The Council [~t in regular session in the Council Chambers of the
City Hell, on the above date, ~?ith ~.~layor Keithley presiding. The meeting
was called to order at ~ o~clock P.5L, Present: Councilwomen Keithley,
Riesland, Bu~nside, Kidder, ~hase~ Absent: ~one.
~nutes of the Regular meeting held Decem. ber lC, 19&5, and adjourned
meeting held December 1~, 194~5, ~md of December ~, 194~, having been prepared
and mailed to each member of the cguncil, were approved as prepared and mailed.
BI~L~ ?~: ~fter inspection by Council, upon motion by Councilman
Riesland, seconded by Councilman Kidder, Warrants Nns.~9S~: to 500~ inclusive,
~.~ere ordered paid by the following vote, to-wit: ~yes: Councilraen Rieslaud,
Keithley, Chase, Burnside, Kidder.
SUBDIVIS!OE ~%P~: The City Y~ttorney requested authority to negotiate
with the County to secure an agreement, whereby the County Surveyor may act in
lieu of a City En~ineer, in the signin~ of Subdivision maps for the City of
Chula Vista.
On motion by Councilman Kidder, seconded by Councilman Rleslaud, which
carried, the City Attorney was authorized to draft an agree~nt to be submitted
to council for approval at ~ later meeting.
~ARCH OF DII~ CA~PAI~. The clerk presented a letter frc~u the
~0-~0 Club ad~ising cou~cll that they we~ distributing b~xes for the collection
of contributions toward the l,~rch of Dimes Campaign.
C~D ROC~{ APPLICATION: The application of ~gr. William F.Thompson to
operate Card Room at ~9 National ~venue, was approved, on motion by Counciln~au
Riesland, seconded by Councilman Keithley, ~ich carried°
.~%$OR'S 5~ETING: On r~otion by Councilman 0base, seconded by
Cou~cit~zu Kidder, -,~ich carried, City Clerk Bryant was authorized to go ~o
Sacran~ento for a conference with the Attorney General, February 6, 19~6.
Expense of the trip to be born by the City of Chula Vista.
PERi~SSIOII TO LE&VE STATE: ~yor Keithley requested permission
to lea~ the State /anuary 19, 1946', to ~pproximately February ~, 19~6.
Upon motion by Councilman Burnside, seconds~ by Councilman Rieslaud, v~hich
carried, permission was granted.
~-ICE-~5kI~.0R.:. On motion by Councilmen Cheese, seconded by Councilman
Keithley, uhich carried, Councilman Rieslaud was appointed Vice-D~yor, subject
to the will of the council.
PEI{~ISSIO~ TO LEAVE STATE: Upon motion by Councilman Keithley,
seconded by Councilman Kidder, '~ich carried, City Clerk Bryant was authorized
to leave the State from February 16 to February 18, 19~6 inclusive°

~,~r. H.DeForrest Smith end ~2r. Don ~LChase, from the Planning Commission,
effecti~ immediately.
On motion by Councilms~ Keithley, seconded by Councilman~ Burnside,
-~nich carried, resignations were accepted, sad the clerk authorized to write
a letter of th~s to each for their faith~l service.

U.S.0. BU~ING ~0~: }~ Ted St~ke, chairn~ of the Recr~tion
Co~ssion, reposed on a ~eting which ~,~s he~ to discuss ways ~uud
of p~chasi~ the U.S.O.Buildi~ in the park. He briefly stated the
reco~endation of the Rec~ation C~ssion w~s, that t~ City purchase the
buildi~ for $~0,000.00, p~ab~ ~der the follo~ te~ ~d conditio~:-
~000.00 cash as do~ paint; ~d $500.00 per q~rter with inte~st at
in ~dition to this C~it~ out.y, they ~ggested a yearly budget for

City of Chula Vista from State f~ds. ~u~ ~ this iss~ is now bel~
decided in Sacrs:uento, ~.~.Strec~u h~d asked if the occasion arose, would Lt.
Ray be willing to come to Sacr~_~ento to plead the case for the City of Chula
Vista. It ~s moved by Councilman Kidder, seconded by Council~u Riesland,
which carried, that, should the request come for ~,~r. Rny to proceed to
Sacr~uento, he was hereby uuthorized to go at the e~pense of the city.
COU~*~C!L ~.~: The following ~otion was presented by Councilmen Chase,
seconded by Councilman Rieslomd, ~d carried. In order that the people
~gj~t be informed of the nature of the topics to be taken up at the council
msetings, all matters for discussion or action by the council, should be
filed with the city clerk by ~ednesday at Z o'clock porn., preceding the council
neeting.
The city clerk would then prepare copies of the agend~ and ~il to each
cou~cilm~u, city ~ttorney ~ud city manager, for study, ~nd also a copy furnished
to the Chul~ Vista Stet for publishing in the Friday issue. Council does
not limit their business which .may be brought up ~t the meeting by reason of
the goove notion.
C0~I~klR~ - U$~E OF CITT EQUIP~.~'~: Counci!~u B~rnside complained that
city equipment was used on Second Avenue between "Y" Street ~nd Ke~vney Street,
to ~id a private contractor, to ~ich City Ii~uager Ray replied:- The
equipment so used was for the general benefit of the city, and the city was
reimbursed for s~ue.
REC0~E-DATION OF CITY ~'T0~LE¥: City ~ttorney HiEgs advised the council
that whenever possible, requests for legal opinions be presented to l~hu in
~iting, so that his opinion mi~,~t be given also in writing, ~md thus avoid
:dss-quotations or misunderstanding. He stated thut an attorney c~unot cl~.~ays
give snap opinions ~Ithout due study of the question involved.
It ~as agreed by the council that whenever possible, this procedure would
be follow,ed.

Co~mnission, sa,~e to bo hsld in the City Hall on February 8, 19&6, cou~cil
ai~oTuted i.~. George Ray to repressnt the city at thw hearing, thereby relieving
the city attorney from a~:pearing, due to the fact that the law pe~tner of city
attorney ]iLiggs was representing ]~k~.~glish, whose application %~ith the i~ailroad
