Public Comments: Public comments may be submitted to the Traffic Safety Commission in the following ways: In-Person comments during the meeting. Join us for the Traffic Safety Commission meeting at the time and location specified on this agenda to make your comments. Please visit www.chulavistaca.gov/boardmeetings for current mask requirements and other safety protocols. • Submit an eComment. Visit www.chulavistaca.gov/boardmeetings, locate this meeting and click on the comment bubble icon. Click on the item you wish to comment on, and then click on "Leave Comment." Your experiential backgrounds came into play tonight. What was presented: 1) Residents do not know process- how to contact commissioners with concerns Crusaders finally figured it out after 6.5—7-years. Now we use NextDoor and direct email to the commissioners’ web site thanks to Florence Picardal, Senior Secretary. 2) Better means to let residents know their concerns are being heard and not placed in a circular/ do nothing file. Respond with a short reply will be sufficient. 3) Crusaders will back a trial run with a Radar Monitoring Device like the device on Rienstra. Crusaders Miriam and Marianna- photographers have sat in our cars and observed taking photos to show that the majority of cars slow down a little. There was that one car that stayed at 36mph in a 25mph zone. Crusaders Rita, Jan and Marianna are retired educators totaling 130- years. We view Nacion as Being Part Of A School Zone. Babies in their carriages are being pushed by their Grandmas to Halecrest School on the east side of J Street bridge. 5) Police Radar Trailer has slowed traffic down but most of the time it gets vandalized. It is only on Nacion for a few days. 6) Nacion being a ‘Collector’s Street is the Nemesis!’ As a NextDoor participant said, “ Motorists feel comfortable speeding on Nacion! Nothing happens to them!” With only 5 motorcycle cops to cover a City of 300,000 residents, and a shortage of 35 officers, the NextDoor participant is correct As Council Member Mr. Preciado said, “ Something about Crusader Marianna’s retirement as the Crusaders’ Lead Writer.” I responded that the Crusaders want one of our options to be implemented to make Nacion safer, then I will retire! Ernie was also a helicopter pilot. He graduated from Hilltop HS. During May 2021 we drove into the Wood Ave. Encampment looking for a friend’s stolen Tahoe. A judge blocked the eviction of those poor souls without getting them housing. I wrote/spoke with Oakland’s Homeless Department and Police. A gang was stealing cars from my son’s Bay Farm, Alameda Community. I even praised a Sacramento Bee reporter for her investigative work. My son and I were told by Oakland’s cops that they went into the encampment as a team. Ernie taught students in Oakland and Alameda self defense. We told cops were to look. The crooks totaled the Tahoe about a block from the Wood Ave. Encampment. My husband, former Naval Jet Pilot and I taught our son to be altruistic. This might help you understand my background in helping folks whether they live on Nacion or Wood Ave. in Oakland. I grew up and went to school in the Bronx, East Yonkers, and Mount Vernon’s Italian neighborhood. I got my teacher training in Spanish Harlem. I represented the Italian Community. Backing out of my driveway student -4-5th grade was racing on sidewalk with no concern for my car backing up. Student raced down J Street. I saw same student and I lost him in the Hilltop Village Condos 800 block of Nacion. As a principal my students wore helmets and had their bikes registered with San Ysidro Fire Department. This would be an excellent heads up for parents of the CVESD and SUHSD in a bulletin. Maybe Ms.Maria could mention this in her Community Newsletter? The fundraiser held at Chula Vista’s Elk Lodge 2011 will send 20-25 scouts to Camp Geronimo this summer in Arizona. Over 200 scouts, their families and friends attended this function. Crusaders hope school districts are contacted to inform students’ parents about obtaining helmets for their kids. Crusader Marianna’s son rode his BMX bike to Hilltop Middle/High School. He always wore his helmet. Other students never questioned/poked fun! Ernie’s 9-year-old son was taught to ski/ride a bike. Helmet/elbow/knee pads are a must! Thanks for listening! The ‘Saloon’ at the bottom of the 800 block of Nacion has not improved residents’ feeling safe! 4) There appears to be a ‘Big Disconnect!’ Why weren’t the Crusaders, representatives of Nacion’s residents, responded to and mocked by a secretary when we tried to get assistance? Why were the Crusaders forced to organize to get any response from City Hall? Why did it take close to 7- years (February 2015-August 2022) to inform the Crusaders there was a Traffic Safety Commission? Why has the City neglected to inform residents there is/isn’t an appeal process? Crusader Ms. Rita, retired Assistant of the Sweetwater Union School District, has spoken at least twice in front of the Traffic Safety Commission. Why were the Senior Citizen Crusaders- 60-80- years- old requested at a July 2021 meeting to conduct a visual vehicle survey, interview residents, tabulate our findings back to the Traffic Engineering Department? Is this a common protocol? Crusaders were not given a Radar Gun to record the speed of vehicles! Crusader Jan kept calling the Police to have their Radar Trailer fixed during a speed study. Senior Abuse- Crusaders in our Opinion were Distrespected/Played As Fools! November 16, 2022 at 4:50pm. a speeding SUV almost killed Ms. Eva- 83-years, her dog and Crusader Mary Ann (Me) Ms. Eva was crossing Nacion- 725. She froze with fright positioned on top of the double yellow lines! The SUV did not cut its Speed! Why? Traveling well over 35-40mph! Crusader Mary Ann (Me) jumped into the street shouting slow down! The ‘Saloon’ at the bottom of the 800 block of Nacion has not improved residents’ feeling safe! 4) There appears to be a ‘Big Disconnect!’ Why weren’t the Crusaders, representatives of Nacion’s residents, responded to and mocked by a secretary when we tried to get assistance? Why were the Crusaders forced to organize to get any response from City Hall? Why did it take close to 7- years (February 2015-August 2022) to inform the Crusaders there was a Traffic Safety Commission? Why has the City neglected to inform residents there is/isn’t an appeal process? Crusader Ms. Rita, retired Assistant of the Sweetwater Union School District, has spoken at least twice in front of the Traffic Safety Commission. Why were the Senior Citizen Crusaders- 60-80- years- old requested at a July 2021 meeting to conduct a visual vehicle survey, interview residents, tabulate our findings back to the Traffic Engineering Department? Is this a common protocol? Crusaders were not given a Radar Gun to record the speed of vehicles! Crusader Jan kept calling the Police to have their Radar Trailer fixed during a speed study. Senior Abuse- Crusaders in our Opinion were Distrespected/Played As Fools! November 16, 2022 at 4:50pm. a speeding SUV almost killed Ms. Eva- 83-years, her dog and Crusader Mary Ann (Me) Ms. Eva was crossing Nacion- 725. She froze with fright positioned on top of the double yellow lines! The SUV did not cut its Speed! Why? Traveling well over 35-40mph! Crusader Mary Ann (Me) jumped into the street shouting slow down! The SUV kept approaching! By my actions I Saved Ms. Eva and her dog’s life! SUV veered into the southbound lane! SUV proceeded towards the corner of Nacion and J Street where it vanished! SUV Did Not Stop to See if Ms. Eva and I were Okay!!! Statistics- Traffic Engineers Almost had another Statistic to Mull Over- 2 Fatalities! I have been in Physical Therapy from a near Encounter With Death! I have had 20 therapy sessions for both my shoulders and traction for my back. I will be requesting an MRI for my left knee. 5 months have passed by! On May 7, 2023 I returned from an out of state funeral. On May 5, 2023, Crusader Jan, being at the airport at the same time, saw me in a wheelchair Gate 16 flying with Frontier Airlines. My Dad, Alberto, taught be to step up and help a person in need! For this Reason I was 12 inches from being killed by that Speeding SUV and endured great pain/mental anguish! With Assembly Bill 43- Entire Nacion- 700-800 blocks have a majorly of seniors and children coming from Hilltop Village’s condos. Grandparents are pushing baby buggies towards Halecrest Elementary School. Word on the street- A) Interviewees have said, “Years have past and nothing has been done to fix Nacion! Why? Officials do not live here, do not care and worst of all- they are fine with doing NOTHING! Other residents said they were not aware of Assembly Bill 43- Vulnerable Pedestrians One male adult said that the Traffic Engineers have had knowledge but covered it up!’ Information I got as an investigative reporter was that folks do not have any credence in people who have had opportunities to fix a street as Nacion. For assistance with the education of students/parents and/or enforcement, if needed, we encourage the Chula Vista Elementary School District (CVESD) and/or Halecrest Elementary School’s Principal to work with their School Resource Officer (SRO). Some timely reminders to parents and students as the new school year goes into effect can be very effective in improving behavior and enhancing safety for all within the school zone. For some background on our work near Halecrest Elementary School, in the spring of 2022, City staff conducted a thorough evaluation of the school zone at the request of the CVESD School Board. There were no major traffic improvements recommended and the Principal of Halecrest Elementary did not express any traffic-related concerns for the City to look into further. Per your email below, we initiated a new traffic engineering investigation and found no deficiencies. School zone signs are in place and appropriate including SCHOOL ZONE, SPEED LIMIT 25, WHEN CHILDREN ARE PRESENT on both sides of East J St approaching the elementary school. We did note the red curb in the area could be repainted and have initiated that request with the Public works Department. In addition, our review of the collision history for the area revealed that two (2) vehicle collisions were reported on East J St between Nacion Av and Floyd St in the past 5 years. One collision took place at the intersection of East J/Nacion and the other at the intersection of East J/Floyd. None of these collisions involved pedestrians or bicyclists. We also checked with our contracts at CVESD and the school principal and no new traffic safety concerns were brought to our attention. Therefore, no additional traffic studies or investigations will be conducted along East J St near Halecrest Elementary at this time. Please note that City Traffic Engineering staff meets with CVESD staff on a monthly basis to discuss any concerns or issues relating to traffic at all schools in the district. We pride ourselves in taking a proactive approach with our schools and that is why we have committed to these ongoing meetings as a partnership with CVESD in order to support each other and help identify any issues to enhance the safety of all pedestrians, bicyclists, and motorists in the City’s school zones.
