Howe, seconded by C. B~t. which c~ried, the report of the PlYing Co~ssion of t~ir last ~gul~ meetl~ was accepted. B. ~len of t~ Ohula Vista 1.~rch~ts Association ~fo~ed t~ Co~cil that the l~lerch~ts Association is conte~lating appointing a c~ttee to pass on ~ ~ents soliciting or peddling ~ything to said members of t~ ~sociation before they ~ll receive the ~comendation of the mercers. ~. ~len inquired if t~ Co~cil could gr~t th~ pe~ssion to include the soliciting of private ho~s by the s~e ~thod but he was infold by the Ci~- Att~ey t~t t~ Council could not legally delegate authority to pri~te indi~du~s but ~artily re- com~ded their action reg~ding the Association itself. ~ 0F C0t~E P~ ,~COI~i~TIqN:, L~. Don Dick~son, ~esident of Ch~a Vista ~h~er of C~erce, by letter c~ended t~ action of t~ City Council in begi~g t~ development of t~ ~rk prope~y ~d recomended the installation of shuffleboard, toque ~d horse-shoe courts, g~s t~t ~y be played by ~sitors as well as citizens ~d reco~nded the installation of such g~s at an early ~te. ~ motion of Cl. H~e, seconded by Cl. ~y~t, which c~ried, the City Clerk was st~cted to ~ the Ch~ber of C~erce f~ the above letter. ~arJ, ~: The City Clerk infor~d t~ Co~cil t~t t~ ~venty-four 2 x 3 ft. fl~s, which had been o~ered for the last Fiesta ~d were not used, could be turned ~th only ~ allow~ce of 50 percent of the cost value ~d inq~red if the Co~cil coat~ated ~y acti~ty ~ereby $~se fl~s ~t be used or if they ad~sed t~ retu~ of s~e. T~ Oo~ci~ felt t~t the ~ce of percentage was too ~d that ~e fl~s should be kept for fut~e use, or t~ to dispose of them to some other city at a better price. He was informed by the City Attorney that it was merely a misunderstanding between the reporter and himself but that the City could not suspend any taxes and that the correct notice should have been in regard to the suspension of penalties onlyo The Council, however, refused to consider the ordinance suspending penalties until such time as the property ~ners in the Mattoon District have made proper conveyances. PLAY GROUND ,LEASE: The City Attorney informed the Council that he felt sure that the School Board would be willing to lease their lend for a play-ground if the proper offer were made by this Council and that he had determined that W. P. A. appropriation could be obtained upon such a lease as the City is contemplating. He suggested, h~we~er, that the present City Council take action which will not be binding on the succeeding council but which will start the necessary procedure to obtain such lease. The Council as a whole ~elt that this would be the proper actiom and that they should take no action which would bind the succeeding council. Upon motion by Cl. Tt~nons, seconded by Gl. Boltz, which carried, the City Clerk was instructed to notify the School Board that the Council would be willing to c~rry out the action as proposed by the City Attorney° ~PEI~IODICAL REPORTS: The monthly report of the City Judge, the Police and Fire Departments for February, 1938, were examined and ordered filed. PLD~BERS 0RDIMAN ,C~: Cl. T~w~m~ns requested information as to when the new plumbing ordinance would be ready for its first reading. He was informed that the Plumbing Ordin- ance was held in abeyance until the County plumbing ordin~nce had been put into effect so that our ordinance would not be in conflict with the 0ounty ordinance. Con, any G~oup Ins. for February 21.00 STOP SIG~ REFLECTORS: Chief Kelly requested permission from the Council to purchase eight (8) sets of Red Reflectors to be installed on each side of the stop- signs used in the intersection of "F" Street and Third Avenue, M~nmna Street and Third Avenue ~ud on each side of the Plazao He stated that several of these ~igns had been struck by automobiles at night and that the reflectors were needed to prevent shy accidents which would cause the City to be liable for damages. Upon motion by Cl. Boltz seconded by Cl. Timmons, which carried, the above request was granted. STREET W~TER TiGIK: Upon motion by Cl. TIE~ons seconded by Cl. Bryant, which c~rried, the request of the StYeet Superintendent to purchase a street water-sprinkling t-nk for approximately $165 frora the Chula Vista ~tal Works was approved. ~DJOUR~E~E~T: Upon motion by Cl.
