The Council met in R~gular session in the Council Chambers of the City W~ll, on the above date, with Z~ayor Keithley presiding. The Ordinance was passed, adopted and approved by the following vote, to-wit:- Ayes: Councilmen Keithley, Burnside, Kidder, Riesland. Noes: Councilmen- None. Absent: Counc~-~ Howe. ~P,PLICATION FOR TAXI C.~B LICENSE: ~,~. Vey Kilbo~ having applied for license to operate Taxi Cabs in the Cl"t~ of Chula Vista, and the application having been referred to the Chief of Police, who, after proper investigation, recoEmended its denial. It was moved by Councilman Riesland, seconded by Councilman Keithley, which carried, w~th Uouncilman Kidder voting No, that, in view of the recommendation of the Chief of Police, the application be de. led. }~r. Norman O.Buck presented an ~ppllcation to operate Texi Cabs in the City of Chula Vista, and, on motion by Councilman Keithley, seconded by Councilm-~ Riesland, which carried, the application was referred to the Chief of Police for investigation. j~PPLICATION FOR BUS FRANCPLI~,: The application was presented requesting the city to grant a Franchise for the operation of Inner City Bus Service over certain specified routes, by the California Southern Bus Company. After discussion, upon motion by Councilman Keithley, seconded by Councilman Kidder, ~hieh carried, the matter was referred to City ]~m~ger Ray for study. FI~L~TCIAL kEPORT: City ~ne~er Rmy presented a report of the financial trausactio~s of the city for the first five (8) months of the Fiscal Year. The report w~s ex.mined ~nd filed. RESIG~ITION OF CITY ~iTTOR~,~ ~ON-' MroKeith Atharton, City Attorney, tendered his resignation effective $~uu~y l, 19~8. Upen motion by Councilman Rieslend, seconded by Council~.~ Keithley, which ca~-~-ied, the resignation was accepted with regrets. ~.Atherton explained that he was resigning in order to ellow the retu~ ~ of ~. ~eWitt Higgs, v~o was on leave, and returning to resume his duties as City Attorney on J~uuary l, 1946. ~IYi~R PACE~?G CO~: On motion by Councilm~u Burnside, seconded by Councilman Kidder, which carried, permission to use their packing plant at Madrona and Landis for housing their workers, was denied, aud ~!r. Rmy instructed to so advise the Maurer Packing Company, expleinimg that the reasons for denial were based on State Housing l~gulations, Heslth ~nace, and firs hazerd. OFFER TO E~J~ICA~V~ STp~m-i,S: The clerk advised the Council, ~r.~hitney ~as desirous of deeding ~hir'ty (80) feet of the Westerly end of Iot 3l, Querter sectioh 136, to the city for street purposes. Upon motion by Councilman Kidder, seconded by Councilm.~ Rlesland, which carried, the clerk ~JaS authorized to write l~.Whitney, setting forth the conditions under which the street would be accepted. REPORT ON U.S. 0. ~lnutes of a Special meeting held at the UoS.0. Building ?~ednes'deM, ~ec'e~be'r ~, 194§ at 4 P.~., w~re read to the council. Discussion which followed, brought out the fact that the city ~s normally expected to budget approximately $6600.00 yearly for recreation, and that more then one-third of this amount should be chennelled directly for the U.S.O. activities. It was thought that if this one third w~re ~pplied to thc cost of a recreation director, that the balance needed to operate should be furnished by ~all inde- pendent groups with sponsors assuming responsibility. From prepared lists available, annual attendance has shown 89,000 for the past year. The question of purchase of the U.S.0.Building by the city was discussed, and it was ~greed that if the building could be purchased for a figure approxi- mating $7000.00, it would be wise to purchase s~ne. To all of the above council agreed in principle by the following vote, to-wit: Ayes: Councilmen Eeithley, Burnside, Kidder, Riesland. Noes: None. Absent: Councilman Howe, re signed. I~ECREATION C0~SION 'APPOIN~?~.NT: ~e Mayor appointed ~,~. James Loga~ and ~r~. ~wlght Gore as members of the Recreation C~ssion. On motion by Councilman Kidder, seconded by COU~Cilm~ Rieslend, which carried, the appoint- ~ents were confirmed. i~LTERATTON S~GN: On motion by Councilma~ Rieslend, seconded by Councilmen Kidder, which e~'rried, the clerk was instructed to have the words, "Business District- painted out on the l~rge Neon Sign which is erected on the Southeast corner of "E" Street amd National Avenue. N.O,,t~ FIRE ZONE: Council discussed at length the matter of converting all business zones into a~Number Two (2) Fire Zone. No definite action was taken.
