The Council met in regular session in the council chambers of the City Msll on the above shown date with Mayor Done presiding. The meeting was called to order at ? o'clock P. M. Present: All members. M~NUTES OF PREVI ,0US ~,~fINC-: The mtnutes of the adjourned regular meeting of April l§th, 19~0, having been mailed to each member of this Council by the City Clerk were approved as written and mailed with the following correction: 'Upon motion by Cl. Paxton, seconded by Cl. Brown, which ca.tied, Cl. Paxton agreed to take a two year term.' Notes on the foregoing motion were made in the ~itnute Note Book by Mr. Pope, then City Clerk, but through oversight were omitted in his dic- tation of the Minutes to the Deputy City Clerk. TAXICAb. ,LTO~E: DIr. M. S. Hooper introduced 2~. Loren M~sser ~o showed the Council evidence to the effect that he hold proper licenses with the State and necessary insur- ance to conduct a ta~xicab stand in Ohula Vista and requested the Council to issue the necessary city permit. Upon motion by Cl. Howe, seconded by Cl. Perkins, which c~rried, permission to operate a taxicab within the City of Ohula Vista was grouted without fee until further notice. PROPOSED OPENING OF CND-RCH STREET: ~. E. M. Payne appeared before the Council to ask if the City would stand the expense of opening and grading a portion of Church Street North of I Street. After some discussion, in which ~. Payne was informed that the City could not share in this expense, the matter was left in abeyance. The Council agreed to have the Street ~Uperintendent set one corner stake so, M~r. Payne could proceed with the construction of a new house on a lot o~ed by him adjacent to Church St. REQUEST~ FOR STE~, LIGt~S: Petitions requesting installation of street lights signed by a group of residents in the neighborhood of Elder and E Streets ~ud Del Mar Avenue and Seavale Street were read by the clerk. Upon motion by Cl. Done, seconded by Cl. Dupree, which carried, these matters were referred to the Street Commissioner with power tO aot. REQUEST FOR. ,IF_J~SE:,, The clerk read a letter from Mr. Donald Fry of the Consolidated Aircraft Corporation in San Diego requesting the City to build end lease to them for a term of fifty years an airport with an adjacent factory site of at least 50 acres and constructed thereon a fire proof building for the manufacture and storage of air carft, the estimated cost of the building to be approximately ~0,000.00. Mr. Donald Fry being in the audience was requested to appear before the Council and explain certain portions of the letter especially in re~erence to the separation of the O0 year lease into ten five year terms. D~. Bremuau, Harbormaster of the City of San Diego, at this time Joined the discussion and briefly told of the success of air craft development in San Diego. He stated that he was very much in favor of the development of a local air port in Chula Vista and offered the services of his office at any time. Thereupon ~ayor Done appointed a committee consisting of Councilmen Perkins, Dupree and Howe to confer with ~Ir. Brennan and see if a practical program for air port development in Chula Vista might be worked out. 0ILII~-G OF DAVIDSON STREET: ~r. George Galligan appeared before the Council to re- quest the oiling of Davidson Street from Third Avenue to Landis Avenue. Street Co-~m~ssion- ~er Howe assured ~r. Galligan that this street would be taken care of as soon as sufficient budget fumds were available, probably about September. VETERANS' BUTLBING SITE: A letter from the Veterans of Foreig~ Wars Robert H. ~huler Post, Chula Vista, asking l~formatima as to a possible building site was read to the Council by the clerk. Mayor Done thereupon suggested a committee be appointed to confer with the Veterans. No further action was taken. SUESS REQUEST: The clerk advised the Council of a request from Mr. Suess, o~ner of property on G St., between 3rd and Ath Lvenues, for advice as to ~at it is necessary for him to do in order to deed to the City necessary property so that Del Mar Avenue could be cut through east of his lots. The matter was referred to the City Attorney for his opinion. PLAE~UING C0~SSION ~UOTES: Upon motion by Cl. Dupree, sedonded by Cl. Perkins, which carried, the Minutes of the Planning Commission meeting of April B~, 19~0 and Special ~eeting of Nay ~, 19~0, were approved. ;~inutes of a Regular ~eting of the City Council, held ~ay 8th., 1940. I~ ,~T?ER FR0~,~ DIEHL & ED~?ARDS: The clerk read a letter from Diehl & Edwards, Accountemts, showing the statue of the accounts of the City as of April lB, 1940 and stating that the records of ~,~. Harold L. Pope, Yr. had been carefully maintained. The letter was ordered filed. I~'I'~'ER FROM ~l ABBEY, INC.: A letter from Gle-- Abbey, Inc. asking for a permit to post new signs directing traffic to Glenn Abbey Memorial Park was referred back to the clerk for more detailed information. 0RDINA~?CE NO. 285: Upon motion by Cl. Howe, seconded by Cl. Paxton, which carried, Ordinance No. 285 was put on its second and final reading. This is an ordinance amending Ordinance No. 9, providing for the partial redemption of property not having a separate valuation on the assessment rolls of the City. The 0rdinsmce was read in full and was in the exact form as given on its first reading at the meeting of this Council held 'April 15, 1940. It was passed, adopted and approved as read by the following vote, to-wit: Aves: Clmen. HOwe, D~pree, Paxton, Perkin~ and Done. Noes: None. Absent: None. 0 ,RDIEj~YCE NO. 206: Upon motion by Cl. Howe, seconded by Cl. Perkin~ ~which carried, 0rd~nance No. 28~ was placed on its first reading. This is an ordinance establishing uniform highway markings within the City of Chula Vista. REQUEST FOR P~%~SING OF RESOLUTION: ~r. T. IeRoy Richards, Chair~.n of the Board of Supervisors of San Diege, appeared before the Council and requested this body to pass a resolution requesting aid in the abatement of mosquitoes, upon which the following resolution was passed: I~SOLUTION No. §§9: Cl. Howe offered .Resqlution No. ~§9./This is a resolution requesting aid f~om the Civilians' Oonsemtion Corps in the abatement of mosquitoes in this County, more particularly in the vicinity of Chula Vista Amd National City. The resolution was read and was passed end adopted as read by the following vote, to-wit: Ayes: Clmen. Perkins, Bone, Howe, Dupree and Paxton. Noes: No~e: Absent: None. SPENCER SEWER ,PERMIT: The clerk advised the Council that a deposit of $20.00 dating back to 19~6 which has since been held as cash in the clerk's fund, was deposited by him to the Sewer Maintenamee Fund. Howe explained to the Council the need for a larger power lawn mower, stating that the one now in use could be sold to the School District for $50.00. Upon motion by Cl. Dupree, seconded by Cl. Paxton, which carried, Street Cowwstssioner Howe was instructed to purchase a new power mower providing sufficient funds were available. REQUEST FOR 0ILING:, A request from the Catholic Church of Chula Vista for bitumuls to be placed upon' 'loose' gravel in front of the church was refused because the gravel in question is on private property. Cl. Howe was requested to confer with Father Browne in reference to correcting the condition of loose gravel allowed to acc~maud&te on the sidewalk. POLICE RELLm~ MA~,: 01. Paxton brought up the matter of the need for an eXtra mau in the Police 'I~partment during the vacation period. A motion to this effect by Cl. Paxton was lost for want of a second. Minutes of a Regular I~eeting of the City Council, held 1,Z~V 6, 19~0. CITY LTTORNEY'S OFFICE DEC,LAEED VACANT: A motion to declare the office of City Attorney vacant was made by Cl. Dupree, seconded by Cl. Perkins, and carried by the follow- ing vote, to-wit: Ayes: 01m~u. Dupree, Paxton, Perkins and Done. Noes: Cl. Howe. Absent: None. City Attorney Davies at this time expressed his regret that his years of hard work and effort for the City of Chula Vista were apparently unsatisfactory to the Council. Cl. Dupree called attention to the fact that this is an appointive position and thought that others of the profession should be given a chance to apply for the appoint- ment.
