The Council met in regular session in the Council Chamber of the City of
Chula Vista City Hall, on the above shown date, v~ith ~yor Howe presiding. The
meeting was celled to order at 7 o'clock P.~,t., Present: All Members.
~ING CO~ON I,~NUT~: The Clerk read the minutes of the Planning
Commission meeting held ~ugust 3, 1942, ~nd, on motion by CounciLman Perkins,
seconded by Councilm~n Burnside, ~ich carried, they were approved as read.
~T FOR ~' EXT~ISIO~: l~rs.~illiam Field, property ovmer in
Bay Villa Tract, appeared before the Council to request that Walnut Street be i~preved
to its southerly terminus. Street Co~muissioner Perkins assured ~rs. Field that ~u
investigation would be made amd a report mede to her as soon ~s possible.
~RE~ FOR~._SURGICAL ..IN.S.TR.L~TS: Dr. $ohn ~cconsl~=~ presented a request
for authority to purchase surgical instruments needed for casualty stations in connection
with Civilian Defense. The estimated cost to be approximetely SB~O.O0. Councilman
Perkins, Civiliau Defense Director, advised Dr. ~cCauslaud that application had been
~ade to the Government for these instruz~ents, ~ud, that should they not be forthcoming
in a short t~e, favorable action by the council could be ez~pected. Councilman
Perkins at this time, advised the Council that it was his intention to very shortly
tender his resignation as Ci~ilien Defense Director. He stated that he was drafted
for the position end had org~ized the Defense Program to the best of his ability,
sparing neither tim~ nor expense, but felt that he co,~]d no longer devote the t~m-
which ~ould be necessary to carry on the work to its fullest efficiency. He ex-
pressed his appreciation for the assistance and cooperation off,he Council during his
term of office.
_~E~t,~SSiON FO.R ,B~ih~iER: On motion by Councilman Dupree, seconded by
Councilman Tirmuons, which carried, the Red Cross was given permission to erect a Banner
across Third Avenue, provided s~ met ~lth Safety Standards.
TIDE LANDS .IF_J~E: 2~. Nottbusch,J~r. , ~gain brought up the subject of
lease of Tide Lands to the Rohr Aircraft Corporation. %~fter discussion ~ud tentative
agreement on terms, the 0ity Attorney ~as instructed to ~rk with D~r.Nottbusch in the
drafting of a lease for action at a later meeting.
ORDINANCE NO.~0?: 0rdi~ence No.~O? was placed on its secoml and f~n~
reading. "~he' 'O'~di~'ance was in its exact form as when placed on ~ts first reading
Yuly ~0, 19~, and, the title having been reed in full, upon motion by Councilman ~
Ti~nons, seconded by Councilman Burnside, which carried, further reading of the
Ordinance was waived. The Ordinance was passed, adopted and ~pproved by the
following vote, to-wit: ~ves: Councll~n Timmons, Dupree, Perkins, Burnside and

ORDINANCE NO.~0@: Ordinance No.~08 was placed on its second cna fi~-!
reading. The Ordinance was in its exact form as when placed on its first reading
Yuly 20, 19~2, and, the title having been read in full, upon motion by Council~n
Dupree, seconded by Councilm~n T~mmOns, which carried, reading of the Ordinance ~
was weived. The Ordinance was passed, adopted and approved by the following vote,
to-wit: Ayes: Councilmen D~pree, Perkins, Burnside, Ho~e and T~ons. Noes:
None: Absent: None.
ADOPTION OF 19~2-19A~ BLU)GL~: Upon motion by Councilmen Perkins, seconded
by Council~'~" 'T'~ons, which carried, ~the City Council adopted the following informal
budget as a financial guide for the benefit of itself and the members of the various
City Departments for the Budget Year 19~B-19~ - Octoberl~9~B to September $0, 19~.
There being no m~ndatory budgstsl'y requirements or procedure set forth by law
for the operation of a city of the sixth class, said City Council declared that
the respective ~mm~ set forth for the purposes enumerated are not to be considered
as appropriations or allocations of money and that the figures herein contained
are subject to ch~ge at ~Ach times as the City Council shall determine.
ORDINANCE N0.309: 0~ motion by Council~-~ Timmons, seconded by
Councilman Burn.side, which carried, Ordinance Noo309 was p~aced on its first reading.
This is an Ordinance establishing tax rate for the Fiwcel Year 1942-1943.
~ MAI~A?~NGE: Street Commissioner Perkins brought up the matter
of lack of ftmds for Sewer ~aintenance, aud the City Attorney was requested to
investigate ways and means and report back to the Council at its next meeting.
CLAI~ OF MR. VERNE MC~N: The City Attorney advised that he had
investigated thoroughly the matter of the claim of ~r. Verme ~cL®an for return of
City owned Mstor Cycle, ~nd roc(-,,.~nded that the claim be denied. (~ motion by
Oouncilm~ Dupree, seconded by Councilmen Tlmons, which carried, the claim was
thereupon officially denied.
