The Council met in regular session in the Council Ch~nbers of the City Hall, on the above date, v~ith Mayor Keithley presiding. The meeting was called to order at 7 o'clock PoI~., Present: Councilmen Keithley, Burnside, Riesland, Chase, Kidder° ~sent: None° D~nutes of the adjourned meetingsFebruary 25, 1946, March 4, ll and 18, having been prepared and mailed to each member of the Council, were approved as prepared ~nd mailed. BTTJ,S PAID: ~fter discussion by the entire council, bills covered by Warrants Nos.5121 to 5176 inclusive, were ordered paid by the ~ollowin~ vote, to-wit: Ayes: Councilmen Kidder, Riesland, Keithley, Chase, Burnside° Noes: Eone o ~bsent: None. RESOLUTION N0.7~5: ~ouncilmsm Kidder offered Resolution No.7~5o This is a P~solution accepting Deed to Real Property for street purposes. The Resolution was read in full and was passed, ~dopted and approved by the following vote, to-wit: ~yes: Councilmen Kidder, Riesland, Keithley, Chase, Burnside. Noe s. None. ~ sen t: None o C1-VILT~IN I~'ENSE: The clerk read a letter from b~.Frank Chase, in which he set forth a brief history of the organization of the Civilian Defense, and tendering his resignation as director° Upon motion by Councilman Kidder, seconded by Councilman Burnside, which carried, the clerk was instructed to write ~r. Chase, thanking him for his paSt services, but urging him to continue as director until the matter of return of civilian ~ood to the original donare was cleared up. SE~AGE DISPOS~L: The clerk read a letter fro~ the Department of Public Health, State of California, relative to Resolution against disposal of raw ~ sewage into the San Diego Bay and a copy of the Resolution was handed to each councilman for their study. ~R OF C0~qERCE LETTER: The clerk read a letter from the San Die~ Chamber of Commerce in which they suggested that the City of Chula Vista adopt 0rdin~ces to prevent unlicensed soliciting of magazines subscriptions etCo, in the city. On being informed by the City Attorney that the City of ChulaVista did have Ordinances prohibiting this, no action was taken, In a discussion which followed, it ~s thought advisable to take this letter to the next League meeting to be held in Coronado and bring this matter up as a point for general discussion. BUS STOP COMPLAINTS: l~ir. Iabory who resides on Second Avenue, between "J" Street and Kearney$ complained of the bad condition of the street where the bus stops at Second ~venue and "J" Street, also complained of the bad condition of a bus stop at Third Avenue and Kearney. Mm.Labory was told that as soon as possible, the matter would be investigated and corrected in so far as the street dep~rtment with its limited crew was capable. This led to a rather heated argument over the condition of the streets in general, but no definite decisions were reached° RESOLUTION N0.736 Councilman Keithley offered Resolution No.736. This is a Resolution s'tating the position of the city in reference to the Westerm Salt Works. The Resolution ~as read in full by the clerk, and was ~ passed, adopted and approved by the following vote, to-wit: Ayes: Councilmen Keithley, Chase, Burnside, Kidder, Riesland. Noes: None. Absent: None. RESOLUTION N0.737: Councilmen Rieslemd offered Resolution No.737o This is a Resolution accepting ~ooperative Agreement with the County of Sss Diego. The Resolution was read in full and was passed, adopted and approved by the following vote, to-wit: ~yes: oouncilmen Riesl~ud, Keithley, Chase, Burnside, Ki~er. Nce s: None. Absent: None. ~2I~I~ tT~Cit~ AttOrney informed the Council that an application had been made to the Railroad Commission to appropriate water from the Swee~ater River by the Crest Public Utilities Corporation. Pie stated he had ~-Se a thorough investigation and thought it the duty of the city to file a protest aS a beneficiary under the California Water & Telephone Company; thereupon Councilman Burnside offered RESOLUTION N0.939: This i~ a Resolution directing the City ~ttorney to prepare, sign and file on behalf of the city, ~ protest. Th~ Resolution ~w~s read in full and was passed, adopted and approved by the following vote, to-wit: Ayes: Councilmen Burnside, Kidder, Rieslaud, Kelthley, Chase° Noes: None. ~bs ent: Non e. EESOLUTION N0.7~O: CounciLman Chase offered Resolution No.740. This is ~ Resolution appro~ng and ~ccepting Deed of Trust. The Resolution was read in full and was passed, adopted and approved by the following vote, to-wit: Ayes: Councilmen Chase, Burnside, Kidder, Riesland, Keithley. Noes: None. ~bsent: None. RE~urND OF LICENSE: FEE: The clerk presented the ~atter of refunding a portion of the fee paid for a business license issued January 17, 1946 - NOo289 - to Richard H.Edwerdso He expleined that this was for ~ewspaper deliveries in the city, but the applicant had to quit because the paper had their own agents deliver. Upon motion by Council~ Chase, seconded by Councilman Kidder, ~nich carried, the clerk was authorized to refund $7.50. PLAk~UiNG COmPreSSION ~PPOI~KG~T: The ~yor appointed George Irey to the Pl~nlng Cormnission to fill the term as outlined in the 0rdinence covering same. Upon motion by Councilman Kidder, seconded by Councilman Riesland, ~hich carried, the appointment was confirmed. REQUEST FOR SIG~: The Chamber of Co~nerce requested permission to instal curb sign reading "Chamber of ConEerce" in front of the walk facing their door. The matter was referred to the Building Inspector. CLEAN-UP ~J~K: The clerk read a letter from the Chamber of Committee suggesting that a cless-up week be proclaimed by the Mayor some time in ~pril. It was decided to defer action on this matter until a later meeting. ADJOURned.:.. That the bond propositions voted upon at said election are as follows: BOND PROPOSITION N0.1: Shall the City of Chula Vista incur a bonded indebtedness in the principal sum of $370,000.00 for the purpose of the acquisition and construction by said City of a certain municipal improve- ment, to-wit: ~dditions to s~ extensions of the city sewer system, such additions and eG~tensions to consist of additions to the sewage disposal plant and additions to and extensions of the trunk line sewer system, including the acquisition of all materials, pipe, equipment, apparatus, easements and rights of way necessary or convenient therefor?
