Approve minutes.

Communication from Commissioner Velissaropoulos requesting an excused
absence from the April 19, 2023 Board of Ethics meeting.
Recommended Action:
Consider request for excused absence as appropriate.
4.3 Selection of Chair and Vice Chair for Fiscal Year 2023-2024
Recommended Action:
Nominate and elect Chair for Fiscal Year 2023-2024.
4.4 Discussion and Action to Appoint a Board of Ethics Member and Alternate
Board of Ethics Member to Serve on an Interview Panel for Current and
Upcoming Vacancies on the Board of Ethics
Pursuant to Chula Vista Municipal Code Section 2.28.050(A), the Board of
Ethics will appoint one Board of Ethics member and an alternate member to
assist in reviewing Board of Ethics member applications, interviewing
selected applicants, and recommending to the City Council one applicant for
each available seat on the Board of Ethics.
Recommended Action:
Appoint Board of Ethics member and alternate Board of Ethics Interview
Panel member.

4.5 Continued Discussion and Possible Action on Board of Ethics Work Plan for
Fiscal Year 2023 - 2024
Update on ad hoc subcommittees work plan for the following projects:
Group A: Lobbying Ordinance - Commissioners Isidro Barragan
Group B: Ex Parte Communications Policy - Commissioners William Gersten,
and Jose Torres
Group C: Amendments to Code of Ethics - Commissioners Edgar Guerrero
and Alexia Velissaropoulos
Recommended Action:
Discuss information and take action as appropriate.

Could you also submit this as public comment for the upcoming Charter Review as well and
that I have requested it be added to the Ethics Commission agenda as a public comment as well
.
“Currently the Ethics Commission does not have Charter status. Section 504 of the Charter
provides for an Office of Legislative Council to give advice to the Board of Ethics, but its duties
are not defined and subject to being added by ordinance . The Ethics Commission like the
Planning Commission , Civil Service Commission and Parks and Recreation Commission
should have an independent function with defined responsibilities and powers in the Charter
including the power to retain independent counsel with subpoena power . I am recommending
the Charter Review Commission and the Ethics Commission have a joint meeting to discuss
such a Charter Amendment and the Current Campaign Ordinance under the Ethics Commission
jurisdiction to address changes to Charter and Campaign Ordinance to better address
how ethics complaints are investigated and reported out to the public.”

1. CALL TO ORDER
A regular meeting of the Board of Ethics of the City of Chula Vista was called to
order at 5:17 p.m.
2. ROLL CALL
Secretary Cornejo called the roll.
3. PUBLIC COMMENTS
Public Comment: One email comment received regarding Council financial
conflict-of-interest. No complaint filed.

4.1 Approval of February 15, 2023 Meeting Minutes
Motion to approve minutes.
Commissioner Jose Torres was not present at the time of vote.

4.2 Meeting Frequency: Discussion and Possible Action on Changes to
the Frequency of Regular Board of Ethics Meetings
Motion to cancel the May 17, 2023 meeting and meet next on June 21,
2023.

Chair Guerrero confirmed the May 17, 2023 meeting will be cancelled and the
Board will meet again June 21, 2023.

Commissioners discussed availability due to upcoming vacations planned for the
month of June and July and open Board and Commissions positions.
