T~S O~ P~¥AOUS ~£INGS~ Tile minutes of the l~eguler Meeting of Sept. 6th and of the Adjourned Regular Meetings of Sept. l~.th and Sept. 19th., 1938, having been prepared end mailed to each member of this council by the city clerk, were approved as prepared and mailed. ~ OF MATTOON ~l'i'l~]T: Mr. Eugene Adrian inquired o~ file City Council as to the progress todate of the settlement of the Ma~tocm District. The City Attorney outline~ the plau of purchase of the tax deeded lands from the County, which plan has been ratifie<l by the ~tate Controller and the County will shortly do the necessary adve~tising necessary to the sale of these tax deeded lands and upon ccm~lstica of advertising the County Tax Collector will make quitclaim deeds to the City upon proper payments. The City Attorney esttm=ted that it would be five or six weeks before the matter would progress to the point where the Council would be able to wort out a method of delinquent tax pa3m~ents by property owoers in this District. ~4r. Ad.inn th--Wed thc City Attorney for the information disclosed and expressed his desire to see the settl-ment made at the earliest possible time. E ,STI~T CULymET: M~. Fl---igen complained of the conditian of the culvert on Stx~et betwee~ 4th Ave. and 5th Ave. He stated that considerable ~ubbish was blocking said culvert and u~ged that same be removed before the rainy season. ~e City Engi- neer infommed M~. The undersigned me~bere of the Public Library Board, when notified Sept. at the regular meeting of the severe reduction made by the Council in the estimated budget for Library purposes during 19~8-1939 submitted to them, voted unanimously to write this letter and request that it be made a matter of record in the minutes of the meeti:~ Oct. 3, 19~8. ~e regret very deeply the curtailment this reduction ~Ast necessitate in the service rendered the citizens of the city by its outstanding cultural institution. During the past years the Hoard has worked tirelessly to give the public the most courteous and efficient seA-.ice obtainable, as well as a ccam£rehensive selection of reading and reference material. The filed reports of these years show by their record of rapidly increasing circulation how greatly the people have appreciated the opport-Anities offered tham. · e sincerely feel that the lowered tax rate effects a saving to the taxl~yars that is disproportionately maall ecm~a~ed ~o the damage done their library. However, to conform to the budget provision and upon motion by Cl. B~o~m, seconded by Cl.
