RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING THE SYSTEMS INTEGRATED
SOFTWARE CONTROL SYSTEM ONSITE SUPPORT AND
TASK ORDER SERVICES AGREEMENT BETWEEN THE
CITY AND SYSTEMS INTEGRATED
WHEREAS, Chula Vista Municipal Code (CVMC) section 2.56.070 provides the bidding
procedures and requirements for purchases of equipment or services exceeding $100,000; and
WHEREAS, CVMC section 2.56.070(B)(4) provides that the purchase of service available
from only one known source as the result of unique performance capabilities or compatibility
requirements shall not be subject to competitive bidding requirements, in the discretion of the
Purchasing Agent, after consultation with the Director of the procuring department; and
WHEREAS, Systems Integrated has been servicing the Supervisory Control and Data
Acquisition (SCADA) system for the City since they designed and built the system over twenty
years ago; and
WHEREAS, Systems Integrated has proprietary software that supports the SCADA
system; and
WHEREAS, due to the unique performance capabilities of Systems Integrated and the
compatibility requirements of its proprietary software with the SCADA system, the Purchasing
Agent has determined, in her discretion and upon consultation with the Director of the procuring
department, that the award of the contract to Systems Integrated qualifies for an exception from
the (B)(4); and
WHEREAS, staff recommends awarding a contract to Systems Integrated for a term of five
years to provide software support services and task order work on an as-needed basis for the
SCADA system, with a not-to-exceed amount of $750,000 over the term of the agreement; and
WHEREAS, funding for the first year of the agreement has been appropriated in the Fiscal
Year 2023/24 Sewer Service Revenue Fund budget.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista
that it approves the Systems Integrated Software Control System Onsite Support and Task Order
Services Agreement Between the City and Systems Integrated, in the form presented, with such
minor modifications as may be required or approved by the City Attorney, a copy of which shall
be kept on file in the Office of the City Clerk and authorizes and directs the Mayor to execute
same.
