¢1. Hawkins.
Ray McOlain to transplant ~aoaranda l~ee fronting hie property on Church Avenue,
approved.
Reorganizing p]a~ing Cc~miseion under provisions of 1929 law: Ordinance No.
~02 given its first reading, which is an or4inamce providing for the reorganization.
ORDINANCE No. E02: Upon motion by Cl. Hawkins, seconded by Cl. Lyons, which
carried, Ordinance No. ~02 was placed on its first reading. This is an ordinance
providing for the reorganization of the City Pl~tng Con~ission, under the provis-
ions of the 19~9 State law.
cITY coLRT: The police department complained that it is the custom of the
city Judge to permit those persons accused of violations of the Motor Vehicle
and City 0rdinancos, to appear.in court at a time prior to the time for appearance
set forth in the citation ticket:; that the said accused person~ead not
as
guilty
to the charge, and the Judge calla on the police department for the officer who made
the arrest, thus disrupting the schedule of duty for officers, and taking the said
officer o~fthe highway, at a time when most needed there. This Oouncil instructed
the city clerk to notify the city Judge, in writing, that if any accused persons de-
sires his or her ease settled prior to the time set for trial, such case may be settled
by said accused person pleading guilty to the charge, and no witness will be called
by the court. The police department stated that it will make arrangements to have
officers present in court at times set for trial of any persons arrested, or cited
to appear.
BUSES, CH_'~NGING FARES: Mayor Peters stated that complaint had been made to
him by Mr. Thomas Howe, that the change in bus fare, since the S. D. Electric Ry. Co.,
are running buses, had been changed from G Street to Center Street. It was ascer-
tained that the manager of the street railway company will appear before the local
Chamber of Co~erce at its next meeting, in a conference on this matter, it being
understood that the State Railroad Commission had authorized the increase in fare
as stated above.
DRAINS IN CITY JAIL: The police department having complained that the
present drains in the cells of the city Jail, were not of sufficient size to function
properly, the clerk was instructed to obtain the cheapest bid for the work, and have
new drains installed, under specifications to be furnished by the plumbing inspector.
This action upon motion by Cl. Hawkins, seconded by Cl. Lyons, which carried.

FILING CABINET FOR F~E DEPART.~T: Upon motion by Cl. Lyons, seconded by Cl.
Barnes, which carried, the clerk was instructed to purchase a three-drawer filing
cabinet, of same pattern as those recently purchased for uae in the vault of the
clmrk' office.
BILLS PAID: Upon motion by Gl. Hawkins, seconded by Cl. Lyons, which carried,
