The Council met in regular session in the Council Cha~ber of the
City of Chula Vista, City Hall, on the above date, with~ayor Keithley
presiding. The meeting was called to order at 7 o'clock P.Di. Present:
Cou~cilm~ Keithley, Howe, Burnside, Riesland smd Kidder. Ahsen~ None.

TOPPING 0F .T ,RE~: The clerk was instructed to notify D~r. No~n~ of
the Park Department, to proceed with the topping of those trees in the library
park which were ~oparemtly unsafe, ~nd that he be ~uthorized to procure the
necessary help to do ss~e.
,S~ ,C0~ING SEOOI~D ~VENUE: k~.Edward Barrows appeared before council
to request that Second Avenue be seal coated from Seavale Street NorSh to city
line. ~r.Love being present, sSated that the street did not need repair, only
patching, ~ud that he would investigate the matter at once.
C~Bf~GE ~d~D TR~, RE~0VAL: A proposal of ~. W.L.Bur~side to collect
the garbage and trash within the city of Chula Vista, was read by the clerk.
He stated that he would purchase new equipment ~ud had enough manpower available
to operate san~.
~,~. ~o0. Smith then stated that he ~lshed to mnaud his proposal to
include the payment of 1~% of gross collections for trash.
~ir.Hynum being present, stated that he would use the Nation~l City
Dumps a~d dispose of garbage outside the city limits.
~,Lr.~,Likkelson then stated to the Council that he had investigated ~r.
Hynum's work in San Diego, ~zud that he highly recommended his service and suggested
that tt~ city grant ~r.PIynum a franchise. On motion by Councilman Riesland,
seconded by Cou~cilma~ Burnside, which carried, the contract for garbage and
tr~sh removal within tt~ city lin~its of Chula Vista, from October 9, 1944 to
December 31, 1947 at not less tl~n present rates, be grHnted to I.~r. I~ynum and
~r.Proctor, ~ud that the City ~lttorney bo instructed to draft ~ franchise ~nd
present s~ at ~ext cou~cil n~eting~

~0 foot strip om ~iclntosh Street for street purposes, ~d on r~otion Cou~ci~an
Ho~, seconded by Cou~ci~o~u Kidder, which carried, the City AttoLr~ey
instructed to procure deeds for sazm, at ~hich time the council would formally
accept same by Resolution.
DRIVEWAY 0~ TI~LI~D ~VE1VOE: i~k%'~illi~ Drew requested permission to
cut a curb for driveway on Third Avenue ~nd Davidson Street, but the r~atter was
referred back to l~.Drew with the request that more detail be furnished.
P~I~ING TI~ I.~ET: ~ir.A1 Forbes appeared before council to con~plain
that he received a ticket for over-parking on 3rd Avenue where no meters were
installed, he stating he based his complaint on the fact that there were ac sig~s
desig~ating t~ hour parking only. After some discussion ~t was moved by
CoUncilman Burnside, seconded by Councilm~ Howe, smd carried, that where no meters
were installed in the business district, parking tim~ limit should be one hour,
instead of two hours, ~ud that the City Attorney be instructed to draft au
amendment to the present Ordinance, amd further, that tha Chief of Police cause
to be s~encilled on the posts where no me. rs are located, a sign reading,
"One Hour Parking".
