PRESENTATIONS 4.1 Presentation and Discussion on JEDI Community Roundtable Outcomes Community Engagement Specialist Karla Mendez presented and introduced the topic and discussion ensued. Commissioners in attendance to Community Building Roundtables shared their experience. 4.2 Introduction of Newly Appointed Commissioners Leticia Lares- Urquidez and Christian Gomez Commissioners Lares-Urquidez and Gomez introduced themselves as the newly appointed members and discussion ensued. 5. ACTION ITEMS 6.1 Discussion and Possible Action on Community Input Received at South Bay Earth Day Staff Liaison Adrianna Hernandez and Community Engagement Specialist Karla Mendez introduced the topic. Commissioner Godinez, Chair Branch and Commissioner Lake attended South Bay Earth Day as booth attendants on behalf of Commission and shared their experience and discussion ensued. Vice Chair Kean-Ayub responded to questions regarding the recommendation to establish a Citizens' Law Enforcement Review Board or Commission on Police Practices and discussion ensued. Moved by Commissioner Pajanor Seconded by Commissioner Godinez Vice Chair Kean-Ayub and Commissioner Felix to work together on the drafting of a resolution recommending to City Council to formation of a Citizens' Law Enforcement Review Board. Moved by Commissioner Lake Seconded by Commissioner Pajanor In conjunction with the responses received at South Bay Earth Day, request staff identify where comments are to be sent to whether it is a City department or other commission. STAFF COMMENTS Staff Liaison Adrianna Hernandez announced the Pride-inspired City logo that was temporarily used across all digital platforms during the month of June as well as a temporary Juneteenth-inspired logo. 7.1 Welcoming City Update Staff Liaison Adrianna Hernandez provided an update on the City Council's referral to the City Manager to seek Welcoming City recertification and discussion ensued. Robert Johnson submitted an electronic comment opposed to the item. Margaret Baker, Chula Vista resident, submitted an electronic comment regarding Welcoming City recertification. 8. CHAIR'S COMMENTS Page 7 of 9 City of Chula Vista Human Relations Commission July 24, 2023 Agenda 5 Chair Branch expressed her appreciation to the participants of the Juneteenth Flag Raising Ceremony and thanked City staff and the Mayor's office. Speakers included Rev. Eugenio Raphael, Dr. Shawna Codrington from Chula Vista Elementary School District, and an amazing soloist. Thanked Commissioner Godinez for his service on the Commission through his participation. Chair Branch shared a retirement card for retired Marketing and Communications Manager Anne Steinberger to be signed by members of the Commission. Thanked Anne for all her support and her work on behalf of the City. 9. COMMISSIONERS' COMMENTS Commissioner Lake thanked former Marketing and Communications Manager Anne Steinberger upon her retirement from the City and for her work in service to the Human Relations Commission. Her smile was always warm and welcoming which is also the vision for the City. Commissioner Felix thanked Anne Steinberger as well as Commissioner Godinez for his service to the Commission and welcomed new members of the Commission. Vice Chair Kean-Ayub thanked Commissioner Godinez for his service and is very sad to see people go including Anne Steinberger. Wished everyone a Happy Pride Month. Commissioner Pajanor thanked Commissioner Godinez for all his work and time committed to the City. Commissioner Gomez recognized the amount of effort that public servants have done for the City. Thanked retiring members and City staff and is looking forward to new members as well. He also thanked Commissioner Godinez his work. Commissioner Lares-Urquidez thanked everyone and looks forward to learning about the Commission. Staff Liaison shared a message on behalf of Commissioner Ratner thanking fellow members as she will be leaving the Commission as well. Commissioner Godinez recalled on the long way the Commissioner has come since its first days in the basement of Building C. He is happy to see the Commission getting new members and feels a lot better about leaving his seat. Chair Branch also expressed her appreciation to outgoing member Commissioner Ratner. STAFF COMMENTS Staff Liaison Adrianna Hernandez announced the Pride-inspired City logo that was temporarily used across all digital platforms during the month of June as well as a temporary Juneteenth-inspired logo. 7.1 Welcoming City Update Staff Liaison Adrianna Hernandez provided an update on the City Council's referral to the City Manager to seek Welcoming City recertification and discussion ensued. Robert Johnson submitted an electronic comment opposed to the item. Margaret Baker, Chula Vista resident, submitted an electronic comment regarding Welcoming City recertification. 8. CHAIR'S COMMENTS Page 14 of 20 City of Chula Vista Human Relations Commission July 24, 2023 Agenda 5 Chair Branch expressed her appreciation to the participants of the Juneteenth Flag Raising Ceremony and thanked City staff and the Mayor's office. Speakers included Rev. Eugenio Raphael, Dr. Shawna Codrington from Chula Vista Elementary School District, and an amazing soloist. Thanked Commissioner Godinez for his service on the Commission through his participation. Chair Branch shared a retirement card for retired Marketing and Communications Manager Anne Steinberger to be signed by members of the Commission. Thanked Anne for all her support and her work on behalf of the City. 9. COMMISSIONERS' COMMENTS Commissioner Lake thanked former Marketing and Communications Manager Anne Steinberger upon her retirement from the City and for her work in service to the Human Relations Commission. Her smile was always warm and welcoming which is also the vision for the City. Commissioner Felix thanked Anne Steinberger as well as Commissioner Godinez for his service to the Commission and welcomed new members of the Commission. Vice Chair Kean-Ayub thanked Commissioner Godinez for his service and is very sad to see people go including Anne Steinberger. Wished everyone a Happy Pride Month. Commissioner Pajanor thanked Commissioner Godinez for all his work and time committed to the City. Commissioner Gomez recognized the amount of effort that public servants have done for the City. Thanked retiring members and City staff and is looking forward to new members as well. He also thanked Commissioner Godinez his work. Commissioner Lares-Urquidez thanked everyone and looks forward to learning about the Commission. Staff Liaison shared a message on behalf of Commissioner Ratner thanking fellow members as she will be leaving the Commission as well. Commissioner Godinez recalled on the long way the Commissioner has come since its first days in the basement of Building C. He is happy to see the Commission getting new members and feels a lot better about leaving his seat. Chair Branch also expressed her appreciation to outgoing member Commissioner Ratner.
