OCTOBER 6, 1931.
The Council met in regular session in the Council Chamber of the City Hall, on
the above date, with Mayor Done presiding. Meeting called to order at 7:30 p. m.
Present: ~ayc~ Done, Councilmen Howe, Lyons, Bradley, Conyere.
~INUTES 01~ PREVIOUS ~TINGS: The minutes of the last regular meeting of Sep-
tember l, 19~l, aud of a special meeting of September 18, 19~l, having been read by
each member of the Council, were approved as written and read.
VACATION~: Upon motion by Cl. Conyers, seconded by Cl. Lyons, which carried, a
vacation was granted to Ly~u Love, of the street depe~vtment, for a period of one week
commencing October 1~-, 1~31; also, to Fire Chief Smith for a period of seven days, a
such time as he may a~range his work. Both vacations to be with full pay.
P~IODICAL REPC~T~: ~he Monthly Reports of the CitynYudge, Fire Chief and Chief
Police, and the Quarterly Reports of the Chief of Police and City Treasurer, were pre
sentod and o~dered filed.
VETERAR~ OF FOREIGN WARS, A~B FC~: In a letter, which was read, the Robert H.
Scholar Post, Veterans of Foreign Wars, asked the city for $~.00 to assist in the pu
chase of instruments for a &rum and bugle corps. Upon motion by 01. Conyers, seconde

CHRISTMAS ~tEE: The lo,al Chamber of Commerce, by letter, asked the city for a

ENCINITAS ~ SHOW: The local Chamber of Cmmnerae, by letter, asked for an
orization of $150.00 to defray the expenses of an exhibit at the Encinitas National
Show, to he held the canning winter. The matter wqs tabled, with no action.
GHULA VISTA FLOWER St~0W: The Chula Vista Womn~'s Club asked for a~ expenditure
$100.00 to help pay the expenses of its a~-ual flower show, to be held here thio ~ext
spring. G~anted, upon motion by Cl. Howe, seconded by Cl. Lyons, which carried. Thi~
expenditure to be in an amount not exceeding $100.00, with bills for the expenditures
be s,~,,~tted to the city for payment.
~T.w'S ~w!f~S ON S~P~EET.~: The local Chamber of Cmmmeree, having erected a numb~
of flags and b-n-ars a~ross Third Avenue, in celebration of the Elk's Convention to h~
in San Diego, presented a bill for $~1.97 to pay for the expense of said banners. Th~
reqnsst for payment of the bill was denied, upon motion by Cl. Howe, seconded by 01. (
yers, which carried.
C0~Z~T CI~J~: City tudge Lowell Howe presented a bill for $~-0.00, which amount !
had paid fr~n his perso~-~ funds to former Court Clerk Aeason, now deceased. It deve~
that the court clerk, w~lle ill, prior to her death, had been paid the above mentione~
amount by tudge Howe, although she had not performed any duties, the Judge having done
her work for her. ReQuest granted upon motion by Cl. Oonyers, seconded by Cl. $e~Fe~
Bradley, which carried.

T~iT~U~S IN BUrLnINGS: The Goun~yAgricultmu~al Commissioner, by letter, called
tion to the fact that since August 14, 1931, the county authorities have no control
termite operators in the county, and warned the city against the operations of unsorup~
persons in this 01ass of work. Referred to the Building Inspector.
FLY NUISANCE: The local Chamber of Oo_n~e_rce, by letter, celled attention to the
presence, in the city, of an unus,,~l nt~nber off_lles, and believe ~he nuisance to be
caused by the use of a certain grade of fertilizer by some of the orchardists. Matter
referred to City Health Officer.
E~DGING IN BA~: The clerk presented a letter from the U. S. Engineer, at Los ~
advising that he believes the government will undertake the work of dredging a channel
in the bay, to Ohula Vista, and asks if this city is prepared to furnish its share of
the cost of the work, $5,000.00, if the work is started during this c~,tng winter; or
can the city assure the government that it will pay the amount me~tioned. Clerk instr~
to write the U. S. Engineer, assuring him that this city will pay the above mentioned
cost to the government, if the work is perfox~ned, but that it is too late now to raise
the funds by direct ~axation, the tax rate having been fixed for this year, and that it
cannot bring the matter to a vote of the people, until it is ascertained for a certaint
~hat the work will be performed. This amount can be raised in next year's taxes, or i!
certain that the work will be performed, a bond issue may be put through.
0RDINA~ No. 218: Upon motion by 01. Conyers, seconded by 01o Bradley, whieh
tied, 0rdina~e No. El8 was placed on its second and final reading. It was read, and
p%ssed, adopted smd approved, as read, by the following vote, to-wit: AYES: 01. Howe,
Lyons, Brq~ley, Oonyers, Dons. N~ES: None. Aw~.NT: None. This is an ordinance fixln~
the tax rate for the year 1931-~.

carried, the city tree warden was authorized to obtain gasoline and lubricants, from th

POLICE FI~ PRINTING 0~£'~'IT: The Chef of Police asked the city to purchase a
gar printing outfit, at a sost of $100.00. Upon motion by 01. Bradley, seconded by 01.
Lyons, which carried, the purchase was authorized provided that at the end of this pres
month, sufficient ~,~.ts r~m-~ned in the police budget to ma~s the purchase.
