P~esent: Councilr, Au Keithley, Burnside, Riceland, Kidder. J~bsent: None. HI1ENG OF I~.WvrJ~l~) GAGE: I~r. George R~, City ~saager, advised the council he had hired ~.~r. Willard R. Gage to assist him in various duties subject to confirmation by the council. On motion by Councilman Riesland, seconded by Councilman Keithley, which carried, with Counci~E~n Burnside voting No, the employment of ~r. Ga~e was ~onfirmedo .~EPORT ON SA~ DIEGO COU~!~ W~I'~ ~UTHORITY: M~.Arthur Lynds appeared befOre the council to report on progress mede in selecting a locsl committee to investigate the water question thoroughly, end thus be prepared to act when the matter finally comes up for election in the City of Chnla Vista, it having been brought out in previous meetings to the council, that under the present set-up, the Water J~uthority could call for en election in such a manner that the City of Chula Vista would not have time to participate,by calling a local election. ~,~r. Lynds made the following statement, "In all sincerity I can state that the San Diego County Water Authority will nOt pull a sneak election". Council expressed itself as favoring the procedures now being followed to acquire knowledge and data relative to water ~EGE~N~.~21: Resolution No.721 was offered by Counc~l~ Kidder~ This is a Resolution e~pressing the need for additional public transportation service. The Resolution ~s read in full and passed, adopted and approved by the following vote, to-wit: Ayes: Councilmen Kidder, Riesland, Keithley, BUrnside. Noes: ~one. Absent: None. U.S.0.REPOP~: City Manager Ray reported that a session with representatives of the F.W..~. had failed to get a price anticipated for the purchase of the U.S.0.Building. Rockbottc~ price as quoted is $20,000.00, payable $8,000.00 down - bal~ce $~600.00 per quarter with 3% interest. ~r.Ray suggested that a possible solution might be that the city pay $10,000.00 and that the balance of $10,000.00 could be raised by popular subscription. ~I~I~E2~ TO FILL COUNCIL VACANCY: Councilman Kidder moved that the ~uatter of appointment' 't~ fill the vacancy in the Council caused by the resignation of k~r. Howe, be deferred for two wee~s. The motion was lost by the following vote, to-wit: Ayes: Kidder, Burnside. Noes: Councilmen Riesland, Keithle~. Discussion then followed in which ~dr.Kidder expressed himself as mpposed to the appointment of ~r.Don 0hase to fill the va~amey, it being aS~d that Mt. ChaSe was the proposed candidate. He stated that the Civic League had been or~ulzed to foster interest in city ~ffalrs, so representative groups would have the responsibility of ~.~aging civic matters. He said he objected to a smell clique having control and that he did not see how we could expect the people to continue interest if a clique is still adhered to. He further stated he thought we must get outside of personal friends for the sake of best interests of the city, evan though it hurts. He said he waS not voting against ~r. Don Chase, but against the principle involved. Councilman Riesland said that the city had stood one group for years, and it could certainly stud another now. ~yor Keithley told Councilman Burnside that, at the last election he had endeavored to get M~r. Timmons and ~r.Perkine elected, aud that if that was not a clique, then certainly this is not. ~yor Keithley further stated that the present ~en were elected three to one on principles, ~nd not personalities, and that as long as he was elected on these principles, he did not intend to appoint anyone v~no would not subscribe to the same principles, end that personalities had not entered into it. He expressed himself as being definitely against the principles subscribed to by his epponents at the last election. ~m~ayor Keithley then offered the name of Don Chase, and mo~d that he be appointed to fill the vac~ucy on the city Council created by the resignation of ~,~r. Vincent Howe° The motion was lost by the following vote, to-wit: J~yes: Councilmen Keithley, Riesland. Noes: Councilm~n Burnside, Kidder. Both Councilman Burnside and Co~uciLman Kidder stated that tb2ir "No~ vote, did not reflect any personal opposition to Mt. Chase, but rather against the idea of appointing a social friend to the vacancy.
