Recommended Action: Consider request for excused absence as appropriate. 4.3 Selection of Chair and Vice Chair for Fiscal Year 2023-2024 Recommended Action: Nominate and elect Chair for Fiscal Year 2023-2024. 4.4 Discussion and Action to Appoint a Board of Ethics Member and Alternate Board of Ethics Member to Serve on an Interview Panel for Current and Upcoming Vacancies on the Board of Ethics Pursuant to Chula Vista Municipal Code Section 2.28.050(A), the Board of Ethics will appoint one Board of Ethics member and an alternate member to assist in reviewing Board of Ethics member applications, interviewing selected applicants, and recommending to the City Council one applicant for each available seat on the Board of Ethics. Recommended Action: Appoint Board of Ethics member and alternate Board of Ethics Interview Panel member. Section 504 of the Charter provides for an Office of Legislative Council to give advice to the Board of Ethics, but its duties are not defined and subject to being added by ordinance . The Ethics Commission like the Planning Commission , Civil Service Commission and Parks and Recreation Commission should have an independent function with defined responsibilities and powers in the Charter including the power to retain independent counsel with subpoena power .
