CITY OF CHUIA F~TA~ CALIF(~NIA~ HEID NOV~:~ 1~ 1945.
The Council mat in regular session in the Council 0bombers of the City
Hall, on the above date, with Mayor Keithley presiding. Tm~ meett~ was
celled to order at ~ o'clock P.M., Present: Councilm~n Keithley, B~rnside,
Kidder, Rieslaud. Absent: CpU~cilman HOwe.
Minutes of the Regul~_r meeting he~ October 8, 1945, adjourned regulsm
meeting of October 15, and the adJoui~ed regular meeting of October 29, having
been prepax~d and mailed to each member of the council, we~ approved as
prepared and mailed.
BT~3.~ PAID: After exmmimation by the Council, Warrants Nos.~80~ to
~&871 inclmsive, totalling $~8,14~.A4.00, were ordere~ paid by the following
vote, to-~it: Ayes: Councilmen Rieslamd, Eeithley, Burnside, Kidder. Noes:
None. Absent: Councilman How~.
Councilman HOwe appeared at thio time.
PE ,TIT~, 0N FOR OILING: ~ petition to widen a.a oil M. nkato Street, sig~ed
by a number of prOper~y o~mers in the vicinity, was preoentod. City Manager
Ray reporte~ that it wemld cost s~l~roxi~tel~ thirty-six (~6~) cen~ per
foot ~md that he had advised some of the sigmees to have a representative present
at the meeting to advise the amount they would be willing to contribute for the
oiling. No representative being present, on motion by Councilman Howe,
seconded by Oouncil*.-~ Kidder, vahich carried, Mm.Ray was instructed to contact
some of the sigmeas and sub.it an offer to do the work.
0LOSING OF I~%LK-WAY: A notification of closing of the walk-way between
2?6 and 2?8 ~lrd Avenue through to T~dis, in order to comply wl~h the laws
aud regulations concerning same, was presented. The above was ordered filed.
P~G C0~crMSIGN NINUTE~: Mt.Edwin Ys~ger having p~eoented = tentative
map to the Planning C~-..~=sion for approval, amd the C~mm~osion having refused
to approve soma, appeale~ to the Council to accep~ the tentatiwW Map, setting
forth his reaSons in a co~mmmication dated November 12, 1945.
After m~¢h discussion, upoh motion by Councilm-~ Howe, seconded by
Councilman Bornside, which carried, Council approved the sizes of the lots aa
shown on the revioed tentative map covorivg Lot 15 in Quertersection l~ in the
City of C~-,la Vista, ~abmitted by Mn. Edwin Yawger, November 15, 19~5. This
being a preltmtuary plat, and' not a fi~l map. The motion was passed by
the following vote, to-wit: .~yeo: Councilmen Howe, Burnside, Kidder, Riesland,
Keithley. Noes: None. Absent: None.
A~I~,0 ,RIZ~NG AROHI~OT TO C0t~/EhL~E: On motion by Councilman Keithley,
seconded by Councilman Rlesland, which carried, Mm.E.Oharles Parke was authorized
to commence preparation of the plans far the Civic Ocnter Building to be located
on the site known as the Easterly half (Ely~~) of Lots 15 and 14, in Quartersection
149, in the City of Ohula Vista.
The motion ~as passed by the following vOte, to-wit: A~es: Councilmen
Keithley, H~ve, Burnside, Kidder, Rleslaud. Noes: None. Absent: None.
POLICE D~JFARTMENT BOND: City l/smager Ray reco~muended that a Security Bond
be purchased for the entire Police Depsr~zent, whereupon it was moved by
Council~ Kidder, seconded by Councilman Rieslaud, and carried, that the clerk
be instructed and authorized to secure s~w~ as recommended.
APP0~I~,~I~T OF POL~C,E CH~EI~: On recommendation of City ~ager Ray, 2~{.S.
Taylor was appointed' Chief of Po'l'ice at a salary of $250.00 per month, aud
trader the terms mud conditions of au ~gree~nent on file with the City Clerk,
and that Carl Feeney be appointed Llcutenaut of Police at a selary of $225.00
per month, ~ud under the terms aud conditions of the same agreement. The
appointment was made ~n~ confirmed by the following vote, to-wit: Ayes:
Councilmen Riesland, Keithley, Howe, Burnside, Kidder. Noes: Councilmen: None.

T~.~z,~NATION OF LEAVE: Mr. C.S. Patterson, by let~r, infoxlned the Council
that he would report for duty on December ll, 1945, this being the date of
texm~tuation of his leave of absence from the city. ~e eo~ication was
filed.
.PIAh-N~G C0~'~ APPOIlII~T: Mayc~ Eeithley appointed Nra.Louise lm~ay
to represent the Library on the building plaguing committee. On motion by
Counc~lm.~ Howe, seconded by 0ouncilme. Eeithley, which carried, the appointment
was confirmed.
.t~$I~AT~0N F~0M umCI~EATION C(~$~f~__0N: The resignation fr~n Mr.Oecil
~parling from the Recreation Commission, was read by the clerk, and on motion
by Counct~m-~ Keithlay, seconded by Oouncilma~ Barnside, which carried, the
resignation was accepted.
DIv'~ION ~F HIG~.?~S: A ccm~Anication from the Division ~f Hlg~ays calling
attention to the necessity of permit fx~m the city before gr~nting frauchiaes
on State Higl~aya, ~ms read and ordered filed.
APPLTo.~ FOR T~XI: An application to operate Taxi Cabs in the City of
Chula Vista, was presented, signed by Mr. Vey L.~[ilbottrn. Upon motion by
Cou~c~lw~n Eeithley, seconded by Oounc~lm-~ Howe, which carried, the application
was refex~ed to the 0bier of Police for further investigation.

These were presented to the Council for their inspection.
,t~S. T~IATIGN 0F COUNC17J~tN HOWE: Councl~ Howe tendered his resignation
from the City Council to take effect thirty (30) days from date, stating as his
reason, that he Wl~ moving his fsmily to Ia Yolla.
Upoh motion by Councilman B~side, secended by Counci~ ~.ldder, ~mich
carried, the resignation was accepted with regrets. Ma~or Weithley stated that,
while they had not always agreed on civic matters, he felt that he expressed the
sent~.~ut of the entire council in thsmking Mr.Howe for his sixteem (X$) years
of service to the City as a Councilmau.
City Manager Ray expressed his regrets that Mr.Howe felt it necessary to
resign at this time, as he felt that they had only recently under.cocci each other,
amd that he was Just mow experiene~.g the spirit of cooperation which he so
earnestly desired.
City Attorney Atherton also expressed his thanks for Mr.Howe,s cooperation
in the past.
City Cle~ Bryant, stated that it has been his pleasure to serve with Mr.
Howe - first as a fellow councilman, and for the past five (5) yeax~ as City Clerk,
and that he personally wished to thamk Mr. HOwe for his cooperation and understauding.
.SAN DIEGO COUNTY ~ AUTHORITY: Councilmmm HOwe state~ that he was
very much alarmed over the position which the City of Chula Vista occupied relative
to the ~au Diego County Water Authority. t~ said the Authority has the righ~
to spe~ millions of dollars and obligate Chula Vista without the city having
any say in the matter. He f~ther stated that, even if water was secured,
the city,being unable to distribute it, would have to pay for storage i~ the
Sen Diego City dams, with no prospect of being able to use the ~mter.
He suggested ~hat the City F~ma~r should be in close contact with the issue
as he is the one ~bo will receive the b]~,~ for a~ything that goes adversely
to the city. He further stated that, in his est~m=tlon, the city should either
quslify its position, or have ~n election very soon and withdraw from the
Authority.
U.$.0.BUILDIE~. The matter of disposition of the U.S.0.B~ilding w~s again
discusced, ~md council was of the opinion that the matter should remsin open so
further negotiations might continue.
ORD ~I}!AN,C~. ~0.~1: VACATING PORTION OF GLOVER AV~,N]E! CI~dY~ VISTA:
On motion by Councilman Keithley, seconded by Councilmen Riealend, ~nd
c~rried, 0rdin~uce No.~§l ws.s placed on its first reading.
OF~ OF ~Nm~VIGES: Mr. Csmplain, a new citizen in Chula Vista, and now
associate~ with Zuter~al ~eveuue Office in San Diego, appeared before Council
stating that he had had experience in water affairs and would like to offer his
services to the city as a citizen. Council th-~ed l&r.~plain for his offer
and =ssured him tha~ his services would be welcomed ~f occasion srose in the
future.
