of a city manager, he was definitely opposed to the ~polat~nt of Mr.~eorge t~y
as such. Couno~-~ Bieslasd ndd~essed the endless s~yiag that he had been
elected to his office on . platf~r~ of better streets, sewer facilities =-d
recreation, amd that, in his opinion, this p~ogram could best be sex~d by a city
