VISTA COUNCIL~ IN ~ CITY OF CHULA VISTA, C~tLIFORNIA, ~PRIL 10, 1944
The Council met in regular session in the Council Ciz~uber of the
City of Chula Vista, City Ir~all, on the above date, with 5~yor Howe presiding.
The meeting was called to order at 7 o'clock P~.I., Present: Councilmen
Howe, Perkins, Tin~ons, Burnside, Kidder. Absent: None.
The minutes of the regular meeting held March ]J~, an adjourned
~eting heTM ~,~arch E1 and off, etch 28, 1944, having been prepared and mailed,
were approved as prepared ~ud n~ailed.
The City Clerk, Herbert V.Bry~ut, requested permission from the City
Council, to leave the state, end, on motion by Council~n Howe, seconded by
Councilman TiEEons, vahich carried, permission was granted.
tl~I~2~SION OF BUS SERVICE:
The clerk read a letter from i~!ayorThatcher of National City, c~lling
attention to, m~d enclosing copy of a letter which t he City Council of National
City had transmitted to the San Diego Electric Railway Compa ny, reqUesting
additional bus service on National Avenue from 18th Street, National Git'y, to
the south city limits of 0hula Vista. The answer to 2?Lr. Thatcher's letter
was also read, in which it was stated that no further extension was possible
at this time. The letter was filed without further comr~ent.
Judge ~iurray l~LCampbell appeared before the Council to explain the
difficulSy he was having over complaints against Juveniles, amd cited one case
in particular in ~hich a Juvenile had been arrested on numerous Complaints, ~ud,
after reference to the juvenile authorities ins an Diego, in each case no
action was taken against the defendant, and he was at large aud allowed to
continue violating the law. Judge CanSell requested the council to authorize
him to impound the defend~ut's se_v in case of any future complaint, and held it
until defendant becam~ 18 years of a~. He thought in this n~nner that it
might be shown the defendant that he was not in~nune to the prOvisions of the law.
The City J~ttorney then advised the council that, in his opinion, this could not
be done legally. Thereupon it waS decided that ~i~yor Howe would arrange for
a personal interview with Judge Turrentine and see if a solution to this problem
could not be reached.

The clerk read a letter from J.~.Tyler, in which he offered to paint
the Flag Pole in the City Plaza for $20.00. Upon ~otion by Councilman ~
Burnside, seconded by CounciLman Kidder, vhich carried, the bid was accepted

Police Commissioner Tinmaons requested that a provision be made for
"No parking" on the southeast corner of Center Street and Third Avenue. C~
n~otion by Councilman Tin,nons, seconded by Councilm~ Perkins, which carried,
the request was g~anted, and the city attorney instructed to confer ~lth the
Chief of Police and draft the necessary Ordinance or Resolution for same.
RE~U~T, ~, ~_FOR ,BALL PARK LIGHTS: There having been a request to t~be Council
for the turning on of the Ball Park ligats, u?on motion by Council~n~
Ti~luons, seconded by Councilman Kidder, which carried, the city clerk was
authorized to have the lights tubed on, and else that the street departr~t
~ould clear the lot of excessive ~eds for one time only st its earliest
opportunity.
Councilman Timmons offered Resolution No.684, This is a Resolution
cancelling eroneous assessment against t he Bauk of America. The Resolution
was read in f~ll and was passed, adopted and appreved by the following vOte, '~
to-wit: Ayes: Councilmen Tinmons, Perkins, Burnside, Kidder, Howe.
Noes: None. Absent: None.
