~I~JfES OF A REGULAR ~TING OF THE CITY COUNCIL OF CHULA VISTA, CALIFC~IA, B~.LD JANUARY 5, 1932 The Council met in regular session in the Council Chamber of the City Hall, on the above date, with Mayor Done presiding. Meeting called to order at 7:30 p.m. Present: Mayor Done, Councilmen Howe, Lyons, B~adley, Conyers. MINUTES OF PREVI0~S ~n~,TINC~: The minutes of the last regular meeting, havin~ been read by each member of the Council, no changes or corrections being found nec- eseery, were approved as written. PRINTING: Bids for the printing required by the city during the current calend yee~, were opened and declared as follows: The Chula Vista Star, Denrich press, Robert R. Meldaw, Morgan D. 0'Connell. After considering all bids, the award was made ae follows: Denrich Press, P.000 Letterheads, $9.00; l~0 Tax Statements, $20.00; l~O0 Bail Receipts, $ll.§O; A00 Registration Forms, $6.60. The Chula Vista Star, Delinquent ~ex List, 90 cent per parcel; Legal notices, ord~n-nces, etc., 80 cents per column inch for first in sottish, and 50 cents per col%mm inch for each subsequent insertion; 2000 Assess- merit Notices, $16.00; 1400 Weed Cleaning Notices, $11.00; 1000 Weed Glossing ~ills $5.00; ~-000 Co~t Ocm~laints, $15.25; 1000 Tax Assessors Notices, $5.00; 1000 Jail Forms, $10.00; Printing 25 espies of each Ordinance published, on news print, and one espy on Ledger sheet furnished by City Clerk, $5.00; Printing 100 Church · x~a~tion RI,~a, SA. 00. ~ls award was made upon motion by Cl. Conyers, seconded by Cl. Howe, which carried. WA'AmA~ FROM SEWER PLANT: Mr. E. Melville, verbally informed this Cooncil that he was representing a party who desired to lease .~1 the land lying between G Strse and the land owned by the Pacific Cottonseed Products Ocm~any, and between the Bay and the Coronado Belt ~in$ railway. This party would like to use the water from th City's Sewer T~eatment Plant, and will put up a bond guaranteeing that the water pipes will be replaced in the same condition as they are now in, after he is throug with the project. He will pay for the water and desires a oontract for five years. Beferred to Cl. Oonyers to investigate, ascertain the amount of water now wasting, fix a pries for same, etc. Owrmw OF POLIGE: Chief of Police Clyne having been asked to resign his offi by Cl. Bradley, who is in charge of the Poliee Departm~.nt, on his behalf Mr. A. L. Kendall presented three petitions, signed by s--~_ ~07 property owners and voters, requesting the Council to rescind its action in asking for Olyne's resignation, and retain him in office. Mr. Walter M. Sharp was given the floor and recommended Clyae to retain his office; that he be given a square deal; that it would be a sad nzteth]cs to discharge him; that Clyne did not know that these petitions were being circulated. Cl. Bradley stated that he was in favor of demoting Clyne to the position of traffic officer, and that Cl.vne had agreed to that proposition. 0lyric denied that he had so prc~mised, but that if he could best serve the city as a traffic offieer, ha would accept such a position. Clyne further sta~ed that he has been riding traf. rio regularly, but that his men hay& been going over his head to other members of the Council. Cl. Lyons asked Clyne why he had not reported this infraction of the rules to the Council. Cl. Howe asked what mashers of the Council the men had appes~ to. The audience, which filled the 0curtail Ohamher, Having taken the matter into its own hands, were informed by Mayor Done, that this Council WaS holding this hea~ ing, not the &udienee. Cl. Bradley read some charges he had against Clyne, to the effect that Olyae did not have the cooperation of the Poliee force; that he, (01. Bradley) although being in charge cf the Police Depar~ent, could never ascertain f~om Clone what ac- tion the Police Department were taking in any ease ,m~er observation; that the way the B--~ of America robbers were handled, was not satisfactory; no action in the resent Chula Vista robberies; direlection of duty in ordering a party to from property owned by Mr. R. A. Conforth: on ~a ~....~ ~--~,-.- ~ Nee'ting of January 5, 1932, Continued. POLICE B~OADCAST: A letter from the Manager of Operations of San Diego, was read, in which this city is invited to participate in a police broadcast by the City of San Diego, the original cost to be $~00.00 to this city, and $100.00 for the in- stallation of raido receiving equipment on each police car. No action was taken. TIDE LAL~DG: The Deparl~ent of State Lands, by letter, notified this city that the city has jurisdiction over the construction, alteration and maintenance of strut' utes on the tide lands, which have been granted to the city. This in accordance with Chapter AOE, Statutes of Cslifcmnia, lg$1. BOARDS AFPOI~: The Nayor nominated R. Y. ~arton, ~. T. Skinner, Dr. F. E. Ashcroft, Cl. W. T. Lyons, as members of the Pl~bers Examining Board, for the curre: yea~. Also, R. Y. Wharton, H. L. Sones, Cl. W' T. Lyons, as members of the Electri~ ians l$~nmtn~ Board, for the current yee~. The nominations were confirmed upon motion by Cl. B~adley, seconded by Cl. 0onyers, which car~ied. PLANNING COi~S~ION: The terms of office of Wm. N. Drew, Fr~k A. Taylor, ED. T. Smith, having expired as members of the Oity Pl-n~ing C~m,~ssion, Mayor Done appointed Mr. Drew to succeed h~elf, and Mr. H. G. ~eOrea as a member of the Ccm~ mission, each to serve for a term of four years. The nomination was confirmed upon tion by Cl. Oonyers, seconded by Cl. Lyons, which carried. Auother member will be appointed when recommended by the Planning C~fssion. ROAD TO COTTONS.V. En PLANT: The Santa Fe Railway Company, by letter, asked the council to properly grade the city road leading to this plant, at Bay Boulevard, in order that people will stop crossing the land of the Samta l~e. Referred to the Oity Engineer fc~ action. S~EET ~zq: ~ee Warden Elliott presented a letter from Nr. W. A. O'neill asking permission to remove the eucalyptus trees in front of his property, at H Stre. and ~nd Avenue. Mr. Elliott, also, requested permission to have the trees removed from the front of l?~ E S~reet, which are hindering the growth of a walnut orchard at that point. Both cases referred to the tree warden with power to act. PLANNING O0~SSIONMINUTES: The minutes of a meeting of the Planning Gosh- mission, held December $1, lg$1, were presented, and the only action required by thl council, was in connection with widening Third Avenue, north of Davidson Street, on the East side. This matter referred to the city engineer for an estimate of the cos of replac~n~ the sidewalks and curbs. PEHIODICALBEPORTS: The An,,,nq Report of the Fire Depe~rtment, the quarterly report of the Chief of Police, the City T~eaeurer, and the monthly repo,'ts of the Fl Dept., the Chief of Police,end City Judge, for the month of December, 1~1, were or& filed. S~EET LIGHT~: The street superintendent reported on the street lights re- cently order installed, that one each will be placed at 4~h-ea~ Del Mar end J, and 4th ~ J, without cost to the city. FIRE ENGINE: Upon motion by 01. Howe, seconded by Cl. Bradley, which carrie. the Fire Department was uthorized to have the Fire Engine repaired and overhauled, a a coat of not to exceed $200.00. ACTING FIRE C~: Upon motion by Cl. Bradley, seconded by Pl. Howe, which oma-tied, the salary of the Acting Fire Chief is fixed at $175.00 pe~ month, from Yam 1, lg$2. This to be effective while there is an acting chief, in the qbsenoe of the regnl~r fire chief. BILLS: Upon motion by Cl. Lyons.
