The Council met in special session in pursuance to call of the m~yor, in the Council Chamber of the City Hall~ on the above date, with Mayor Done presiding. lng called to order at ?:Z0 p. m. Present: .~or De~e, Councilmen Howe, Lyons, ~adley, Oonyers. TIDE LA19~S: ~r. John E. Blackm~u, having presented a lease in which he pro- posed to lease the ~eater proportion of the city's tide lands, e~d develop the bay front by filling in land~ construct a wharf &ud bulkhead, the lease to run for a period of fifty years, the city attorney was called upon for an opinion of the lease as presented. The city attorney stated that he had cc,~pare6 I~o Blao~'s lease with leases for ~ide lands leased by the City of Sen Dlego~ and found that the Blae! man lease omitted several vital provisions~ viz: That if there is someone financia~ interested with Mr. Blae~man, that party should sign the lease with Blaclcnan, as th~ city is entitled to know to when it is leasing its land; the kin~ of bl-~head pro- posed to be constructed by Blaelcuan ie not stated, whether it is to ha of e~rth, wo~ or concrete; the lease is proposed for a period of fifty years, which the city atto~ thinks is too long; it should have a clause whereby the city can take over the lea~ at any time by paying the lessee for any work he has performed. The city attorney was of the opinion that more time should be taken in which to more thoroughly inves' gate the matter. Glo Howe spoke in favor of the lease, citing that the first thing necessary to develop industries on our bey front is to make the bay front lands accessible to deep water. He cited one industry as that of cotton, which would ~reata a large in. dustry hare if wate~ transportation is available. Alee, that this lease should not be ec~npared with San Diego leases for the reason that San Diego bay front lands are already filled in to b,,lW~ead line, and their leases are fc~ finished land, where o~ land is undevelopocl land~ which we are desirous of developing. Mr. Blaohman, being present, cited his National City lease of tide lands as an example of what he can do; that a ~reated bulkhead will last for ~wenty-five ye, that he has spent ten years in qn endeavor to develop the lower bay; that he could not make a lease with the restrictions therein aa suggested by the city attorney. Mr. Bla~- refused to say~ when asked by Mayor Done~ as to whether or not the Santa Fe Railway 0ompany is ln~erested with him in this project. Mr. $. R. Scott stated that heretofore this matter had been before this Oou ell at a time when he (Scott) was a oouneilm~-~ and that the council then had de- sided that at any time Mr. Blaokman showed that he had sufficient financial baekiug to ~arry through the project, then the council would grant him a lease. 01. Conyers maid he ~uld like more definite information on the kind of a bulkhead Mr. Bla~a- proposed to construct. Mr. W, N. Drew, President of tho City Plemmiug Oo-,,~ssion, called attention the streets provided in the Major T~affic Plan throughout the lan~ in question.
