Section 504 of the Charter provides for an Office of Legislative Council to give advice to the Board of Ethics, but its duties are not defined and subject to being added by ordinance . The Ethics Commission like the Planning Commission , Civil Service Commission and Parks and Recreation Commission should have an independent function with defined responsibilities and powers in the Charter including the power to retain independent counsel with subpoena power . I am recommending the Charter Review Commission and the Ethics Commission have a joint meeting to discuss such a Charter Amendment and the Current Campaign Ordinance under the Ethics Commission jurisdiction to address changes to Charter and Campaign Ordinance to better address how ethics complaints are investigated and reported out to the public.” Page 9 of 10 City of Chula Vista Charter Review Commission August 9, 2023 Agenda Page 10 of 10 City of Chula Vista Charter Review Commission August 9, 2023 Agenda
