The council met in regular session in the Council ChamberS of the City
Hall, on the above date, with Mayor Keithley presiding° The meeting waS
called to order at 7 o'clock P.E., Present: Councilmen Keithley, Rieslaud,
Burnside, Chase, Kidder.
Minutes of the Regalar meeting held February ll, 1946, ~ud of the regular
adjourned meeting held February 18, hewing been prepared and mailed to each
me~ber of the council, were a~PrSved as prepared and mailed.
DAVIES0N S~ W~)ENING: The matter of widening ~lavtdson Street was
discussed at length with Mt. Lawrence Kuebler, ~ir. Chris DeBoyer and Mr. Williem
Drew, w~o own property thereon.
~.E~eblsr offered to deed the Southerly four (4) feet of lot 7-~,
2uartersection 137 for street purposes, ~oviding the city would instal four (4)
feet of combination sidewsJ~k and curb on both sides of Davidson Street to the
eaSt line of the alley, ll5 feet westerly from the westerly line of Third Avenue.
Upon motion by Councilman Rieslend, seconded by Councilm~ Kidder, which
carried, ¥~r.Kuebler' s proposal was ~ccepte d.
Mt.Drew offered to dedicate the southerly 10.~ feet of Lot 6-M, in
Quartersection 137 for street purposes, providing the city would instal new
4 foot combination curb and sidewalk on both sides of Davidson Street from
Third Avenue east a distance of 1L5.8 feet. ~r.Hugh Smythe v~o owns property
on Davidson Street adjacent ~ I~r.Drew's property on the east, offered to
dedicate the southerly 10.2 feet of Lot 6-E in quartersectioh 137 for street
purposes under the s~ conditions, namely, that the eity instal · foot combina-
tion curb and sidewalk on both sides of Davidson Street, from Church ~venue
~esterly 115.8 feet to the alley.
Upon motion by ~ouncilman ~hase, seco~zied by oouncilman Burnside, which
carried, the proposals of ~ir.Drew and ~ir. Sm~he were ~ccepted.
City ~,ianager Ray was instructed to refer to the Planning Con~nission at
their meeting the matter of establishment of setback on Davidson in order that
no further building would be placed on that portion needed for the future
widening of Davidson Street. ~.
RESOLUTION N0.731:
ROEEI~ PA~: Cot~c~l~n Chase offered Resolution No.731. This is
a Resolution approving agreement to perform certain improvements as set forth in
specificationS an~ final map of Roberta Park.
The Resolution was read in full and was passed, ~dopted and approved by
the following vote, to-wit: Ayes: Oouncilmen Chase, Burnside, Kidder,
Riesland, Klethley. Noes: None. Absent: None.
ROHERTA PARK FINAL ~tP: Final map of Roberta Park was presented for
approval ~nd same was approved by the following vote, to-wit: Ayes:
Councilmen Chase, Burnside, Kidder, Riesland, Keithley. Noes: None. Absent. None°
DRAIn? ON VANCE STEEET: ~r. Lott appeared before council requesting a
pipe be installed to drain water by his service station on National Avenue
and V~uce Street. ne said the pipe ~hich the city had installed years ago,
had become worn out and that the drainage ditch recently installed by the ~ity
was a ~zard to cars entering the service station. M~.Lott stated he would,~
be willing to buy the pipe providing the city would instal s~w~. Council
agreed and authorized ~Lr.Ray to have the street depar~.m~ut instal the new
pipe when Mr.Lott secured same.
BTVJ.q PAI~: Warrants NOSoS060 to ~5120, after exmnination by the
entire council were approved for payment by the following vote, to-wit:
Ayes: Councilmen Rieslaud, Keithley, Chase, Burnside, Kidder. Noes: None.
Absent: None.
.~xrIJ~CEMENT OF T~S: On motion by Councilmen Burnside, seconded by
Councilman Chase, ~?hich carried, M~.Rey was authorized to have the street
department plant cocos Plumosas trees to replace the dangerous palms removed
in front of ;~r.0berlin's place om Third Avenue°
RESOLUTION N0.~ 732: Council.~au Kidder offered Resolution No.732.
This is a resolution authorizing application for plans and reimbursement
for Public Works Project. The Resolution ~as read in full and ~as passed,
adopted and ~pproved by the following vote, to-wit: Ayes: Councilme~
Kidder, Riesland, Keithley, Chase, Burnside. Noes. None. Absent: None.
CMC CENT~ PLANS: Mr. E.Oharles Parks presented preliminary sketches
of the proposed Civic Center building, and the preliminary sketches as
presented were approved by the following vote, to-wit: Ayes: CounciLmen
Keithley, Chase, Burnside, Kidder, Rieslaud. Noes: None. Absent: None.
Following the approval of the sketches, on motion by Councilman Riesland, eesomled
by CouncilmAn Chase, which carr~d, ~. E.Charles Parks, the architect, was
authorized to proceed with the working drs~ings of the Civic Center.
JUDICIAL ACTII~IT .IES REPORT: City I~anager Ray presented a copy of a
report of Judicial Activities to each Councilman for their study. No action
was taken.
RESOLUTION N0.?SJ: Coune~lm~u Burnside offered Resolution No.?~.
This is a Resolution requesting funds from the County for aid in the repairing
of Bay Boulevard frGn "I" Street to "L" Street. The Resolution was read .~
in full and was passed, adopted and approved by the following vote, to-wit:
Ayes: Councilmen Burnside, Kidder, Riesland, Keithley, Chase. Noes: None.
Absent: None.
The clerk was instructed to mail a certified copy of the above Resolution
to the County Board of Supervisors.
RESOLUTI0~ N0.734. CouncilmAn Riesland offered Resolution No.7~4.
This is a Resolution authorizing execution of lease of real property. The
Resolution was read in full, and was passed, adopted and approved by the ~
following vote, to-wit: ~es: Councilmen Riesland, Keithley, Chase, Burnside,
Kidder. Noes: None. ~bsent: None.
REPORT 0N STREET LIGHTS: City Manager Ray stated that a survey of street
lights in the City of Chula Vista was being made and that a recomendation /
would be made at the next regular council meeting. In the meant~ he
recommended that one 600 Lumen light be installed in front of the Fredericks
Home, ~d a 2§0 Lumen light at Third Avenue and "E" Street be increased to ~
600 Lumen.
On motion by Councilm~ Kidder, seconded by CouncilE~u Keithley, whicn
carried, installation of the above two lights were authorized. Councilman
Burnside stated that~st~e~ light had been authorized at the corner of
~ Street and ~m~,~$-Avenue ~-~ se?~ral years back, but, due to the v~r ~
had ne?Bt been installed. Upon motion by Councilmen Keithley, seconded by
Councilman Kidder, which carried, inst~llation of a street light at the above
mentioned cor~er was ~uthorized.
U.S,0. EQUIPMEh~: City ~anager Ray reported an inventory taken of
property at the U.S.0. building, ~nd that a permit to $ccupy had been received
from the government. He stated that there were $98.00 of expendable items
short, and ~sked for authority to bid $150.00 less the $98.00 for missing
items, for sdditional property owned by the U.S. 0. and not included in the
original quotation. Upon motion by Counci~m~ Rieslaud, seconded by Councilman
Chase, which carried, the bid was authorized.
ADJOURI~ENT: Upon motion by Councilman Riesland, seconded by Cou~ci~n Chase, and
c~rried~ the meeting was adjourned to March lB, at 7.p.m.,
