APRIL 1, 1930.
The Oouncil met in regular session in the Oouncil Chamber of tbs City, on the
above date, with l/ayor Peters presiding, liseting called to order at 7:30 p. m.
Present: Mayor Peters, Cl. Scott, Lyons, Hawkins, Barnes.
REABING OF MIh~£~l.~: The minutes of the last regular meeting of .~/,_rch 4, 1~30,
were read and approved as read.
S~RUBBE~Y AT Ilv£~SECTIONS OF STREETS: Tree Warden Elliott reported in w~iting,
that he had inspected the hedge ~owi~ at the southwest corner of 4th Avenue and E
Street, ~d fo~ the hedge is ~owi~ on private property. He was i~t~c~ed ~o
consult with the o~er of the proart, ~d endeavor to have ~e hedge trt~ed do~
~il traffic ~ be seen in both d~ections$ if necess~ the ~rt~l~ will be done
at the e~enoe of t~ city.
TREE WARDEN: Tree Warden Elliott reported in reference to his non-attendance at
meetings of the Pla-~_ing Cormnission, with the statement that he had missed but one
meeting, and that he was here for that meeting until after the time set for opening
the meeting, no one appearing, when he went h~me.
PERIODICAL REPORTS: The monthly reports of the City Judge and Fire Chief for
the month of I/arch, 1~30, were presented and ordered received and filed.
CONTRACTOR'S BOND: The bond of Neslon and Sloan, as cement contractors, was
approved, on the recow.nendation of the city attorney, upon motion by Cl. Barnes, sec-
onded by Cl. Hawkins, which carried.
STREET ~tEES: Upon the report of the Tree Warden and City Engineer, showing
that the trees were too close together, ~t~. H. 0. Beach was authorized to remove, and
not replace, two pepper trees growing in National Avenue, fronting hie property at
National and $. This action upon motion by Cl, Scott, seconded by Cl. Lyons, which
carried.
BUSII~ IN RESIDENTIAL ZONE: In reference to the riding stable established
in the old Jordan Property on 3rd Avenue, between Y and K Streets, the Chief of Police
reported as follows: He found that slight alterations had been made in the buildings
used as stables; that riding trac~had been constructed; that neighbors living East
of the location do not COmplain; that two signs about 3 by 12 feet have been erected
on the fence in front of the property; that four horses are now maintained there, but
that the intention is to have eight horses stabled there, if business warrants that
m,~y; that in hie opinion the business will not last long, on account of lack of
trade. Mr. and Mrs. F~ed Otto again protested the proposition, and Mr. Otto stated
that he had consulted an attorney in the matter, and that the attorney is of the
opinion that if this stable ia permitted to remain in its present location, it is a
violation of the city zoning ordinance. After consultation by the Council, Cl. Barnes
moved that the report of the chief of police be accepted and that that official will
see that the place is kept olean and sanitary at all times. The motion wee seconded
by Cl. Scott, and carried.
PLAZA IN INIIRD AVRNI~: Tree Warden Elliott was autharized to purchase not
to exceed two tons of fertilizer, and flowers to cost not mcee than $8.00, all for
use in the plaza mentioned, upon motion by Cl. Scott, seconded by Cl. Hawkins, which
carried.
STREET ~: Tree Warden Elliott was authorized to purchase 35 Red Flowering
Eucalyptus trees, at a cost of ~-5 cents each, to be used for planting and replanting
on the streets of the city, upon motion by Cl. Barnes, seconded by Gl, Hawkins, which
carried.
FUEL FOR S~EET MACHINERY: The proposal of the Texas Company, dated ~eh
7, 1~30, to furnish gasoline to the cl~, at 16 cents per gallon, was presented, and
upon motion by Cl. Scott, seconded by Cl. Lyons, which carried, it was decided to
not contract for gasoline at t~ls time, but will continue the purchase of gasoline
under the existing contrast with the Union 0il Cc~rpany of California.

POLICE DEPARTMEI~T: The clerk was instructed to write a letter of condolence to
Traffic Officer Patterson, on the death of hie mother.
~Aa0LLNE R~wuND: The ci~' attorney presented a report of a commission appointed
by the California League ofM unieipalities ~o investigate the matter of a refund to
cities and counties for the state tax on gasoline used by such cities and counties.
The c~mmtttee found that the law is valid, as it stands, and no refund would be
given.
FIRE HI~: Uponmotion by Cl. Hawkins, seconded by 01. Lyons, which cazTied,
the installation of a fire hydrant at ~ Street and 3rd Avenue, was referred to the
fire c~w, tttee, with power to act.
