The Council met in regular session in the Oouncil Chamber of the City Hall on the above sho~ date with Mayor Howe presiding. The meeting was called to order at 7 o'clock P. M. Present: All members. MINUTES OF PREVIOUS ~'~INGS: The Minutes of the Regular Meeting of July l&th ~ '~-~ .. ' to ~d of the Special Meeting held August 4th having been prepared and delivered member of this 0ouncil were approved as prepared and delivered. REQUEST FOR LICEI~E ~l~h~: Mr. Jack Mllla~ appeared before the Council with a request that th~'~s~al fee for licensing carnival shows be waived in the case of the Steffens Shows that are here for the Fiesta. Upon motion by Cl. Timons, seconded by Cl. Paxton, which carried, the usual fee was waived. Bf~Y M~NOR TE~TATIVE MAP: ~. Fred Lindl~y of San Diego appeared before the Council re~uesting'~proval of a tentative map of a subdivision called Bay M~or. Upon motion by Clo Dupree, seconded by Cl. Timmons, which carried, the tentative map was approved without change. REQUEST FOR LETTER: Mr. L. C. Kuebler appeared before the Council requesting a letter directed to the Federal Housing L~mtuistration stating that the City would oil, or caused to be oiled, streets in Kuebler Terrace. The clerk having prepared such a letter Street Commissioner Perkins was authorized to sign it and same was delivered to i¢~. Kuebler. ~RDINANCE NO.,,,S.~,~i,O~ motion by Cl. Tf~ons, seconded by Cl. Paxton, ~hich carried, Ordinance No.30~ was placed on its first reading. This is en ordinauce providing fo~ the licensing of certain occupations and amusements, providing penalties for violation thereof and repealing all ord~uces in conflict therewith. PLANNING C~SSIONMINUTES: The minutes of the meeting of the Planning Commtssion held August 6th were read 'und upon motion by Cl. Perkins, seconded by Cl. Paxton, which carried, the minutes were approved as read. FIRE iI~LrRANCE: Upon motion by Cl. Dupree, seconded by Cl. Howe, which carried, the clerk in s~nJunction with the Chairman of Finemce was authorized to investigate and obtain adequate fire end fleet insurance for the current year. ~PPOI~I~,~NT OF ~fE~EROFDEFENSE COUNCIL%. 5Zayor Howe appointed Cl. Perkins as a m~nber of' the 'Cotm't~ Defe'~ Co'uncil and upon motion by Cl. Ttmmons, seconded by Cl. Dupree, ~hich carried, the appointment was confirmed. LETT~i~ OF INVITATION: The clerk read a letter addressed to the Council from the National City O~ympic Games Co~w.~ttee inviting the members to participate in the parade to be held August Seth in National City. J~O~TION OF 1941-19~2 Budget: Upon motion by Cl. Dupree, seconded by Cl. Ttmmons, which carried, the Olt~ Council adopted the following informal budget as a financial guide for the benefit of itself and the members of the various City departments for the budget year 19~l-19&2- October l, 19~1 to September .30, 1942. There being no ~nda- tory budgetary requirements or procedure set forth by law for the operation of a city of the sixth class, said City Council declared that the respective s~ set forth for the purposes enumerated are not to be considered as appropriations or allocations of money and that the figures herein contained are subJect~o change at such times as the City Cot~ucil shall determine. Paxton, which carried, Ordinance No. 301 was placed on its first readi~. This is an ordinance l~!xing the tax rate for the fiscal year 194~449.. .REPORT 0N S$,~ER DISTRI. C.T, F~TE~ION: The City Attorney reported that he had been in con- ference with Federal officiels and had determined that there was at the present time only about one hundred million dollars available for aid to municipalities in defense e~sx~en- cies and that an amount exceeding four hundred million had al~.eady been approved for various localities and that it was very evident that it was useless at this time for the City of Chula Vista to plan on assists3ace from this source. He advised further that he had contacted bond attorneys in Los Angeles and until such a time as a definite dis- trict boundary was established it was impossible to take further action in the matter. When and if a request for a definite sewer district with boundaries defined is presented to the Council with necessary signatures the City Attorney advised that some definite action could than be taken. The City Attorney further stated that he was advised that Federal investigation had been made of this district and that approval would not be granted for assistance in the first allotment nor in a second -!~otment and ~hm$~t was questionable ~nether any consideration would be given even later. RENTAL OF GRA~,: Street Comm~ ssioner Perkins advised t~e Council that the Oity was compelled to rent a grader for use in oiling streets a~d upon motion by Cl. Perkins, seconded by Cl. D~pree, which carried, the Mayor was authorized to sign a rental contract with the San Diego Tractor & Equipment Company for a used grader after approvel of the contract by the City Attorney. 0FFI,CE OF ,POLICE C0~$ ,U~SIONER DECI~CRER VACAI~: Upon motion by Cl. Perkins, seconded by Cl. Dupree, which carried, the office o~ Police Co~tssioner was declared vacant. RES~GNATI0.N GF KLqE,,C0~ISSIONER:,, 'Cl. Dupree tendered his resignation as Fire Com- missioner and upon motion by Cl. Howe, seconded by Cl. Tigons, which carried, the resigna- tion v~s accepted. ~POIifI~IEI,~T ,OF COZ~ISSIONERS TO FILL VACANCr~: Mayor Howe appointed Cl. Dupree as Police Commissioner and Cl.
