APPROVAL OF MINUTES: The Minutes of June 10, 2013 were approved

ACTION ITEMS:
Chair and Vice Chair Election (election took place after Commissioner Comments)
Commissioner Coleman was elected the new chair and Commissioner Kappes was
elected the new Vice Chair.
INFORMATION ITEMS:
• New Municipal Storm Water Permit
Khosro Aminpour, Sr. Civil Engineer from the Public Works Department Storm Water
Division, gave a presentation concerning the new NPDES (National Pollution Discharge
Elimination System) permit that regulates all storm water and non-storm water discharge
from storm water systems into receiving waters of the United States. The permit is
renewed every 5 years. The permit is a region wide permit that covers San Diego
County, south Orange County and Riverside County. This new permit focuses on
watersheds. Within the San Diego Bay watershed there are 9 permitees: Chula Vista,
Imperial Beach, Coronado, La Mesa, Lemon Grove, National City, City of San Diego,
County of San Diego and Airport Authority/Port District of San Diego. One provision of
the permit is compliance of BMP (Best Management Practices) by all co-permitees. Non
storm water discharges, such as car washing and irrigation, are not allowed with the new

permit. If there is no'rain, then there should be no discharge. In two years the San
Diego Bay watershed permitees have to come up with a Water Quality Improvement
Plan. The Jurisdictional Program of the permit includes a section on development
projects that could potentially pollute the storm drain system. Construction sites need to
treat their runoff at the project site and retain or reuse 83% of it. The City will need to
make frequent inspections of these construction sites. A concept in the new permit is
MDL (Total .Maximum Daily Load). Samples are taken at different locations along the
watershed and this can be very costly. Khosro explained the different toxicity levels in
the Sweetwater River, Telegraph Canyon Channel and Poggi Creek.
• Clean Energy Chula Vista Program
Mike Lemyre and Crystal Crawford from Ygrene Energy gave a presentation on the
Clean Energy Chula Vista PACE (Property Accessed Clean Energy) program. Ygrene
has been approved by the City Council as a third-party administrator for this program.
The program offers property owners, both commercial and residential, the ability to fund
energy efficiency, renewable energy and water conservation projects that are repaid on
their property tax bill over periods of up to 20 years. This keeps the balance of the loan
with the property if it is sold. There is no cost to the City, since Ygrene uses their funds
to launch the program and fund the projects. Ygrene has a training program for
contractors and certifies them after they have completed the training. Property owners
decide what energy improvements they want done on their property and also choose the
contractor they would like to use. Some of the type of projects that this program can be
used are new "cool' roofs, solar panels, solar hot water, new insulation and ductwork,
new windows, doors & skylights, new heating and air conditioning, water heaters, water
saving measures and irrigation, pool pumps and many more. Ygrene will open a local
office to assist customers in Chula Vista. Property owners can apply online, by phone or
in person. There will be a Stakeholder Workshop on Monday, September 16, 2013, at "
the Civic Center Library. (This workshop has since been rescheduled for September 19,
2013 at the Police Headquarters Community Room)
MANAGERS COMMENTS

• Municipal Solar Photovoltaic (Phase 2) Update
Council approved the financing for the second phase of solar. This installation of half a
megawatt will double what is already at City facilities.
• Energy Upgrade California
Cory Downs presented information about an Energy Upgrade California Homeowner
Workshop that will be at the South Chula Vista Library on August 24.
COMMISSIONER COMMENTS
• Update on the Bayfront Wildlife Advisory Group— Commissioner Coleman
The report from the August 8, 2013, meeting of WAG was passed out. Items
discussed were concerning the "footprint" of the Bayfront, the Sea Level Rise maps
and the collaboration between all agencies involved in the Bayfront. An ad hoc
committee was formed to look further into comments made to this committee.

Three members have resigned from the BCDC due to conflicts of interest. Meetings
will resume after these positions are filled. Information about this committee can be
found on the Port of San Diego's website.

August 8,2013 WAG Meetinlz Report
Key items were discussed by WAG members regarding the Draft Natural Resources
Management Plan(NMRP). Of key note was the comment matrix that included all
comments provided by WAG members (25 pages of comments). Overall,the WAG was
quite pleased with the draft document.
• A discussion of how the "footprint" of the Bayfront(three districts)would affect
the"area" adjacent to the footprint. The consultant will rewrite a key paragraph
so the distinction of how the footprint could impact the surrounding area(wildlife
areas, marine environment)will be clear and tie the two together.
• Sea Level Rise Maps will be incorporated,but only Port-approved maps. The
WAG pushed for a"placeholder" in the document until maps are included.
• Guiding principles of collaboration need to be included and be strongly expressed.
This refers to all the agencies that are involved in the Bayfront.
• The WAG established an Ad-Hoc Committee to take a deeper dive into the
review of the Draft NMRP. This committee will report back to the full WAG at
the next meeting. Other WAG members will have the opportunity to further
comment as the draft document is finalized.
• Update: The next WAG meeting is scheduled for September 12 if a quorum is
reached.
BCDB MeetinIZ Report
The BCDC will not meet in August. Three members resigned and meetings will proceed
after three new members are placed onto the Committee. Three categories of members to
be replaced are: architect, business entity and City's Design Review Board
representative.
Update: As of September 4, 2013 a notification.about the next meeting has not been sent
out.

Join us for the 22nd Annual Paddle for Clean Water on Month
Sunday, September 22nd from gam-Noon in Ocean Beach.
Native Gardening
The event will feature hundreds of surfers and ocean Support AB 976
enthusiasts paddling around the Ocean Beach Pier to raise
