CHUIA V-~STA COUNCIL, !~N THE CITY OF CHULA VISTA, CALIFORNIA,

The Council met in regular session in the Co~ucil C~ber of the City
Hall, on the above date, with Mayor Eeithley presiding. The meeting wes called
to order at ? o'clock P~M., P~esent: Counc~l~n Keithley, Howe, Burnside,
Riceland, Eidder. Absent: None.
Minutes of the Regular meeting held March l~, 19~, having bee~
prepared end mailed to each member of the Council, were approved as prepared
and mailed.
Minutes of the Planning Co~mtssion held April ~, 1940. having been
prepared and mailed to each member of tbe Oou~lcil. were approved as prepared and
mai led ·
IET~£~: The clerk presented a letter from the City of National City,
accepting the offer of the City of C~ula Vista to board end dispose of animals
for the City of National City at BO centS per d~y for board and $1.00 each for M
disposal.
The clerk also presented a letter from the ~weetw~ter Union High School
District, sig~ed by Y.M. McDonald, Superintandent, offering to pay for the s~lery
of a qualified member of the Recreation Staff, now serving, up to an ~mouut
not to exceed $~00.00,.
BTT~TM P~I~: On motion by Cou~cilman Kidder, seconded by Counciln~u
Rieslaud, ~ai-a~n~----~s~l to AAO~, in the tot.~l m~ount of $1E~,z74.9~, were
ordered paid. The motion was approved by the following vote, to-wit:
~yes: Councilmen Kidder, Riesl~ud, Keithley, Howe, Burnside. Noes: None.
~bsent: None.
CLrRFE~ PROTE~T: A group of citizenS appeared before the Council to
protest againSt the action of the police in enforse~ent of the curfew law.
The question involved was, whether or not a sister of one of the boys could
chsperon a group mud be responsible for them if held out beyond the hour of curfew.
Co~ucilman Howe stated he could not conceive of any protest being made if this
sister accompanied the group. However, discussion brought forth the fact that
this is contrary to the wording of the 0rdin~uce. No definite action wes taken,
however, and the group left with the impression that, if the sister of one of the
boys accorQpanied them under normal clrcumstauces, they would not be molested.
~0C~ EZ~PT: The clerk presented to the Council, the matter of exempting
dogs returned from the w~r theatre, honorably discharged, being exempt from charge
for dog license. ~s most cities are exempting returned veteran dogs, on motion
by Councilman Kidder, seconded by Councilman l~iealand, v~ich carried, the clerk was
authorized to license, without fee, all returned veteran dogs, upon showing of
proper papers.
ADDITI.,0NAL ,CABS.:. The clerk was authorized to write a letter to the 0.D.T.
to assist Mt.ThomaS in the procurement of two additional cabs for use in the City
of Chula Vista.
NATIOI~LL AVENUE ~IG~: The clerk was ~nthorized to have Nr. McC~ea paint
the Neon Sign at the corner of National ~venue and "E" Street.
LEAGUE D~:, The question was brought up ~s to the matter of whether
the City should ste~d expense of dinue~S for the wives of those men eligible
for atten~-~ce at the I~ague dinnerS. Short discussion followed without ~uy action
taken~
SE~ER PLAINT 0~0R:
On motion by Councilm~ Nurnside, seconded by Councilman Riestand, which
carried, Street Superintendent love was ~thorized to hire S~nuel Mikesell ~s
Sewer Plant Operator, at a salary of $240.00 per month for the balance of the
existing budEet year. This was necessary because the Federal Public Housing
Authority had requested that the city take over the operation of the plant
i~nediat ely.
0t~) ~INANCE N0.3~l: CHANGING CHARGE FOR LICEI~ING. DRY CTE~NING TRUC~S:
~on mption by Councilw~u Howe, seconded by Council~ Burnside, which
carried, Ordinance No.341 was placed on its first reading. The Title was read
in full, and each member of the council having read the Ordinance personally,
on motion by Council~-n Howe, seconded by CoLtucilman Keithley, which carried,
further reading of the text was w~ived.
~BUS FRANCHISE: The city attorney reported at some length on the
progreSS made toward franahising buses within the City of Chula Vista.
He reported legislation now pending in Sacr~nto. He stated further that
a meeting had been called for ?.30 p.m., Wednesday evening in National CS y
for all parties interested to discuss the matter at length.
A~, ~0URI~T: Upon motion by CounciL~au Riesland, seconded by
Councilman Kidder, ~ich carried, the meeting adjourned sine die.
