~ PA~ ]~mt~0U~gEI~T.: Consideration of the request of Cl. Brown that the
City apprOpriate app~oximataly $275.00 for imprOving the ball park on F ~treet was
hel~ up until such time as the December payment to the School Board has been returned
to the City as the lease is in the prOcess of being cane®lied.
01~DINA~0E NO. 2??: Upon motion by Cl. Brown, seconded by Cl. Bryant, which
carried, 0x~A~ee No'; '~77 was placed on its first reading. The ordinance was read in
full. This is an ordinance concerning fire works, regulating the sale, exposure for
sale, distribution, use or possession thereof. The City Attorney advised that consider-
able publicity be given this particular ox~inanee so that a better cress-sectional view
migBt be Obtained.
MATT0~ ~LE~T: The City Attorney reported to the Council that the progreso
of the ~attoon settlement was very satisfactory and explained the ag~em-~nt to
chase additional bonds authorized by Resol, ut, ion No. 5S6, which he also explaine~.
stated that he was negotiating for two additional bonds amd had eoz~aunicated with
owners of two others and that the bonds could be liquidated possibly within thirty days.
He stated that in negotiating with the District Attorney he had hopes that s~m~_ action
might be taken so that the property owners in the District might be able to pay their
County delinquent taxes without penalties and he rsec~ended that the escrow fees be
paid by the Mattoon property ~wners and also that the property owners should be all~w-
ed to pay their City delinquent taxes without penalties. 01. Howe offered
~ which is a resolution authorizing the payment of a sum not to exceed 12~ for
each ~1.00 of p~r value of bonds to owners of sai~ bon~s, said sum to be paid out of
the revenue derived from the 0ity's interest in the tax claims of certain parcels of
property in the Districts The Resolution was read in full and was passed a~d a~opted
as read by the following vote, to-wit= A~es: Cl. Brown, Bryant, Done and Howe;
Noes: None; Absent: 01.
CI~T~TMA~ ~x~SE: ~he City Clerk informed the Council that the bills to be
presented f~r 'the Chr~'s'tmas street lighting and expense amounted to $1.98 more than
the sum authorized by the Council at the meeting of De. ember 5, 19~8. Upon motion
by Cl. ]~ee, eeoondsd by Cl. Brown, which cax~ied, the ad,ed amount was apprOved to
be paid.
AI])XTXONAL i~EST ]~0~: Cl. Bryant advised the Council that there is no available
space in the present building for additional rest rOc---s but suggested that they get
bids on building an extra rest room at the rear of the City ~. The 0ouncil agreed
that Cl. Bryant should obtain bi~s for building a rest room at the rear of the City
~ and they could consider action on same at a later date.
~ ~ I~E~:, The City !m~-~ng Co..~ssion at their m~eting of
December 20, 1938, rec~nded that the Council allow Mr. Malarkey to remove a pepper
tree f~n in front of his new residents on First Arenas if it was detew.~ned that the
tree was in the location where the curbs and side WA]MS ~ould be put in and when the
application for sidewalks is made. Street Supterinten~ent Love reported to the Council
that the tree was not in the way of the prOposed side w*l~ or curb and the matter
was tabled.
