The meeting was called to order at 7 o'clock P. ~. Present: All members. MI~I~ES OF P~¥IOUS MEETINGS: The minutes of a regular meeting held Nov. 4, 19AO, and of an adjourned regular meeting of Nov. 12, 19AO, having been prepared and mailed to each member of this council by the City Clerk were approved as prepared and mailed. ROHR f~-RCRA~T CORPORATION: Mr. Nottbusch, Attorney for the Rohr Aircraft Corporation, appeared before the Council and stated that the Rohr Aircraft Corporation hoped to have their first unit ready on December l~th, or shortly thereafter. He reminded the Council of the fact that as soon as operations started at the plant there would be an immediate problem of traffic congestion on Bay Boulevard ~nd at the crossing over the railroad tracks at G Street and recmm~ended that some action be taken to lessen this danger. He stated that the Rohr Aircraft Corporation thought it advisable that at this time a crossing be provided to cross the tracks at H Street so that au inlet would be provided at G Street ~nd au outlet at H Street for the employees of the pl~ut. Upon motion by Cl. Dupree, seconde~d by Cl. Paxton, which c~rried, the matter was referred to the Street Commissioner and the Police C~,.,,lesioner together with Cl. Perkins as a member of the Planning Commission for solution and reeo~m~endation to be submitted to the Council at their next reguls~v meeting. EESOLUTION NO., §SA: Cl. Howe offered Resolution No. ~@*. This is a resolution extending the time limit of Resolution No. §?9. ~e, res$1utio~ was read in full ~nd was passed, adopted and approved by the following vote, to-wit: Ayes: Clmen. Howe, Dupree, Paxton, Perkins, Done. Noes: None. Absent: None. RECP~J~TIONAL CO~BSION: ~r. Y. C. Lauderbach presented the clerk with a letter of recommendation which was read aud in which a program of procedure was outlined. Inasmuch as a committee only had been appointed previously and it being necessary to appoint a com- mission before aid might be received from the school district, upon motion by Cl. Howe, seconded by Cl. Pe.xton, which carried, the city attorney v~s instructed to prepare the necessary procedure for the appointment of this co~w~ssion ~nd present it at the next reg~Alar council meeting. -M~SIG~L~,TION OF POLICE OFFICER R~J~EY: The clerk read a letter of resignation from Police Officer Ramsay who stated that inasrm~ch as there seemed to be opposition to his hold- ing a position as police officer in Chula Vista and in loyalty to his chief and colleagues he was resig~ing as police officer a~d accepting a position else~nere. He stated that he had enjoyed his work with the police department and thanked the various members of theiGouncil for their cooperation while with the department. Upon motion by Cl. P~xton, seconded by Cl. Dupree, which carried, the resignation was accepted. Du~lng the discussion ~,~s. ~rthur Costing ~npesred before the Council and presented a letter from the Rowe Service Company of San Diego in which it was stated that inaamuch as the loss from one of their machines had been f~lly paid they would appreciate any consideration that the Council could extend to D~r. Ramsay in restoring hi~ to his fo~mer position. ~irs. Gosting DArther stated that a petition to rein- state ~. Rsmsey had been circulated and many signatures obtained but due to the fact that he had accepted a position in Sau Diego he had requested that no action on the petition be taken. CITY ~R'S BO~: The clerk presented bond covering ~. Yack Nlllan as City Treas- urer and the City Attorney having inspected same and pronoumced the bond acceptable, upon motion by Cl. Howe, seconded by Cl. Dupree, which carried, the bond was accepted. ~IHE HYDRAi~T REQUEST: The clerk read a request from Fire Chief W. E. Armer for permission to place a fire hydrant at the corner of Landis Avenue a~d Davidson Street ~d upon motion by Cl. Howe, seconded by Cl. Paxton, which carried, the Chief was granted permission to have the hydrant installed. R, ,0~. ~IR CRAFT ,S.~.~,~R: The clerk read a letter from ~,~. H~rlan D. Fowler, Chief Engineer of the Rohr Aircraft 0orporation, in which he reviewed the conversation held with members of the City Council relative to the cost of connecting the plant to the city sewer system. There being no dissemsion to the terms therein the letter was ordered filed. ~,~iinutes of a l~egular ~eeting of the City Council, held December 2, 19~0. COUNTY RESOLUTION: The clerk read a certified copy of resolution passed by the Board of Supervisors of the County of San Diego on I, i0v. 20, 19AC. This resolution authorized county aid in spreading approximately thirteen hundred tons of #~B~k~ on Third Ave. ih Chula Vista. Cl. Howe at this time stated that because of the cooperation and courtesy of the County and the splendid aid they had furnished he made a motion, which was seconded by Cl. Perkins and c~rried, expressing the City's appreciation for the splendid help ren- dorado TPj~FER OF ~0NE~.,: ~r. H~rold Frolic, auditor, having advised the City Clerk and former City Treasurer, C. P. ~oles, that it would be advisable to transfer the monies now in Street Improvement Fund No. I and Sldew~l~ Assessment Funds Nos. I to ~ inclusive, to the General Fund and there being at the present time in these various funds the sum of $1~.97, upon motion by Cl. Perkins, seconded by Cl. Paxton, which carried, the clerk was ordered to transfer this amount to the General Fund. REQb~EST FOR_ CHRIST~kS E~I~2~TAIN~2~ ~LID: ~r. Yack Millan presented a request to the Council for aid in the matter of expense which would be incurred for Christmas trees, lights, music ~ud pageant; the amount estimated to be approximately $EZ0.00. Upon motion by Cl. Done, seconded by Cl. Dupree, which carried, the clerk was authorized to pay bills for such out of the General Fund. RE~,0LUTION N,0. 585: Cl. Paxton offered Res, olution No.~, ,~8~. This is a resolution directing the 0ity Tax Collector to make and deliver to the City Clerk a deed to all real estate which was sold to the City for delinquent taxes tha 15th day of Yuly, 19~5o The resolution was read in full and was passed, ~dopted ~nd approved by the following vote, to-wit: Ayes: Clmen. Paxton, Perkins, Done, Howe, Dupree. Noes: NOne. Absent: None. CH~,~GE OF STPu~f ,NA~S: The City Attorney reported that he had investigated the matter of procedure for changing the v-~s o~ streets in Chula Vista and that he would proceed with the preparation of the ordinance for same and present it at the next regular meeting of the City Oouhcil. ~l~t POLICE 0FFICE~: Police Commissioner Paxton presented the matter of hiring ~r. Floyd Gill as police officer to replace l~r. Ramsey whose resignation ~vas no~ effective. Cl. Dupree thereupon raised an objection to the hiring of an extra man in the department. He stated that in his opinion the police department could be run efficiently without the aid of an extra m~ at this time. He further stated that due to the fact that in the summer time the department operated efficiently while two men were on vacation and also due to the fact that since the installation of the Two-Way Radio the necessity for extra help was further lessened he thereupon made a motion that the police department operate ~ithout the addition of a new man at this time. Cl. Howe during the discussion v~ich followed stated that in his opinion the extra m~ was necessary, especially in view of the fac t that we have two major highways to police ~-nd the advent of the new manufacturing plant now being bmilt in Chula Vista and contingencies which might arise due to the present war and unrest in Europe. Police Cormmt ssioner Paxton stated that he was not in favor of cutting down the department as investigation had proven to him that a full crew was necessary to carry on the duties now imposed on the d~part- merit. There being no second to Cl. Dupree's motion the Mayor thereupon declared the motion lCSto Cl. Howe thereUpon made a motion to grant authority to Police Commissioner Paxton to hire Mr. Floyd Gill as police officer in Rsm~ey's place. The motion was seconded by Cl. P~xton and carried; Cl. DUpree voting "No". BUDGET EXPE~DI ,TUt~_ES: Upon motion by Cl. Dupree, seconded by Gl. Done, which carried, it was dec~. d that in the future no emt0enditure of money shall exceed the budget appropriation without~a~rity of the Chair~ of the Finance Committee. Paxton, seconded by Cl.
