The Council met in the Council Chambers of the City ltall, on the above date, at 7 o'clock P.M., with Mayor Keithley presiding. Present: Councilmen Keithley, Riesland, B~rnside, Kidder° Absent: None° ~PPOI~,~-~ OF DO.N M.~ TO COUNCIL: Upon motion by Councilman Kidder, seconded by Councilmau Riesland, ~. Don ¥..Chase was ~ppointed as Councilma~ to fill the unexpired term of Vincent L.Howe, resigned. The motion was passed by the following vote, to-wit: Ayes: Councilrm~n Kidder, Riesland, Keithley. Noes: Councilman Burnside. Absent: ~one. ~. Don M. Ohase being present, c~me forward, and, after the adminis- tering of the Oath of Office by the City Clerk, took his seat at the council table. Councilman Kidder e~olained that he had reversed his decision in regard to the appo~n~nent of I~r. Chase ~fter being assAred by the other members of the Council that no chsnge would be made in the office of the City Attorney. ~r.Higgs being present, stated that he had heard a few rumors, but was coming back to resume his old job with no reservations and no misunderstandings. ~i0RANIX~I - i~ILIJJ~ R.GAGE: A ~Ie~orandum setting forth the conditions of employment of Wlllard R.Gege, v~s presented, and, on motion by Oouncilmau F~i~ht~ey, seconded by Oouncilmsm ¥~idder, which c~rried, the memorandum was approved. i6Te~RT 01~ ~YORS'~i~m~i~ING: ~yor Keithley reported on a meeting he had attended of ~ors of cities in this area. 5he purpose of the meeting w~s to see what action the cities would take to induce the State to turn back the ninety million dollars in acc,,w,~lated funds, to the cities am~ counties for post war use. The Resolution was re~d in full and was passed, adopted and approved by the follov~Ing vote, to-wit: ~es: Councilmen Keithley, Chase, Burnside, Kidder, Riesiand. Nones: None. J~bsent: None. SA~ DIEGO COUh~!T .WATER AUTHORITY TPJJ~SCRIPT: A transcript of the last ~eting of the "San Diego County Water Authority representatives and local citizens, held in Chula Vista, was given to each council member for their study. .REPORTS: ~r.Ray advised the council that he vould very soon present a complete report of city facilities and services, and also a summ~ry of proposal for Civil Service in order that maple tim~ for study might be given prior to the April election. OBJECTION TO AIRPORT SITE: Mz. Offerman and Mr,Farrel appeared before council, u~ging the city ~'o obj'e~' 'by Resolution to the location of the Airport being constructed on 51r. Cloyed's property. They discussed at length the hazards of low flying planes, -Da it was finally moved by Councilman Chase, secohded by Councllmsm Kidder, and carried, that City Manager Ray investigate the m~tter thoroughly and report back at the next council meeting.
