Welcome to your Traffic Safety Commission Meeting!
Public Comments: Public comments may be submitted to the Traffic Safety Commission in the
following ways:
In-Person comments during the meeting. Join us for the Traffic Safety Commission meeting
at the time and location specified on this agenda to make your comments. Please visit
www.chulavistaca.gov/boardmeetings for current mask requirements and other safety
protocols.

Good evening folks,
Congrats for having a quorum with the addition of the new commissioners.
Your experiential backgrounds came into play tonight.
What was presented:
1) Residents do not know process- how to contact commissioners with concerns Crusaders finally figured it out after 6.5—7-years.
Now we use NextDoor and direct email to the commissioners’ web site thanks to Florence Picardal, Senior Secretary.
2) Better means to let residents know their concerns are being heard and not placed in a circular/ do nothing file. Respond with a
short reply will be sufficient.
3) Crusaders will back a trial run with a Radar Monitoring Device like the device on Rienstra.
Crusaders Miriam and Marianna- photographers have sat in our cars and observed taking photos to show that the majority of cars
slow down a little.
There was that one car that stayed at 36mph in a 25mph zone.
Crusaders Rita, Jan and Marianna are retired educators totaling 130- years.
We view Nacion as Being Part Of A School Zone.
Babies in their carriages are being pushed by their Grandmas to Halecrest School on the east side of J Street bridge.
5) Police Radar Trailer has slowed traffic down but most of the time it gets vandalized. It is only on Nacion for a few days.
6) Nacion being a ‘Collector’s Street is the Nemesis!’
As a NextDoor participant said, “ Motorists feel comfortable speeding on Nacion! Nothing happens to them!”
With only 5 motorcycle cops to cover a City of 300,000 residents, and a shortage of 35 officers, the NextDoor participant is correct
As Council Member Mr. Preciado said, “ Something about Crusader Marianna’s retirement as the Crusaders’ Lead Writer.” I
responded that the Crusaders want one of our options to be implemented to make Nacion safer, then I will retire!

Good evening,
My son, Ernie, a retired Coast Guard Officer was stationed at the Alameda Base in the Intelligence Department. Ernie
was also a helicopter pilot. He graduated from Hilltop HS.
During May 2021 we drove into the Wood Ave. Encampment looking for a friend’s stolen Tahoe.
A judge blocked the eviction of those poor souls without getting them housing.
I wrote/spoke with Oakland’s Homeless Department and Police.
A gang was stealing cars from my son’s Bay Farm, Alameda Community.
I even praised a Sacramento Bee reporter for her investigative work.
My son and I were told by Oakland’s cops that they went into the encampment as a team.

Oakland is a war zone!
Specific minorities are beaten up targeting the elderly.
Infrastructure under Highway 880
Ernie dressed as a house painter and got information where his friend’s stolen car might be from Oakland’s High Street
Encampment.
Ernie taught students in Oakland and Alameda self defense.
He was Sweetwater School District’s wrestling champ

Friend’s Tahoe was hidden in the Wood Ave. Encampment.
We told cops were to look. The crooks totaled the Tahoe about a block from the Wood Ave. Encampment.
My husband, former Naval Jet Pilot and I taught our son to be altruistic.
This might help you understand my background in helping folks whether they live on Nacion or Wood Ave. in Oakland.
I grew up and went to school in the Bronx, East Yonkers, and Mount Vernon’s Italian neighborhood.
I got my teacher training in Spanish Harlem. I represented the Italian Community.

You have to live on Nacion to get the real flavor of how speeding and DUI motorists have taken over.

Backing out of my driveway student -4-5th grade was racing on sidewalk with no concern for my car backing up.
Student raced down J Street.
I saw same student and I lost him in the Hilltop Village Condos 800 block of Nacion.
As a principal my students wore helmets and had their bikes registered with San Ysidro Fire Department.
This would be an excellent heads up for parents of the CVESD and SUHSD in a bulletin.
Maybe Ms.Maria could mention this in her Community Newsletter?

Crusaders are not only committed to improving Nacion but support Chula Vista’s Troop 895 for girls and boys.
The fundraiser held at Chula Vista’s Elk Lodge 2011 will send 20-25 scouts to Camp Geronimo this summer in Arizona.
Over 200 scouts, their families and friends attended this function.

I would like to express my concern about the safety of E Street between Third and Fourth Ave, and Interstate 5. Based on
regularly walking, biking, and driving through this area, I believe traffic calming and a road diet is necessary. Mid block
crossing(s) with an island to wait at, a two-way turning lane, one travel lane in each direction, and bike lanes. I find it a daily
danger to navigate, whether or not I am at a midblock crossing or at an intersection, and whether I am crossing E Street or
on E Street. If we area serious about safety, than a walkable and bikeable downtown CV should not be so dangerous for
those outside of a vehicle.

B) Crusaders are requesting Radar Monitoring Devices for ascending /descending the 700 block of

Crusaders did not Request Another Speed Study.
Why?
Same results will occur: 36.5mph
Averaging 32-33mph is a misnomer not including ‘Congo Lines’ dealing with students being dropped off
in the Hilltop 4 Schools’ Area.
Diverting all Halecrest School’s cars going westward across the J Street bridge turning left onto Nacion

I gave my business cards to a 10- year-old on a scooter. He knows the boy who rides a motorized scooter in the Hilltop Village

I told the Traffic Engineers if the SHV was traveling g at :9mph required speed it could have stopped!
Instead! The SUV veered into the southbound lane and co finuec its speed!
This SUV came within 12 inches of killing g me!
The driver did not stop to see if MsE a and I were injured!

2) A resident who lives in the 800 block of Nacion via NextDoor reported
her neighbor’s truck being hit during the night. I do not know if this ‘Hit
and Run’ was reported to the Pmolice.
3) The house struck at the corner of Milan and Nacion, in addition to
Mary Trujillo Long’s RAV4 being totaled in front of her home 725 Nacion
were the result of DUI motorists.
The ‘Saloon’ at the bottom of the
800 block of Nacion has not improved residents’ feeling safe!
4) There appears to be a ‘Big Disconnect!’
Why weren’t the Crusaders, representatives of Nacion’s residents,
responded to and mocked by a secretary when we tried to get
assistance?
Why were the Crusaders forced to organize to get any response from
City Hall?
Why did it take close to 7- years (February 2015-August 2022) to inform
the Crusaders there was a Traffic Safety Commission?
Why has the City neglected to inform residents there is/isn’t an appeal
process?
Crusader Ms. Rita, retired Assistant of the Sweetwater Union School
District, has spoken at least twice in front of the Traffic Safety
Commission.
Why were the Senior Citizen Crusaders- 60-80- years- old requested at a
July 2021
meeting to conduct a visual vehicle survey, interview residents, tabulate
our findings back to the Traffic Engineering Department?
Is this a common protocol?
Crusaders were not given a Radar Gun to record the speed of vehicles!
Crusader Jan kept calling the Police to have their Radar Trailer fixed
during a speed study.
Crusader Mary Ann (Me) reported that during the duration of having
the Police Trailer one vehicle must have been traveling over 40+ mph
registering a flashing red/blue light and a screeching noise.

a speeding SUV almost killed Ms. Eva- 83-years, her dog and Crusader

2) A resident who lives in the 800 block of Nacion via NextDoor reported
her neighbor’s truck being hit during the night. I do not know if this ‘Hit
and Run’ was reported to the Pmolice.
3) The house struck at the corner of Milan and Nacion, in addition to
Mary Trujillo Long’s RAV4 being totaled in front of her home 725 Nacion
were the result of DUI motorists.
The ‘Saloon’ at the bottom of the
800 block of Nacion has not improved residents’ feeling safe!
4) There appears to be a ‘Big Disconnect!’
Why weren’t the Crusaders, representatives of Nacion’s residents,
responded to and mocked by a secretary when we tried to get
assistance?
Why were the Crusaders forced to organize to get any response from
City Hall?
Why did it take close to 7- years (February 2015-August 2022) to inform
the Crusaders there was a Traffic Safety Commission?
Why has the City neglected to inform residents there is/isn’t an appeal
process?
Crusader Ms. Rita, retired Assistant of the Sweetwater Union School
District, has spoken at least twice in front of the Traffic Safety
Commission.
Why were the Senior Citizen Crusaders- 60-80- years- old requested at a
July 2021
meeting to conduct a visual vehicle survey, interview residents, tabulate
our findings back to the Traffic Engineering Department?
Is this a common protocol?
Crusaders were not given a Radar Gun to record the speed of vehicles!
Crusader Jan kept calling the Police to have their Radar Trailer fixed
during a speed study.
Crusader Mary Ann (Me) reported that during the duration of having
the Police Trailer one vehicle must have been traveling over 40+ mph
registering a flashing red/blue light and a screeching noise.
CORRECTION- Ms.Allen- the Crusaders are not claiming Senior Citizen
Abuse Because We Did Not Achieve Our Goal of Improving Nacion!
Have other groups been subjected to a lack of communication from the

A female lost her life!
City Council and Traffic Engineers have to re-evaluate speed limits throughout the City.
With the Police Department’s staff shortage, speeding feels comfortable as one NextDoor resident said. Resident was
referring to Nacion. This could refer to the entire City.
Some Crusaders did not receive an earlier accounting concerning City officials and Traffic Engineers making excuses to fix
Nacion.
A City employee did not use current data nor interview Nacion’s Crusaders about our claim of Elderly Abuse which
occurred during summer of 2021.
This employee’s email showed no investigative research related to what actually transpired.

I had to pull over and let 3 police cars and an ambulance pass by.

Without Any Success except being told Nacion is a Collector’s Street, used by Emergency Vehicles — So
Senior Citizen Crusaders ‘Stop Complaining because You Did Not Get What You Wanted -a return to the
original 25mph.’
Disgraceful demeanor by the Traffic Engineers who were told numerous times by the Crusaders that
Their Inaccurate Fraudulent Speed Studies are Misleading! Proof of ‘Congo Lines’ photos submitted by
the Crusaders provide the truth!
36.5mph according to 3 Speed Studies and an average of 32-33mph is what the Crusaders have been
Forced to accept graciously.
We Refuse to Be Lead to Present Day Extermination by Political Hacks and a Speeding SUV driver who
almost ended Ms. Eva - 83 and Crusader Marianna 76- years life on November 16, 2022.
Ms.Eva was crossing from East James Court to the east side of Nacion when the SUV in excess of 35 plus
mph almost committed vehicular manslaughter. Marianna jumped in front of the speeding car
sustaining back, shoulder and left knee injuries with 22 Kaiser Physical Therapy Sessions as back up!
Crusaders are acknowledging a lack of transparency, non-responsiveness, apathy, no visible complaint
process, inaccurate and contrived Speed Study Data Thrown in our Faces who are Vulnerable
Pedestrians- children and seniors. Not to mention our destroyed vehicles, smashed into homes,
unreported hit and runs by DUI drivers who visit the local saloon in the shopping center at the bottom of
Nacion’s 800 block.
Crusaders are disgusted with bureaucratic employees who refuse to listen to our 8- year old pleas to Fix
Nacion.
Thank goodness for Council Member Jose Preciado District #2 for researching AB 43 which shows Nacion
Can Be Fixed!

Forced to accept graciously.
We Refuse to Be Lead to Present Day Extermination by Political Hacks and a Speeding SUV driver who
almost ended Ms. Eva - 83 and Crusader Marianna 76- years life on November 16, 2022.
Ms.Eva was crossing from East James Court to the east side of Nacion when the SUV in excess of 35 plus
mph almost committed vehicular manslaughter. Marianna jumped in front of the speeding car
sustaining back, shoulder and left knee injuries with 22 Kaiser Physical Therapy Sessions as back up!
Crusaders are acknowledging a lack of transparency, non-responsiveness, apathy, no visible complaint
process, inaccurate and contrived Speed Study Data Thrown in our Faces who are Vulnerable
Pedestrians- children and seniors. Not to mention our destroyed vehicles, smashed into homes,
unreported hit and runs by DUI drivers who visit the local saloon in the shopping center at the bottom of
Nacion’s 800 block.
Crusaders are disgusted with bureaucratic employees who refuse to listen to our 8- year old pleas to Fix
Nacion.
Thank goodness for Council Member Jose Preciado District #2 for researching AB 43 which shows Nacion

As I mentioned 2 weeks ago, a young adult left a Cadillac, crossed J Street closer to McCandliss Park, retrieved a student, slipped
between a parked small passenger bus, and jetted into the street.

Milan and Nacion.
That 25mph newly placed sign according to law enforcement is just advisory!
Why not paint red curbs across from the Hilltop Village condos?
I tried to leave one of those streets and it was dangerous! Speeders are racing down Nacion’s hill towards Telegraph Canyon Road.
It is my understanding there are 6 other streets which need more than a cosmetic facelift besides Nacion.
Do other City employees live on Nacion? Have they had similar experiences?
Today from 4:00-5:00pm, I sat in my car and took note of the speeders: Republic garbage trucks, freight delivery trucks and the
normal dare devil fools.

Also remember those who sustained disabilities. Our son, a Coast Guard helicopter pilot, falls into this category completing almost
16- years of active service.
Observations:
A) Handicapped and elderly are using flashing crosswalk in from of Hollywood Deli near Hilltop Middle School.
Since crazed speeders, frequent the Hilltop 4 Schools Area, need every device to become more focused
B) Install a flashing crosswalk at the corner of Nacion/ J Street.
With Assembly Bill 43- Entire Nacion- 700-800 blocks have a majorly of seniors and children coming from Hilltop Village’s condos.
Grandparents are pushing baby buggies towards Halecrest Elementary School.
Word on the street-
A) Interviewees have said, “Years have past and nothing has been done to fix Nacion!
Why?
Officials do not live here, do not care and worst of all- they are fine with doing NOTHING!
Other residents said they were not aware of Assembly Bill 43- Vulnerable Pedestrians
One male adult said that the Traffic Engineers have had knowledge but covered it up!’
Information I got as an investigative reporter was that folks do not have any credence in people who have had opportunities to fix
a street as Nacion.
APATHY is a good word to describe their feelings!
Crusaders have been slapped in our faces with terms such as, ‘It’s the cops’ fault!’
Another term, ‘Get the cops’ Radar Trailer that would help!’

Thank you for your email regarding Mrs. Saponara’s traffic safety concerns noted in reference to the “Terri Hunsicker”
posting on the NextDoor app. The concerns identified in the email/posting below by Mrs. Saponara may best be
addressed through education of parents and students on how to more safely cross, park, and/or navigate through a
school zone. For assistance with the education of students/parents and/or enforcement, if needed, we encourage the
Chula Vista Elementary School District (CVESD) and/or Halecrest Elementary School’s Principal to work with their School
Resource Officer (SRO). Some timely reminders to parents and students as the new school year goes into effect can be
very effective in improving behavior and enhancing safety for all within the school zone.
For some background on our work near Halecrest Elementary School, in the spring of 2022, City staff conducted a
thorough evaluation of the school zone at the request of the CVESD School Board. There were no major traffic
improvements recommended and the Principal of Halecrest Elementary did not express any traffic-related concerns for
the City to look into further.
Per your email below, we initiated a new traffic engineering investigation and found no deficiencies. School zone signs
are in place and appropriate including SCHOOL ZONE, SPEED LIMIT 25, WHEN CHILDREN ARE PRESENT on both sides of
East J St approaching the elementary school. We did note the red curb in the area could be repainted and have initiated
that request with the Public works Department.
In addition, our review of the collision history for the area revealed that two (2) vehicle collisions were reported on East
J St between Nacion Av and Floyd St in the past 5 years. One collision took place at the intersection of East J/Nacion and
the other at the intersection of East J/Floyd. None of these collisions involved pedestrians or bicyclists. We also
checked with our contracts at CVESD and the school principal and no new traffic safety concerns were brought to our
attention. Therefore, no additional traffic studies or investigations will be conducted along East J St near Halecrest
Elementary at this time.
Please note that City Traffic Engineering staff meets with CVESD staff on a monthly basis to discuss any concerns or
issues relating to traffic at all schools in the district. We pride ourselves in taking a proactive approach with our schools
and that is why we have committed to these ongoing meetings as a partnership with CVESD in order to support each
other and help identify any issues to enhance the safety of all pedestrians, bicyclists, and motorists in the City’s school
zones.

Having spoken with our son Ernie, a former Halecrest School Patrol Crossing Guard, he recalls two squads functioned daily:
A) Cornet of East J/Floyd
B) Entrance to Gayle McCandliss Park
Install flashing crosswalk there!
Parents can park on the bridge west/east bound.
Parent volunteers could ensure children’s safe passage to their parent’s vehicle
C) School personnel must be visible in the school’s parking lot and on the north side of J Street heading towards the park using a
bullhorn reminding the children not to jet into J Street between parked cars.
Asking the School’s Resource Officer to be responsible to train hundreds of parents and their children with ‘Safe Street Crossing
Protocols Is Unrealistic, Time Consuming and Unconscionable to say the least.
The Traffic Engineering Department has expertise in its field but lacks experience dealing with stressed out parents and anxious
children recovering from the pandemic.
With 39- years as an educator with school site/ district office experience, I know what I am saying.
With the following witnesses‘ observations: Ms. Terri, Crusaders Jan and Marianna’s coming forth and presenting accountings of
imminent children’s safety concerns should not be Played Down and Misconceived as ‘Tell the School’s Resource Officer to Fix the
MESS!’
Police Chief Ms. Roxana has stated to Crusader Marianna there is a Police shortage.
Finding annoyance with the Nacion Avenue Crusaders and other elected officials is not resolving a Vulnerable Pedestrian Nacion and
Halecrest School’s Problem.

Drunk Driving, Speeding, Distracted Drivers
Must be talking about the 700-800 blocks of Nacion!
85% of vehicles are going 36.5mph too fast for a school zone!
Saloon near Lolita’s Taco Shop invites drivers to exceed what is safe and they smash their vehicles into parked cars, hit
homes and run a stop sign at the corner of Nacion/JStreet landing in the canyon heading towards 805.
Distracted drivers, using cell phones, eating and drinking whatever impairs safe driving protocols.
Assembly Bill 43 hopefully will assist in lowering threats to Vulnerable Pedestrians’ Safety- Children and Seniors!
School will be resuming!

being a resident of Chula Vista for more than 40 yrs. and living in my current residence at 568 Otis Street , we are having a
major problem with the amount and definitely the SPEED in the alley between H St and Otis Street..There Must Be
something that can Be done to SLOW the SPEED down as I believe the speed LIMIT in an alley is 15 mph.. would definitely
appreciate something that can be done as my front door is in the alley and I have a "special child" and 2 elderly dogs living
with and I am 81 yrs young

Need for toilet paper and running water in Women’s Restroom.
Water fountain outside restrooms is not working.
I got dual pink walking poles to build up my strength since being almost run over on Nov. 16, 2022.
Long rehabilitation process requiring therapy and injections into my left knee and shoulder.
Traffic Engineers have much work/explaining to do to protect ‘Vulnerable Pedestrians’ throughout the City.
