Join us for the Sustainability Commission meeting at the time and location specified on this agenda to make your comments. Please visit www.chulavistaca.gov/boardmeetings for current mask requirements and other safety protocols.  •Submit an eComment. Visit  www.chulavistaca.gov/boardmeetings, locate this meeting and click on the comment bubble icon. Click on the item you wish to comment on, and then click on "Leave Comment." The commenting period will close one hour before the meeting. All comments will be made available to the Commission and the public. •Mail or email comments. City of Chula Vista Sustainability Commission July 10, 2023 Agenda Page 3 of 3 1 REGULAR MEETING OF THE SUSTAINABILITY COMMISSION Meeting Minutes June 12, 2023, 5:00 p.m. City Hall, Bldg. #C, Conference Room B-111 276 Fourth Avenue, Chula Vista Present: Raymundo Alatorre, Crystal Fairley, Commissioner Guevara- Gluyas, John Knox, Chair Korgan, Hayley Salazar Also Present: Chief Sustainability Officer Gakunga, Environmental Services Manager Medrano, Secretary Rodriguez _____________________________________________________________________ 1. CALL TO ORDER A regular meeting of the Sustainability Commission of the City of Chula Vista was called to order at 5:09 p.m. in Conference Room B-111 located in City Hall, Building C, 276 Fourth Avenue, Chula Vista California. 2. ROLL CALL Secretary Rodriguez called the roll. 3. PUBLIC COMMENTS One e-comment was received from Robert Johnson and four public comments received from Carolyn Scofield, Lexi Rueff, Andrea Nocoechea and Abigail Costello. 4. PRESENTATIONS 4.1 UPDATE ON THE ZERO WASTE PLAN DRAFT 2 Environmental Services Manager Medrano shared an update on the Zero Waste Plan. The plan was reviewed by the commission and approved by City Council in 2022. Per the City's 2017 Climate Action Plan the Zero Waste Plan seeks 90% diversion by 2035. Medrano shared the six key tasks - strategies with measurable actions and briefly went over compliance to Senate Bill 1383. He concluded his presentation by mentioning current efforts which include the on-going work on the single- use plastics ban, education efforts food waste diversion and recycling and the success of the Zero Waste Academy. 5. ACTION ITEMS 5.1 APPROVAL OF REGULAR MEETING MINUTES OF MAY 8, 2023 Moved by John Knox Seconded by Chair Korgan Motion to approve meeting minutes of May 8, 2023 with the correction to the motion in action item 5.2. Yes (6): Raymundo Alatorre, Crystal Fairley, Commissioner Guevara- Gluyas, John Knox, Chair Korgan, and Hayley Salazar Result:Carried (6 to 0) 5.2 SELECTION OF MEASURE P CITIZENS' OVERSIGHT COMMITTEE, WILDLIFE ADVISORY GROUP (WAG), BAYFRONT CULTURAL AND DESIGN COMMITTEE (BCDC) AND BUILDING DECARBONIZATION WORKING GROUP MEMBERS Moved by Chair Korgan Seconded by John Knox Motion to select Chair Korgan to Measure P Citizens' Oversight Committee, Commissioner Fairley to the Wildlife Advisory Group, Commissioner Salazar to the Bayfront Cultural and Design Committee and Commissioner Knox to the Building Decarbonization Working Group. Yes (6): Raymundo Alatorre, Crystal Fairley, Commissioner Guevara- Gluyas, John Knox, Chair Korgan, and Hayley Salazar Result:Carried (6 to 0) OTHER BUSINESS DRAFT 3 6. STAFF COMMENTS Chief Sustainability Officer Gakunga shared that in tomorrow's City Council meeting and update on the Chula Vista Community Shuttle will be presented along with the Economic Development workplan. 7. CHAIR'S COMMENTS Chair Korgan asked about applications for the vacant seat in the commission and encouraged commissioners to tour the recycling facility. He also shared that the attended a dinner at the Chamber of Commerce where members of City Council and the Mayor were in attendance and he extended an invitation for them to attend a commission meeting. 8. COMMISSIONERS' COMMENTS Commissioner Alatorre stated he is interested in knowing how Economic Development and Sustainability are closely tied in. Commissioner Knox commended Tina Matthias for organizing the clean-up events throughout the city. He made the recommendation the city provide residents the tools to pick up trash making it easier for the collection of trash. Commissioner Fairley asked when the next Zero Waste Academy will take place and she shared she has spoken to people who use the shuttle and they really enjoy the service. Commissioner Guevara-Gluyas mentioned she also likes the idea of having trash pickers available for residents. Perhaps having a rental program available at city parks. She also asked that the plastic ban move forward. Commissioner Salazar inquired about removing invasive species/plants. 9.
