VISTA, CALIFORNIA, HELD JANUARY 13, 1931.
The Council met pursuant to adjournment, in the Council Chamber
the City Hall, on the above date, with Mayor Done presiding. Meetin
called to order at ?:30 p. m. Present: Mayor Done, Councilmen Howe
Bradley. Councilmen Lyons and Conyers, absent.
FLOWER SHOW AT ENCINITAS: Mr. Ed. T. Smith, President of the
local Chamber of Commerce, asked the Council to finance a Chula Vist
exhibit at the Flower Show, to be held at Encinita~, February 18, to
23, 1931, the cost of which would amount to about $150.00. Upon mot
by Gl. Bradley, seconded by Cl. Howe, not to exceed $150.00 was auth
orized to be expended for advertising and promotion, for use in exta
lishing and maintaining an exhibit at the Flower Show at Encinitas.
Motion carried.

WEED CLEANING: Ne~maa-B. Mayne, whose request for a refund o
taxes in the amount of $3.30 for weed cleaning, was rejected at the
meeting of this council, again appeared, with the statement that no
weeds were cleaned from his property. R. Y. Wharton, in charge of ti
weed cleening, agreed with him, and upon motion by Cl. Bradley,
by Cl. Howe, which carried, the refund was authorized.
Charley Haas, who appeared at the last meeting in the matter
charge for weed cleaning on his property, again appeared, and presort
a statement, signed by five of his neighbors, to the effect that the
property did not need weed cleaning. The amount of his bill for cle~
is $Z0.90, for a five-acre lot. R. Y. Wharton, in charge of weed els,
called om D. $. Frank, foreman of the weed gang, and Lloyd Kester,
of the workmen, both stating that the lot needed cleaning, and that
was cleaned. The clerk read the ordinance governing this class of
wherein it is provided that weed cleaning complaints must be present,
to the Board of Equalization for ~dJustment, otherwise the protestan'
waives his right to protest. The city attorney gave his opinion tha'
under the law, no refund in this particular case, could legally be m~
Therefore, upon motion by Cl. Howe, seconded by Cl. Bradley, which
tied, the request of Mr. Haas for refund was denied.
STREET TR~m~: Tree Warden Elliott advised this council that -
Kelly Sisters, at 1st Avenue and I Street, have about 75 Cocos Plumo~
palm trees, 4-foot, which they will sell to the city, at 75 cents ea~
the city to furnish labor for the removal of the trees. Held over tc

ORDINANCES Nos. 208 and 209: Upon motion by Cl. Howe, second~
by Cl. Bradley, which carried, Ordinance No. 208 was placed on its sc
ond and final reading. It was read, an~d.~a passed, adopted and app~

Upon motion by Gl. Howe, seconded by Cl. Bradley, which oarre~

BID~ FOR PRINTING: Mr. A. C. Alvarez, representing the La Cht
Imprenta, verbally asked the Council to consider his bid for the cit~

A letter from the local Ch-mber of 0ommeroe on this subject was

SEW~H TREATMENT PLANT: A letter from Burns, MacDonald & Smith,
engineers who superintended the installation of our entire sewer syst
was read, and it commends the ingenuity of the sewer inspector in his
installation of a pump in the treatment plant.
ORDINANCE No. 210: Upon motion by Cl. Bradley, seconded by Cl.
Howe, which carried, Ordinance No. 210 was placed on its first readl~
This is an ordinance regulation auto courts.
STREET TREES: Upon motion by Cl. Bradley, seconded by Cl. Howe,
which carried, S. S. Nlckson was authroized to remove two eucalyptus
growing in the street, fronting Niokson's property at End Avenue and
Street, with the proviso that Nickson cleans out some bushes growing
at that point. The trees to be removed and brush to be designated b~
the city tree warden.
