The Council met in regulsr session in the Council Chamber of the City Hall on the above shown date with }~ayor Ho~ve presiding. The meeting was cslled to order ~.t ? o'clock P. }~. Present: All members. ~INTF~Pm~ OF ~°bl~lrIOUS i~ETIE'CS: The minutes of the regular meeting held October l~th., the special meeting held October 16th and the adjourned regular meeting held October 22ndo having been prepared and ~iled to each member of this Council by the City Clerk were approved as prepared and mailed. PIJ~tNING C0I~ISSION ~lkWJTES: The minutes of the regular meeti~g of the Planning Commission held Nov~ber Srd were read by the clerk and upon motion by Cl. Timmons, seconded by Cl. Dupree, which carried, were approved as read. REQUESTS FOR VAC%~-TIOA~: The clerk read a request from F. E. Ashcroft, Health Officer, for a seventeen d~ys vacation at his own expense. At this time Building Inspector Done requested a leave of absence for all of }h~iday, i'~0vember Blst, and Saturday morning, November ~.2nd, and upon motion by Cl. Tim~ons, seconded by Cl. Howe, which carried, the requests were granted. RE.QLPEST FOR CARD R00N ,LI, C ,E~, ,SE,: T~e clerk read a request for card table license from C. K. Sherman, 5£1 Third Ave, Chief of Police Kelly advising he had no grounds for objection upon motion by Cl. Dupree, seconded by Cl. Perkins, v~nich carried, the clerk was authorized to issue license upon receipt of proper fee. SF~ CONINECTION C055PLlI/f~: The clerk read a letter from D~. Riesland of the ~,~,{. O. D. Packing plant complaining against the City's refusal to allow his company to empty lemon residue into the sewer; he requested an impartial sm~alysis of the dis- posal matter to deter~zine if anything contained therein would interfere with the bac- terial action in the s~!stic t--~. Cl. Dupree reported that he had discussed this matter with }~r. Riesland and had later discovered the fact that ~r. Gillespie from Berkeley had made an impartial test of the residue and reported that the ~etter was vary detrimental to the septic t.nk. Upon motion by Cl. Burnside, seconded by Cl. Tin~ons, which carried, the clerk was instructed to advise ~Lr. Rlesland that an im- partial test had been made and fact established that the City would not pemnit this residue to be emptied into the sewer because it was definitely detrimental to the septic tank. ~TKR PL;~: Because the Pl-n~ing Con~ssion had referred the matter of a Master Plan to the City Council for advice Ag~yor Howe appointed Clmen. Perkins and Timons to confer with the City Attorney and check into the matter of procedure for adoption of a master plan and report back to the Council at a later date. CITY MAP~: The clerk brough% to the attention of the City Council the need for revised city maps and upon motion by Cl. Dupree, seconded by Cl. Burnside, which carried, the clerk was authorized to proceed in the drafting of up to date city mapsl LIBRARY BUILDIh!G' REP2~RS: Mrs. Louise t~ay appeared before the Council to report that at the time of each rain a very serious condition exists at the Library in the nature of flooding of the basement. She reported that the Library Board had secured an estimate of the necessary repairs, which amount was $15~.00, and requested assist- ance from the City in the defraying of said cost. As provision for this repair was not made in the 19~l budget, upon motion by Cl. Burnside, seconded by Cl. Dupree, which carried, the matter was referred to the Street Commfssioner to have ~he work done, providing the City Attorney could find a legal authorization for ex~penditure of funds for this purpose. ~,~nutes of a Regular ~Meting of the City Council, held November 10, 19~1. PATTISON APP~:~L: An appeal having been filed from the reco~nendation of L~he Planning Cow~tssion in re the request of ifps. Pattison for a zone variance and the time and date of hearing in the matter having been set at 7 P. M. November lC, 1941 and noticew having been mailed to property owners within five hundred feet of L~s. Pattison's property, ~.~yor Howe called for objections ~ereupon ~. Richard Scatton appeared be- fore the Council to protest on the grounds that it greatly depreciated the value of his real estate; the clerk also read a letter of objection from Captain R. K. Fisher whose reasons for protest were the same as iJir. Scatton's. Upon motion by Cl. Dupree, seconded by Cl. Tlmmons, which carried, the appeal was denied ~udthe clerk instructed to notify ~s. Pattison and her attorney, ~. B~i~d. ~J~Y CLOSING: The clerk read a petition from~. Uland urging the Council to re- consider the matter of refusal to abandon the alley between G Street and Third Avenue; he cited severel reasons why the alley should be abandoned whereupon motion by Cl. Dupree, seconded by Cl. T~ons, vbich cerried, the matter was referredto the Street Con~m~ssioner and the City Attorney to report back to the Council at a later meeting. P~QUF~T FOR I~ ~N: Cl. Dupree reported that Bobby Law having resigned from the Police Department and there being a need for a part-time man to be used in the Police Dep~rtment and the Sewer and Street Department, he suggested that ~,~. John Bernhardt be used for this purpose to be paid ~5.00 per month out of Police Department funds, ~45.00 a month out of Street Department Funds ~nd $20.00 a month from the Sewer Department funds; as this left a balance which was originally budgeted for the salary of ~.~. Bobby Law he suggested this balance be used to equalize the pay of Sgt. Taylor in the Police Department to an equal footing with other motorcycle officers. Upon motion by Cl. TlmEons, seconded by Cl.
