The meeting ~as called to order at ? o'clock P. I,% Present: All mercers o ~- ~I~O]~ES OF PP~EVIOUS i~ETINCS: The ~linutes of the Regulator i~eting of ~2arch ~rd, 19&l, and of the Adjourned Regular ~eeting of I,?~rch lB, 19~l, havin~ been prep.ared and mailed to each member of this Council were approved as prepared and mailed. CC~PLAINT ~r~EGf~DI~G CIT~, DU~,~P: Y~r. ~natey of the State Fish and Game Co~t ssion appeared before the Council to complain against the practice of dumping lemons at the City dump which were subsequently washed into the Bay and now cause au unsightly con- dition along the Bay shore from Chula Vista to National City particularly. His interest at the present time is chiefly to stop further dumping of lemons in this spot amd also to have the existing debris cleaned from the Bay shore. He reported hav- ing had conferences with ~r. Love, Street Superintendent, !~r. Chaso A. Butler of the Chula Vista Citrus ~issociation and Y~r. Aaron Riesland of the Chula Vista Orange Growers Association and there seems to be quite a difference of opinion as to whose responsibility this condition is. The caretaker at the city dump maintains that no authority was given the drivers from the citrus packing plants to dump lemons on the edge of the water but rather that they were told to dump them on the higher ground. Different truck drivers of the citrus plants maintain that they were deliberately told to dump the lemons where they did. Inaamuch as ~,~r. %'~haley demanded some definite action be taken Mayor Done advised that he would contact the offending parties and work out a satisfactory solution. PI~NING C0~ISSION ~IkK;TES: The clerk read the ~nutes of the meetings of the Pl.nniD~ Conm~ission held ~mrch 18, 19&l, ~d April 7, 19~l, and upon motion by Cl. Howe, seconded by Cl. Paxton, which carried, the DLinutes were approved as read with one ex- ception, namely, that of the proposed width of streets in the subdivision mentioned as having been presented by t~r. Fred Longworth. It was the reccmmendation of the Council after discussion with ~,~. Longworth who was present at the meeting that the width of streets between curbs be increased to 40 feet and this met with the approvsl of l~r. Longworth. ~PPLIC~TIONS FOR TR~ILER C~D~S: There haling been two applications for trailer camps approved by the Pl~lng Commission upon motion by Cl. Dupree, seconded by Cl. Paxton, which carried, the application of ~. Ivan T. Greene for a trailer camp to be located on his property which is approximately ~00 feet west of National Avenue on the north side of H Street was granted end upon motion by Cl. Dupree, seconded by Cl. Howe, which c~rried, the application of ~. C~orge De Wolfe for a trailer camp to be established on the south ~'~ four hundred feet in Lot l~ in ~arter Section lBS was granted. RESOLUTION N0. $9~: Cl. Howe offered ,Resolutio~ ,No., 09§. This is a resolution fixing amount to be paid for Conveyance of, and authorizing and directing Execution and Delivery of Quit Claim Deed to Certain Property in the Former CHula Vista ~i~. & I. D. No. 1. The ~a~lution was read in full and was passed, adopted and approved by the following vote, to- wit: Ayes: Clmen. Howe, Dupree, Paxton, Perkins, Done. Noes: None° Absent: None. ?iESOLUTION NO. §9~: Cl. Paxton offered Resoluti, on ho. 095. - This is a resolution Releasing Real Property from Option. The resolution was read in full and was passed, adopted and approved by the following vote, to-wit. Ayes: Clmeno Paxton, Perkins, Done, Howe, Dupree. Noes: None. Absent: None. P~SOLUTION NO. ~97: Cl. Perkins offered _Res~qlution l~O. §97., This is a resolution abandoning and closing alley ru~ning from Third Avenue to "G" Street as shown sad de- lineated upon ~ap NO. lEO$, filed in the office of the County Recorder. The resolution was ~e~d in full and was passed, adopted and approved by the following vote, to-~rit: Ayes: Clmen. Perkins, Done, Howe, Dupree, Paxton. Noes: None. Absent: None. ~SOLUTION NO. ~9,8.:, Cl. DUpree offered Resolution No. ~9,~.. This is a resolution directing payment of certain funds collected by the City of Chula Vista on account of tax claims purchased by said city from the county of San Diego, California. The resolution was read in full and was passed, adopted and approved by the following vote, to-wit: Ayes: Clmen. Dupree, Paxton, Perkins, Done and H~ve. Noes: None. George De Wolfe having requested per- mission to remove a number of Pepper Trees from in front of his p&rking on Hill Top Drive ~d replace them with Palms, the granting of which request was recon~sended by the Planning Commfssion, upon motion by Clo Perkins, seconded by Clo Dupree, which carried, the necessary deposit of five dollars per tree as a guarantee for replacement of trees removed was waived. ~lS ~ND ~,~JD 0N SIDE?~D~.~M: ~ir. Appel appeared before the Council to complain of the condition of the sidewalks on the east side of Third Avenue running south from ~G" Street to Alvarado. After a short discussion in which it was agreed that the bulk of this debris was caused by recent storms Street Cor~m~ssioner H(~'~e advised ~r. Appel that the City would clean off the mud from the sidewalk and then advise the property owners to keep the walks clear of weeds and debris in the future° PURCHASE 0F ,,~EED CUT2ER: A representative of the Warsco Eq~ipmemt Company of Los Angeles appeared before the Council with a proposition to sell the City a power weed cutter. Cl. Howe having reported investigation as to the merits of the machine, upon motion by Cl. Paxton, seconded by Cl. Dupree, which carried, the purchasing agent was authorized to buy the machine for a price of $161.50, less a trade in of $25.00 for th~ old machine which the City now owns, sales tax and freight from Los Angeles to be added. PURC~ 0F L0.~DER: l~r. Robert G~erin appeared before the Council to explain the merits of a Loader for use by the Street Department ~d aS the need for same is very great due especially to the unusual rains and washouts of City streets and due further to the age smd condition of the present equipment, upon motion by Cl. Dupree, seconded by Cl. Psxton, which carried, purchase of the new machine was authorized providing a satisfactory method of payment by lease contract could be approved by the City Attorney before final action is taken. Kurfurst, 555 F Street, complaining of the seemingly unnecessary noise created by the bell aud ~istle of the locomotive of the train which runs on F Street° ~on motion by Cl. Dupree, seconded by Cl. Paxton, which carried, the r~atter was referred to ~,~ayor Done and Cl. Howe for investigation. L~-~I~ER 0F f~PRECI~TION: The clerk read a letter fram ~. F. id. Chase, Yr., Principal of the Chula Vista Yunior High School conmuending ~. Love and the Street Department for the courteous and efficient service rendered in pu~ping out the basements of the Yunior High School during the recent storm. T~R.~SI~AR 0~~ CLY~, ~SE: Cl. Dupree, Fire Commissioner, explained that the Fire Chief is using his personal car to transport the Building Inspector on his daily in- spections and there being provision in the budget of the Building Inspector for gaso- line and car up-keep, he requested ttzat an amount of $51.40 bs paid out of this fund to the Fire Chief for services rendered during the past seven weeks. He further re- quested that provision for mileage of 4 cents a mile be allowed the Fire Chief in the future for this purpose. Cl. Perkins voiced his disapproval of this amount and stated that in his estimation 2 cents a mile was sufficient, whereupon it was moved by Cl. Perkins, seconded by Cl. Paxton and carried that $15.00 per month be paid the Fire Chief for use of his personal car on building inspections, this money to be paid out of a fund set aside for the Buildin~ Inspector's gas, oil end car up-keep.
