The Council met in regular session in the Council Chamber of the City ~1, on the above shown date, with ;~yor Ho~e presiding. The meeting was called to order at ? o'c$ock P.M., Present: Ail m~mbers. The minutes of the regular meeting held M~y 11, 1942, having been prepared and ~iled to each raember of this Council, ~er~ approved as prepared end mailed° The minutes of the Plenning Commission ~eeting held June 1, 1942, were re~l by the Clerk, and approved as read. BAY i~L0~NOR SUBDI~ISiQN: The final map of B~y ~anor Subdivision ~s presented to the Council for approval, and, on motion by Counc~l~n Ti~Eons, seconded by Counei!~ Perkins, v~ich carried, the final map was accepted, and the Clerk authorized to sign the map° ~ .CROSS: The Clerk read a letter from Mrs° Augustus B.Starkey, requesting aid in the pUrchase of an automobile for the local Chapter of the Red Cross. Upon motion by Councilman Perkins, seconded by Counci~n T!w~nons, which carried, an appropriation of $250.00 was authorized, providing the City Attorney found that such au authorization would be legal. 0B~ATION POST: Police Chief Kelly, explained briefly the operation of our Listening Pests for this territory, stating that one of the individuals had been to considerable expense in erecting a shelter for same. He reqUested en appropriation of $7~.00 to reimburse this individual, and, on motion by Councilman Burnside, seconded by Counci~m~n Dupree, ~hich carried, this ~ount was authorized, to be spent, providing the City Attorney found same to be legal. CI¥1LIAN .~ENSE. On motic~ by CounciLman Timons, seconded by Councilman Dupree, which carried, the sum of SA00.00 was authorized to be set ~slde from the General Fund for the use to pay expenses incurred by the office of Civilian Defense in the City of Chula Vista° The above appropriation to be subject to authoriza- tion by the City Attorney. RESI.G~ .TI.O.N OF HEALTH 0FFICE~.: The clerk read a Resignation from Felix E. Ashcroft as City Health Officer, to take affect aS of July l~, 1942. Attention was called to his more than 20 years of service for the City of Chula Vista. On ~ motion by Councll~n Howe, seconded by Councilman Perkins, which carried, the resignation was accepted with regret, and the Clerk was instructed to so advise Dr° J~shcroft. i~S. IGt~ATION OF COE~.IUNITY NUI~E: The Clerk read a Resignation of Helen M. Scott, as Community Nurse, to tak~ affect as of August 15, 194~. In her rosigna, tion, Miss Scott made note of the fact that she had enjoyed her work for the City for the past l? years. On motion by Councilman Burnside, seconded by Councilman Perkins, which carried, the resignation was accepted with regrat, end the Clerk instructed to so write Miss Scott. As this will leave the City without a Health Officer and Community Nurse, the City Attorney was instructed to investigate the costs and program of a complete h.,alth set-up from Dr° Lesem, County Health Officer° M_C_LEAN RESIG~ATI0~': The Clerk read a resignation from Verne Mclean from the Police Department, in which he stated that, due- to reasons of health, he thought best to ch~mge his type of work. On motion by Councilm~n Dupree, seconded by Councilman Perkins, ~hich carried, the resignation was accepted with regret, and the Clerk instructed to so notify M~. McLean. RE.~JE, .ST FOR V~CLTION: On motion by Councilmau HOwe, seconded by Councilmau TLmmons, which carried~ the request of Judge Dlurray L~-O~mpbell for two weeks vacation, was grauted. ,RES ,0~, ,U~!0N N0.638: Councilman Tlmons offered Resolution No.638. This is a Resolution fixing mnount to be paid for Conveyance of, snd authorizing and directing execution s_ud delivering of Quit Claim Deed to certain property in the City of Chula Vista. The Resolution was read in full, and was passed, adopted and approved by the following vote, to-wit: Ayes: Counci]~u Tirmuons, Dupree, Perkins, Burnside, HOwe. Moes: None. Absent: None. LE~I'T~, OF THAI~: The Clerk read a letter of thanks from Councilmsn and ~?~s. Perkins, for the expressions of sympathy during their bereave~nt. ~'~T~POIh~ff~, - FIP~ CHI~,Z~: Fire Co]m~Issioner Burnside, advised the Council of his ~ppoint~ent of George Lee to the office of Fire Chief, which was earlier declared vacaUt, and, on motion by Cou~cilman Timmons, seconded by CouJ~cilman Perkins, the appointment was confirmed. I~SOLUTION N0.639: Councilman Perkins offered Resolution 1;o.639. This is a Resolution appointing George Lee, Fire Chief, as local property custodian in lieu of ~-b~ancis ~ooden, ~,~o v~s previously ~.ppointed. This is r~ Resolution Urging local Rationing ~ldministrator to try ~ad obtain authority for issuing retreads and recaps to menbers of Gre~ud Observation Corps. The Resolution ~',~s read in l~ll and was passed, adopted and approved by the following vote, to-wit: Ayes: Councilmen Ti~ons, Dupree, Perkins, Burnside, Hm~.e. ~,~o es: ~one. f~b sent: l~one. ~O..OT~ ..... 0E Dl~iI~, iL&TER: Street Co~mdssloner Perkins, reported that he had'investigated the r~tter of drainage water on private property south of the Chula Vista Vegetable Exchange on "Kw' Street, and found that the ~,~ater originated from celery washi~ machines in the packing plant, ~om~, d~e to stoppage in the drainage pipe at its exit, the water overflowed on to the private property. The practice has been for this wash ~/~ter to flow into the street, but, as this is in conflict with existing ordinances, on motion by Co~ncilm~u Dupree, seconded by Councilman Howe, which carried, the solution to the problem was left with Street Co~issioner Perkins, ~'rith power to act. B0hU) PAI~,~T: There having been presented for payment a bond of the former A. and I.D.District No.1 by Mr. T.B.Young, on motion by Councilmsn Dupree, seconded by Councilrmmu Ti~mons, v~ich carried, the matter was lel~t in the hs~uds of the City Attorney to proceed with as he saw fit. T. AX P~i~Ji~: The ~,ferc~ants National Realty Corporation, through their attorneys ~essrs Holbreok & Tart, having asked for refund of tax~s paid in the amount of $§9.32 for fixtures assessed to them, claiming that said assessment was for fixtures ~nich, under the law, are exempt. On motion by Councilman Perkins, seconded by Councilman Timmons, which carried, the City Attorney was authorized to correspond ~rlth the above mentioned attorneys and endeavor to adjust the matter satisfectory to both parties.
